DESCRIPTION:
In order to promote safe and orderly movement of traffic, it is
necessary to establish certain no parking areas in conjunction with the
installation of the traffic signal at Village Parkway and Lewis Avenue. These
no parking areas are as described in the resolution and depicted on the
diagram included with this report. With the exception of 35 feet of new red
curb indicated for the north side of Lewis Avenue, these curbs are already
painted red for various safety reasons, but no resolutions or ordinances were
ever adopted for most of them. The City's Traffic Ordinance (No. 55-87
Section 23) provides that no parking zones be designated by resolution.
The additional 35 feet of red curb on the north side of Lewis Avenue
will allow a lane for traffic turning right onto Village Parkway.
Approximately two parking spaces will be removed by this 35 feet of red curb.
In addition, the new signalized intersections must also be designated by
resolution (Ordinance 55-87 Section 8).
Staff recommends that the City Council conduct a public hearing and
adopt the resolutions so that the project may proceed as planned.
It is not necessary to adopt a resolution or ordinance to remove the
existing STOP signs on Lewis Avenue and on Amador Plaza Road; they were
installed by virtue of both Village Parkway and Amador Valley Boulevard being
declared "through streets," and both of these streets will remain such.
No parking zones already exist on both Amador Valley Boulevard and
Amador Plaza Road at the appropriate locations.
