Senate Bill 343 mandates supplemental materials that have been
received by the City Clerk's office that relate to an agenda item after
the agenda packets have been distributed to the City Council be
available to the public. This document is also available in the City
Clerk's office, the Dublin Library, and the City's Website.
The attached document was received in the City Clerk's office after
distribution of the March 18, 2008 City Council meeting agenda
packet.

Hi Jeri-
I just wanted to comment on the request by Valley Christian Center to initiate a General Plan
Amendment Study for a 1.4 Acre site of public/semi private property for a medium high
density residential development.
If the current state of the economy is considered, the building of more homes is not the best
use of this property. Has the City of Dublin looked at the number of unsold new homes
currently on the market, including foreclosed homes? More importantly, moving forward on a
project such as this is risky with builders walking away rather than taking a loss from unsold
homes.
In Hayward for example, Meritage Homes (Cannery Park) has elected to "deconstruct" their
model homes down to the foundation and walk away from any further development. This
could happen to this project given the current climate for home buying and selling. A building
site then becomes a perfect site for vandalism and arson.
As a resident on the west side of Dublin, I would like to see the site developed as a
playground or dog park, both of which would serve the community far better that adding more
homes. We have no dog park on the west side of Dublin. The nearest playground is also some
distance away. Although the Heritage site will be a lovely addition to our community, this
small piece of land would also serve the community far better as a park than as a high density
development.

Thank you for the update. I am passing on the infonnation to the people up here at Hansen Ranch. I
think it could be a good use of the property, IF the driveway has been moved from on Inspiration
Drive to the Western end of the parcel onto Dublin Blvd, and (where there is a much better view of
oncoming traffic) not into where all the V.C.C. School traffic would impact safety.

Can you give me some more information regarding exactly where this development is proposed
on the V.C.c. property? I have severeal members of the Hansen Ranch Owners's Association
that are curious.
If it is at the intersection of Inspiration Drive and Dublin Blvd., I am sure some will be
planning on attending the meeting on Tuesday evening to hear what the proposed changes are.
I will also try to get by the City offices on Monday afternoon. (After all the S1. Patrick's mess is
cleaned up!! !!!)

A request by Valley Christian Center to initiate a General Plan Amendment Study for a 1.4 Acre Site of
Public/Semi Public property for medium High Density Residential (14.1-25-0 dwelling units per acre) at
7500 Inspiration Drive.
Ms. Ram,
As residents of the California Highlands community, located adjacent to the property in question, we petition the
city to not allow the property situated on the corner of Inspiration Circle, and Dublin Blvd to be rezoned to build
medium density housing. This property is a primary habitat for local wildlife and is a significant food source for
local deer, and birds of prey. The creek bed running through this property is also home to a large array of wildlife
from frogs to small nesting birds.
We have additional concerns about increased traffic at the intersection of Inspiration Circle and Dublin Blvd. This
continues to be a high-traffic area from Valley Christian Schools (K-12) and the surrounding housing
developments. We anticipate that traffic will become a greater issue once Dublin Blvd. is formally opened at the
top of the hill.

There are no changes to my position on this matter.
The letter did not address the normal, daily commuter traffic from the Hansen Hill/Ranch development.
The date has been automatically corrected to todays.
Any vehicular access to/from the proposed area onto Inspiration Drive is patently wrong.

I want to make some unfavorable comments regarding the Valley Christian Center
Expansion/Master Plan, EIR SCH # 2002012070
My complaint is with the proposed vehicle access to the family dwelling site along
Inspiration Drive. This intersection is already horribly congested during the morning and
afternoon school openings and closings. Traffic in both directions is completely blocked
from Dublin Boulevard to the entrance to the northern parking lot.
Anyone trying to enter the proposed family area from Dublin Boulevard would have to
block cars on Dublin Boulevard while waiting for an opening to make the left turn.
Whoever made the traffic survey obviously retained only favorable data. A realistic
survey would include data from an entire normal school day starting before 7:00 a.m.
and lasting until at least 10:00 p.m. Use of the Center's facilities include sporting events
and many evening activities and these do not appear in any traffic studies I've seen.
Ideas:
. Make the entryway on Dublin Boulevard west of Inspiration Drive.
. Install a left-turn lane on northbound Inspiration Drive.
. Install signals on Dublin Boulevard and along Inspiration Drive with the left-turn
lane.
Uncontrolled access to Inspiration Drive at that point is ridiculous.

1) Stop building and keep open land
2) Too much traffic and congestion in Dublin as is

I have been a resident of Dublin since March 2001.
I have seen the demise of clean land and increased traffic at the 580/680 interchange as well as needless
housing that is now empty and too many retail shops that give no distinction to our town.

I am vehemently opposed to any new construction and want to keep our land open.
We already allowed the shafer ranch project and don't need more people, traffic and less landscape.

This note is regarding the request by Valley Christian Center to initiate a general plan
amendment study for a 1.4 acre site of public/semi public property for medium/high density
residential dwellings at 7500 Inspiration Drive in Dublin.
I plan on being at the meeting on Tuesday night March 18th at the City Council to also
comment for the record. However, I wanted you to know some of our concerns prior to this
meeting.
We are homeowners as well as the board of directors of the CA Highlands property which is
adjacent to this parcel of land. We have several concerns regarding this proposal.
We are very concerned about the traffic impact to our end of town with Dublin Blvd being
opened up and the addition of homes for Schaeffer ranch further down the west area of Dublin
Blvd. Not only will there be traffic from that community, but there will be the potential of much
traffic from vehicles cutting through on Dublin Blvd and by-passing the 580 freeway.
Additionally, we have a large volume of traffic on Inspiration Drive today from Valley Christian
Center. We need to know how traffic will be addressed in and out of this development.
We are concerned with the size of this development. 1 1/4 acres is not a large parcel of land
and to add additional housing units of 14-25 (if I read the notice correctly and I would think they
would probably go for the greater amount of units) is a concern. We think the property, if
rezoned for residential should have low density housing considered due to traffic and other
congestion issues.
We want to be reassured this development will not encroach on our property line. We are very
concerned about where the road will be and we don't want the road up against our backyards.
We think consideration needs to be made to be sure the development is no higher then what
we have today for our units, which are two story. We consider this a privacy and aesthetic
issue and would not want to see units any higher then two stories.
We are concerned about the environmental issues. There are spotted frogs that reside in that
area and need to know about those as well as other wildlife, etc.
These are just some of the issues we would want considered when the study is done. We
would be very happy to talk to, or meet with anyone from the City Planning Committee
regarding this parcel. We would certainly like to see this made into a city park for the
enjoyment of all.
