RECOMMENDATION: ~ FINANCIAL STATEMENT: 2007-2008 Annual Street Overlay: FY 2007-2008 Budget Low Bid Salaries/Inspections/Miscellaneous: Improvements - Overlay (TCRP funds): Improvements - Overlay (CMA funds): Improvements - Overlay (Measure B funds): TOTAL: $ 53,220 $ 274,239* $ 289,000 $ 98.000 $ 714,459 $ 256,378.24 * The improvements budget of $274,239 is funded through the Traffic Congestion Relief Program (TCRP). Due to the TCRP requirement to expend funds by June 30, 2008, the 2007-2008 Annual Street Overlay Program will only consist of improvements funded by TCRP. The improvements funded through the Alameda County Congestion Management Agency (CMA) and Measure B Local Streets & Roads funds will be completed as part of the FY 2008-2009 Annual Street Overlay Program in order to ensure timely TCRP expenditure. DESCRIPTION: The Annual Street Overlay project consists of removing and replacing failed asphalt concrete (AC) pavement to a minimum depth of 4 inches on residential streets and 6 inches on collector/arterial streets, resurfacing the street with a minimum 1-1/2-inch overlay of AC, and re-striping pavement markings. Major cracks will also be sealed prior to resurfacing in order to prevent the cracks from reflecting through the new AC overlay. The 2007-2008 Annual Street Overlay Program will repair and overlay the following streets: STREET LIMITS Davona Drive Sharon Street Alcosta Boulevard to Village Parkway Bonniewood Lane to Kilrush Avenue In addition, pavement failure repairs on Village Parkway between Kimball Avenue and Amador Valley Boulevard are included in this Contract as a cost savings measure. A total of ten bids were received (Attachment 2), with the low bid of $256,378.24 submitted by Bay Cities Paving & Grading, Inc. Staff has reviewed the bids and determined that the low bid contractor has satisfactorily performed similar projects. Staff recommends that the City Council adopt the resolution awarding Contract No. 08-06, 2007-2008 Annual Street Overlay Program, to Bay Cities Paving & Grading, Inc. WHEREAS, the City of Dublin did, on May I, 2008, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract No. 08-06, 2007-2008 Annual Street Overlay Program, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the Public Works Director, who has recommended that the bid hereinafter mentioned is the lowest and best bid for doing said work; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award City of Dublin Contract No. 08-06 to the lowest responsible bidder therefor, to wit, Bay Cities Paving & Grading, Inc., at a bid of Two Hundred Fifty-Six Thousand, Three Hundred Seventy- Eight Dollars and Twenty-Four Cents ($256,378.24), the particulars of which bid are on file in the Office ofthe Public Works Director. BE IT FURTHER RESOLVED that the Mayor is authorized to execute the Agreement.
