FINANCIAL STATEMENT: Budgeted funds are as follows: Design and inspection Easements and negotiations Construction Total: $ 15,600 7,250 88,650 $ 111,500 Engineer's Estimate for Construction: $ 155,000 If the low bid does exceed the amount budgeted, Staff will recommend at the time of bid award that a budget transfer be made from the San Ramon Road Phase III project, which was bid at almost $500,000 under its budget. DESCRIPTION: Several months ago, the City Council received a presentation which included a discussion of the wooden sound fences to be constructed along the west side of San Ramon Road as part of the sound mitigation for the San Ramon Road Phase III and IV project. These wooden sound fences would replace the existing fences at residences that back up to San Ramon Road. The fence will be 6 1/2 feet high in most locations and constructed primarily of redwood and heavy plywood as shown on the detail attached (Exhibit 1 - 3 pages). In the interim, Staff has held an informational meeting with the property owners involved and distributed right-of-entry agreemenfs to be signed and notarized. While most of the property owners have signed the right-of-entry agreement, two of them have opted to keep their existing fences. Exhibit 2 indicates the location of those properties not desiring the sound fence. Engineering Staff has omitted those lots from the plans, specifications, and estimates. The present estimate for the length of fence to be installed is 2,600 feet. A number of the existing fences have gates in them so that the residents can reach the slope portion of their property directly adjacent to San Ramon Road. The City will install a gate in the sound fence for those persons who request one. The contractor will, for the most part, access the fence construction site through the yards of the residences. No vehicles will be required to enter the yards; the post holes will be probably dug by a two-man motorized post-hole digger. During the course of construction, a temporary chain link fence will be installed for security purposes. Santina and Thompson staff has made an updated cost estimate, and based on some other similar installations and the difficulty of access to the sites, have estimated the cost of the sound fence substantially higher than the preliminary estimate. Staff had considered treating the fences with a fire retardant. This process would have added about $25,000 to the cost and cannot be used on redwood, which would require a change in fence material. It was felt that the fire retardant would not be cost-effective nor desirable from an aesthetic standpoint.
