HomeMy WebLinkAbout4.12 Surplus Prop Disposal CITY CLERK File# 0350-40 AGENDA STATEMENT CITY COUNCIL MEETING DATE: April 18, 2000 SUBJECT: Disposal of Surplus Property - Unclaimed Property & Surplus Equipment Report Prepared by Amy Cunningham, Administrative Assistant~~t'y ATTACHMENTS: Resolution Declaring Surplus Property Notice of Public Auction RECOMMENDATION: Adopt the Resolution Authorize Staff to proceed with transfer of property to Nationwide Companies (Commercial Auction Systems) pursuant to their current agreement with the City. FINANCIAL STATEMENT: Pursuant to Dublin Municipal Code 2.40.080 proceeds from the sale of surplus equipment and unclaimed property will accrue in the General Fund and Equipment Replacement Fund. DESCRIPTION: City Staff have identified a number of items that can be disposed of and would be appropriate to forward to an auction firm. The City has unclaimed property as well as surplus equipment available for disposal. Consistent with past practice Staff proposes to transfer all items to a single professional auction firm, which has a current agreement with the City (Nationwide Companies). The firm conducts monthly auctions of miscellaneous goods similar to those the City currently has available. Items Available for Auction City Staff, including the Police Services Division, have identified various items of unclaimed and surplus property, which can be disposed of at this time. The need for storage space requires the City to periodically dispose of items stored at City facilities. Currently, there are approximately 10 bicycles and various other items of surplus and unclaimed properly held in the Police Evidence room and other areas throughout the Civic Center. The City's purchasing ordinance allows for auctioning bicycles that have been held at least three months; and other items that have been held at least four months. Police Services Staff have verified that all unclaimed items to be auctioned exceed the minimum holding periods. In the current fiscal year Police Services put into service two replacement patrol vehicles and one replacement unmarked vehicle. Based upon the condition of the vehicles replaced it would now be appropriate to remove the three vehicles from the fleet by declaring them surplus. The mileage on the vehicles ranges from between 74,776 and 84,604 miles. H/cc-forms/agdastmt. doc COPIES TO: ITEM NO. The auction company is responsible for grouping items and preparing lots to be sold. In the past all items, including non-functioning equipment, were sold successfully by the auctioneers. On November 8, 1993, the City entered into an agreement with Nationwide Auction Companies to auction various items including surplus vehicles. The agreement provided that it would remain in effect unless either party gave 30 days notice of termination. Staff has contacted Nationwide and they have indicated they will continue to honor the 1993 agreement. Nationwide conducts auctions from their northern California facility located in Benicia. The firm arranges for the pick up of all items and transportation to their facility. They are also responsible for marketing the sale. Nationwide will retain a 10% commission on all items sold. The City has had positive experiences with the prices received on items auctioned by Nationwide in the past, although it is recognized that past sales prices cannot be a guarantee of future sales. Staff recommends that the City Council adopt the attached resolution declaring the items as surplus and authorizes the use of Nationwide Auction Services for all appropriate surplus and unclaimed property currently held by the City. RESOLUTION NO. - 2000 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN DECLARING SURPLUS PROPERTY WHEREAS, the City Manager has determined that certain police vehicles and City property are no longer needed for City purposes; and WHEREAS, the most effective method of disposing of such items is by auction; and WHEREAS, independent firms are available to publicly auction items to the highest bidder; and WHEREAS, Police Services also has various items of unclaimed property which under state and local laws provide that it may now be auctioned; and WHEREAS, consolidating the sale of all items is a cost-effective means to obtain auction services. NOW, THEREFORE, BE IT RESOLVED that the following police vehicles are declared surplus property to be sold at auction: CAR NUMBER MODEL YEAR MILEAGE CONDITION D-3 Ford Crown Victoria 1996 84,604 Operable D-4 Ford Crown Victoria 1996 74,776 Operable D-30 Ford Thunderbird 1994 78,059 Operable BE IT FURTHER RESOLVED that the City Manager and/or his designee shall also be authorized to arrange for the auction of other unclaimed property as well as surplus City property in accordance with state and local laws and regulations. BE IT FURTHER RESOLVED that the City Manager and/or his designee shall be authorized to make any and all necessary arrangements to transfer property to be auctioned to Nationwide Companies pursuant to an agreement between the City of Dublin and Nationwide dated November 8, 1993. AYES: NOES: ABSENT: ABSTAIN: ATTEST: Mayor City Clerk ATTACHMENT City of Dublin NOTICE OF PUBLIC AUCTION OF SURPLUS AND UNCLAIMED PROPERTY In accordance with Chapter 2.40 of the Dublin Municipal Code (DMC), the City Manager has determined that certain surplus and unclaimed property is currently held by the City. The property has been held in excess of the retention period identified in Section 2.40.050 DMC (at least 4 months, except for unclaimed bicycles, which shall be held for at least 3 months). The Auction will be held Saturday, May 13, 2000, beginning at 9:30A.M. at Nationwide Auction Companies, One Oak Road, Benicia, Cali£omia 94510, 707-745-0119. The City of Dublin unclaimed and surplus property to be auctioned includes: various computers with memory chips removed, monitors and keyboards; miscellaneous office furniture; miscellaneous clothing; and bicycles. This notice shall be posted for at least five days prior to the date of the Auction at the public notice hearing locations designated by the City of Dublin. April 19, 2000 Gary L.
