FINANCIAL STATEMENT: Budgeted costs are as follows: Design and Inspection (from CIP Budget) Overlay (from CIP Budget) Repair of overlay and slurry streets (from Street Maintenance Budget, which includes $5,000 for striping and $250,000 for street repair) $ 30,000.00 173,000.00 2551000.00 $ 459,000.00 Engineer's Estimate for Construction: Budgeted for Construction Only: Low Bid Received: $ 473,997.45 $ 429,000.00 $ 340,358.05 DESCRIPTION: At its meeting of March 13, 1989, the City Council authorized Staff to advertise for bids for Contract 89-3, the annual street overlay and repair program. As with previous annual overlay programs, this project consists of placing at least a 1 1/2" asphalt overlay on streets that are in a deteriorated condition. A pavement reinforcing fabric will also be plazed over the travelway prior to the asphalt overlay. This fabric helps bridge the existing pavement cracks and prevent the reflection of crazks through the new asphalt. Before installing the overlay, the pavement failures are dag out to the base rock and replaced with a section of asphalt. The contract also includes repair on the streets which will be slurry sealed in late spring. The repair will also include replacing 63 signal loop detectors which are in failed pavement areas. This year's overlay project will c~mplete the rehabilitation of the Brighton/Tamarack loop, begun in last year's project, and the downtown loop (Village Parkway/Dublin Blvd./Amador Valley Blvd.) begun in 1984. This last section of Amador Valley Boulevar~ was held off until the traffic signal and median work could be completed between Amador Plaza and Village Parkway. With this project, the City will begin using thermoplastic pavement markings for the first time. This decision is based on the fact that the water-based traffic paint the EPA now requires the City to use can be ~ifficult to apply and doesn't last as long as paints that were previously allowed. While the .initial Jnvestment~n.t~rmopla~-ic marking~ iz ~i~..r, ~,~.~cnelag ~-~ maintenance costs are projected to be much less than the maintenance costs for paint. The City received a total of 13 bids (see attached bid sun,mary) for this project. The low bidder was Bay Cities Paving, with a bid of $340,358.05. Staff has reviewed the low bidder's proposal and checked with references and recommends that the City Council award the bid to the low bidder. WI~EREAS, the City of Dublin did, on March 21, 1989, publicly open, examine, and declare all sealed bids for doin§ the work described in the approved Plans, Specifications, and Modifications for Contract 89-3 ANNUAL STREET OVERLAY/REPAIR PROGRAM authorized by the City Council on February 13, 1989, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the City Engineer, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award City of Dublin Contract 89-3 to the lowest responsible bidder therefor, to wit Bay Cities Paving and Grading, Inc., at a bid of three hundred forty thousand three hundred fifty eight dollars and five cents ($340,358.05), the particulars of which bid are on file in the office of the City Engineer.
