FINANCIAL STATEMENT: Low B~d Received: $55,890.00 Engineer's Estimate: $67,500.00 Budget 1989-90: Design/Inspection: Grates and Installation: $ 7,500.00 67,500.00 $75,000.00 This year's program is being funded in the full amount of $75,000 through a Transportation Development Act (TDA) Article 3 (pedestrian/bikeway) grant. Since $67,500 in construction funds is available, Staff recommends increasing the quantity of grates from 270 to 326 via a change order as noted above. The total construction expenditure for replacement of 326 grates would be $67,482.00. DESCRIPTION: At its meeting of December 11, 1989, the City Council authorized Staff to advertise for bids for Contract 89-13, Phase I of the Drainage Inlet Grate Replacement Program. Prior to incorporation, Alameda County had modified existing catch basin grates by adding steel bars in order to make them safer for bicyclists. Over the years, many of these bars have broken loose. These grates present an ongoing maintenance and liability problem. This phase of the project will replace about 70% of the 472 existing grates with bicycle-safe grates. Staff hopes to obtain TDA funding in upcoming years to complete the project. The City received a total of 11 bids (see attached bid summary) for this project. The low bidder was P & F Construction with a bid of $55,890.00. As noted in the Financial Statement above, the TDA grant provides construction funds in the amount of $67,500. Based on P & F's unit pricing, 56 additional grates could be installed within the available funds. Staff has reviewed the low bidder's proposal and checked with references, and recommends that the City Council (1) adopt the resolution awarding the bid to P & F Construction, (2) authorize the Mayor to execute the agreement, and (3) authorize Staff to negotiate with the low bidder to increase the quantity of grates from 270 to 326 at the unit price bid and to process a change order in the amount of $11,592.00 for the extra work. ITEM NO. ~'%~M.~ COPIES TO: P & F Construction RESOLUTION NO. -90 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AWARDING CONTRACT 89-13 DRAINAGE INLET GRATE REPLACEMENT PROGRAM TO P AND F CONSTRUGTION, INC. WHEREAS, the City of Dublin did, on January 10, 1990, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract 89-13 authorized by the City Council on December 11, 1989, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the City Engineer, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award City of Dublin Contract 89-13 to the lowest responsible bidder therefor, to wit P and F Construction, Inc., at a bid of Fifty-five thousand eight hundred and ninety dollars ($55,890.00), the particulars of which bid are on file in the office of the City Engineer.
