FINANCIAL ST A ,JNT: ~e are sufficient funds to sponsor the Bike to Work Day ad 1;~ campaign at the $1,000 level. ~ DESCRIPTION: On July 17, 2007, the City Council adopted the Bikeways Master Plan. One of the elements of the Plan states that, "Bicycle promotional and educational events, such as Bike to Work Day.. . should be planned and managed by the responsible departments. The City should coordinate public outreach and involvement with adjacent cities." Bike to Work Day (BtWD) is a one-day annual regional event held to encourage the use of alternative modes of transit during the commute to work by the Bay Area workforce. Entering its 15th year, BtWD is organized in Alameda County by the East Bay Bicycle Coalition (EBBC). This year, the City of Dublin will help host an Energizer Station at the Dublin/Pleasanton BART station, consisting of refreshments and other giveaways for commuters who choose to commute via bicycle or other alternative modes of transportation. Letters soliciting giveaways from local businesses were distributed in early April. In order to generate greater interest from commuters this year, the EBBC will conduct a promotional ad campaign in the 4 to 6 weeks prior to the May 15th event. The EBBC has requested that local agencies contribute funds to be used in the ad campaign (Attachment). Although the EBBC's letter requests sponsorship at the level of $5,000, Staff spoke with the EBBC and determined that $1,000 would be a sufficient contribution from Dublin. As a result of the sponsorship, the City of Dublin's logo will appear on promotional materials as a sponsor for Bike to Work Day. ------------------------------------------------------------------------------------------------------------- COPY TO: Page 1 of2 ITEM NO. 3.2. G:\CORRESPONDENCE, STAFF MISClErin\current projectsIBike Master PlanlBike to Work DaylAgenda Statementlagst BtWD Presentation April2008.doc In addition, the City of Dublin is promoting Bike to Work Day through a number of events scheduled throughout April and May, including a bicycle safety education class to be held on Thursday, April 17th, at the Dublin Library from 6:00 to 9:30 p.m. The EBBC and Dublin Cyclery will be promoting this event at the Dublin Sportsfest taking place on May 4th. Other regional events include a Team Bike Challenge hosted by the EBBC to promote bicycle commuting for the month of May. Staff recommends that the City Council receive and accept the presentation. It's a new and innovative campaign that will for the first time engage all commuters in the event, not just cyclists. With the campaign, motorists and transit riders making the bike-transit connections will participate along with cyclists. If successful as we expect, we hope to expand the campaign to the entire Bay Area in future years. For this, we like to extend the opportunity to the City of Dublin to participate in the campaign at a $5,000 sponsorship level. The budget for the campaign is $80,000 and our goal is to raise at least $20,000 from cities of Alameda County. Additional monies raised will allow us to extend the reach campaign. The ACTIA staff is recommending support at the $15,000 level, with $10,000 in cash and $5,000 in-kind support and the City of Oakland is contributing $5,000 in cash and over $5,000 in-kind staff time, graphics and printing support. Local Measure B money is available to fund any contribution from the City of Dublin. Agencies throughout the Bay Area are working on more sustainable approaches to transportation planning that address issues of climate change. We think that is wonderful news and believe that the promotion of bicycle transportation can be a useful component of any such plans. I'd be happy to meet with you to discuss this opportunity and in particular discuss ways the City of Dublin can participate more actively in the annual event. Thanks for your consideration.
