It appears from current estimates that the total work will exceed the total
budget by $5,733. Since anticipated work for 1988-89 was delayed until
1989-90, $16,412 in expenditures will have carried over into the 1989-90
Fiscal Year. A budget transfer in the amount of $22,145 may be needed to
restore the total original budget of $198,245, as well as provide the
additional $5,733 needed to do the work. Action on any budget transfer
should be deferred until the bid is awarded.
DESCRIPTION:
The Swim Center Renovation project consists of several phases which have been
and are to be performed by different, specialized contractors.
In the 1988-89 Fiscal Year, the main pumps were replaced and the heating
system repaired. Additional mechanical work was performed as needed during
the 1989-90 Fiscal Year in order to keep the pool operational ($12,775 as
indicated above), and Staff is soliciting informal bids to repair valves and
plumbing (estimated $3,000 as indicated above).
Contract 89-12 provides for relining the pool, repairing the gutters and
leaks both in the pool itself and in the skimmers, and repairing and
resurfacing the pool deck.
With the adoption of the Joint Use Facility Improvement Agreement with the
Dublin Unified School District, the City agreed to allow the School District
Swim Team to use the Swim Center commencing February 1, 1990.

As a result of delays in completing the design and tests which preceded
design, the City must proceed with a tight bidding and construction schedule
to meet its commitment to the School District. The proposed project schedule
is shown below.

It is anticipated that the Swim Team could begin swimming in the pool once
the pool lining work is complete. The remaining work could be completed
without interfering with the use of the pool by the Swim Team.
