HomeMy WebLinkAbout4.06 Beverage Recycling CITY CLERK File # 0810-60 AGENDA STATEMENT CITY COUNCIL MEETING DATE: April 18, 2000 SUBJECT: Beverage Container Recycling Grant Report Prepared By: Jason Behrmann, Management Assistant ATTACHMENTS: 1) Resolution authorizing submittal of an application for funding from the California Beverage Container Recycling and Litter Reduction Act including authorization to receive and expend the funds RECOMMENDATION: ~Adopt Resolution FINANCIAL STATEMENT: If the City's funding request is approved, it is anticipated that the City will receive $8,389 to support the City's curbside recycling program. DESCRIPTION: SB 332, which took effect January 1~, 2000, mandated changes to the existing law governing the Beverage Container Recycling and Litter Reduction Act. The Bill included a provision that requires the State to appropriate $10.5 million annually to cities and counties for beverage container recycling and litter cleanup activities. Based on the funding request forms received by the City from the Department of Conservation's Division of Recycling, the City of Dublin is eligible to receive $8,389. When submitting the Funding Request Form, the City is required to specify the beverage container recycling and litter cleanup activities for which the funds will be expended. The information the City received indicates that the funds may be used to support new or existing curbside recycling programs. In Fiscal Year 1999/2000, the City expended $89,000 in Measure D funds to help subsidize the residential recycling program. Staff recommends that the funds be used to help support the existing residential recycling program. Each eligible participant must submit, along with a Funding Request Form, a Resolution identifying the individual authorized to submit the application and to receive and expend the funds. The attached Resolution grants the City Manager this authorization. H/cc-forms/agdastmt. doc COPIES TO: ITEM NO. 4.6 RECOMMENDATION: Staff recommends that the City Council adopt the Resolution authorizing the City Manager to submit an application for funding from the California Beverage Container Recycling and Litter Reduction Act, including authorization to receive and expend the funds. RESOLUTION NO. - 2000 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN RESOLUTION AUTHORIZING SUBMITTAL OF AN APPLICATION FOR FUNDING FROM THE CALIFORNIA BEVERAGE CONTAINER RECYCLING AND LITTER REDUCTION ACT INCLUDING AUTHORIZATION TO RECEIVE AND EXPEND THE FUNDS WHEREAS, the people of the State of California have enacted the California Beverage Container Recycling and Litter Reduction Act that provides funds to cities and counties for beverage container recycling and litter cleanup activities; and WHEREAS, the California Department of Conservation's Division of Recycling has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures for cities and counties or their designees under the program; and WHEREAS, per section 14581 (a)(4)(E) of the California Beverage Container Recycling and Litter Reduction Act, the eligible participant must submit the Funding Request Form by the due date and time in order to request funds from the Department of Conservation's Division of Recycling. NOW, THEREFORE, BE IT RESOLVED that the City Council authorizes the submittal of the Funding Request Form to the Department of Conservation's Division o£Recycling. The City Manager, is hereby authorized and empowered to execute in the name of the City of Dublin all necessary forms hereto for the purposes of securing payments and to implement and carry out the purposes specified in the Section 14581 (a)(4)(A) of the California Beverage Container Recycling and Litter Reduction Act and provide information regarding this program to the Division upon request.
