RESOLUTION NO. 36 - 99 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN SUPPORT OF CITY OF PLEASANTON APPLICATIONS FOR TEA 21 25% FUNDING ALAMO CANAL TRAIL GAP CLOSURE AND 1-580 CORRIDOR MANAGEMENT-SIGNAL INTERCONNECT/CONNECTION TO TRAFFIC OPERATIONS SYSTEM WHEREAS, THE Transportation Equity Act for the 21~ Century (TEA 21) (Public Law 105-178, June 9, 1998) and the TEA 21 Restoration Act (Public Law 105-206, July 22, 1998) continue the Surface Transportation Program (23 U.S.C. s 133) and the Congestion Mitigation and Air Quality Improvement Program (CMAQ) 23 U.S.C. s 149); and WHEREAS, pursuant to TEA 21, and the regulations promulgated thereunder, eligible project sponsors wishing to receive Surface Transportation Program or Congestion Mitigation and Air Quality Improvement Program grants for a project shall submit an application first with the appropriate metropolitan transportation planning organization, (MPO), for review and inclusion in the MPO's Transportationlmprovement Program (TIP); and WHEREAS, the Metropolitan Transportation Commission is the MPO for the San Francisco Bay region; and WHEREAS, the City of Pleasanton is applying for TEA 21 25% funding to construct the Alamo Canal Trail Gap Closure and 1-580 Corridor Management - Signal Interconnect and Connection to Traffic Operations System (TOS) projects; and WHEREAS, the City of Dublin is a co-sponsor of the said project; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin by adopting this resolution does hereby state that: 1) The City of Dublin supports City of Pleasanton applications for TEA 21 25% funding for the Alamo Canal Trail Gap Closure and 1-580 Corridor Management - Signal Interconnect and Connection to TOS projects; and 2) The Alameda County Congestion Management Agency will provide $395,600, 11.5% in local matching funds for the two projects; and 3) The City of Dublin understands that the Surface Transportation Program and Congestion Mitigation and Air Quality Improvement Program funding for the Alamo Canal Trail Gap Closure and the 1-580 Corridor Management - Signal Interconnect and Connection to TOS projects is fixed at $440,000 and $3,000,000 respectively, and that any cost increases must be funded by other local matching funds, and that the City of Dublin does not expect any cost increases to be funded with Surface Transportation Program or the Congestion mitigation and Air Quality Improvement Program funds; and 4) :-The ProjeCts} J~damo Canal Trail Gap ClosUre and the 1-580 COrridor Management- signal Interconnect and Connection to TOS, will be built as described in this resolution and, if approved, as programmed in Metropolitan Transportation Commission (MTC) Transportation Improvement Program (TIP) to the extent possible within the limits of the committed funding. 5) The program funds are expected to be obligated by September 30, 2000. · NOW, THEREFORE, BE IT FURTHER RESOLVED that a copy of this resolution will be transmitted to the MTC in conjunction with the filing of the application; and NOW, THEREFORE, BE IT FURTHER RESOLVED that the MTC is requested to suppor~ the application for the proj'bct described in the resolution and to program the project, if approved, in MTC's TIP. PASSED, APPROVED AND ADOPTED this 16th day of March, 1999.
