FINANCIAL STATEMENT: Budgeted costs are as follows: Design and Inspection Construction $ 15,000 i10,000 $125,000 Engineer's Estimate $135,000 Lcw Bid Received $ 98,600 DESCRIPTION: At its meeting of August 28, 1989, the City Council authorized Staff to advertise for bids for Contract 89-10 Traffic Signal Pre-Emption System. This project would provide radio receivers and pre-emption equipment at eleven signalized intersections to allow fire trucks to turn their approach direction signal to green. The Dougherty Regional Fire Authority has already equipped their trucks with sending devices. This receiving equipment has been installed as Fart of eight recently constructed signals and will also be installed at the Shannon Avenue/San Ramon Road signal as part of the San Ramon Road Phase IV project. Intersections receiving pre-emption devices as part of Contract 89-10 are: Dublin Dublin Dublin Dublin Dublin Duklin Dublin Amador Amador Amador Amador Boulevard at Regional Street Boulevard at Golden Gate Drive Boulevard at Amador Plaza Road Boulevard at Village Parkway Boulevard at Clark Avenue Boulevard at Dublin Court Boulevard at Dougherty Road Valley Boulevard at Regional Street Valley Boulevard at Donohue Drive Valley Boulevard at Village Parkway Valley Boulevard at Stagecoach Road The existing brand of pre-emption equipment within the Cities of Dublin and San Ramon is "Opticom." Staff also investigated a clone of the 0pticom system, as well as two other alternatives, one of which was radio-controlled and the other of which was activated by the signal detector loops in the pavement. It appears not to be desirable to have a dual system in the emergency vehicles nor to have to stock parts for two separate types of equipment. Two of these alternate systems would also disallow utilization by mutual aid responders, as the City of Livermore also uses Opticcm. The City received a total of six bids (see attached bid summary) for this project. The low bidder was Steiny & Co. with a bid of $98,600. Staff has reviewed the low bidder's proposal and checked with references and recommends that the City Council award the bid to the low bidder. ITEM NO.'__~ COPIES TO: Steiny & Co. RESOLUTION NO. -89 A RESOLUTION OF T~E CITY COBN2IL OF THE CITY OF Direr.TN A~ARDING CONtRaCT 89-10 TRAFFIC SIGNAL PRE-f~TION SYST~ TO STEINY A~D CO., INC. ~EAS, the City of Dublin did, on October 18, 1989, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract 89-10 authorized by the City Council on August 28, 1989, which Plans, Specifications, and Modifications are b~reby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and ~REAS, said bids were suk~itted to the City Engineer, who has recc~raended that the bid hereinafter mentioned is the lowest and best bid for doing said work. NOW, THEREFORE, ~ IT RESOLVEDthat the City Council of the City of Dublin does hereby award City of Dublin Contract 89-10 to the lowest responsible bidder therefor, to wit Steiny and Co., Inc., at a bid of $98,600, the particulars of which bid are on file in the office of the City Engineer.
