DUBLIN RANCH - AREA H
SITE DEVELOPMENT REVIEW
The following fmdings relate directly to the specific questions listed under the Written Statement section of
the City's application submittal requirements for Site Development Review (SDR). This SDR covers the site
plan as well as the architectural; streetscape, and landscape for the Grafton Station retail pads A and E project
within Dublin Ranch - Area H. For additional information on the Project Site described in the following
narrative, refer to the SDR drawing reductions in this submittal package,
A. What type of business, activity or use are you proposing?
On September 5, 2006, the City of Dublin approved a Stage 2 PD Rezone for the Grafton Station
Project within Area H of Dublin Ranch, which included the proposed Project Site. In conjunction with
the PD approval, the Project Site was designated for General Commercial uses. Specific conventional
retail and commercial uses such as local serving retail uses, specialty goods, businesslprofessional
offices, service establishments, and eating/drinking/entertainment establishments were identified as
permitted uses under this land use designation in the Stage 2 PD.
The Development Plan for the Project Site, consisting of both Pads A and E, which is covered by this
Site Development Review, proposes approximately 123,990 square feet of retail development on
approximately 6.0 acres (net) for both pads. An outdoor dining area within the proposed courtyard on
Pad E will accommodate and expand the restaurant use. This area is shown on the exhibits included
with this submittal package.
Specific approvals requested from the City of Dublin for this project include a Site Development
Review Application and a Stage 2 PD Amendment. Additional project details are addressed under
Item E,
B.
How many employees will you have or propose to have?
Employee count will vary from store to store depending on sales volume and business type. A
defmitive number of employees for retail uses within the Project Site cannot be determined at this
time. The maximum employees per shift will typically occur on a Saturday afternoon.

time. It is anticipated that operations of Grafton Station Pads A and E retail uses will be comparable to

There are no planned activities or uses that will have a negative effect on the health or safety of
persons residing or working in the vicinity, or which are detrimental to the public health, safety or
general welfare. The design of the project and its improvements will comply with all applicable City
codes and ordinances pertaining to its design, construction and operation. It is not anticipated that the
development will create public health problems, as no land uses or activities requiring the use or
manufacturing of toxic materials are planned to occur on the site.

Describe how the design of the project including site layout, structures, vehicular access, circulation
and parking, etc. will provide a desirable environment for the future development.
Site Layout/Structures:
Pad A is located adjacent to Dublin Blvd. to the north; the existing Lowe's building to the south, the
main parking lot and Grafton Station Pads B-D to the east and the Brannigan Street extension to the
west. Pad A consists of one structure divided for four tenants that totals 107,390 SF. The main parking
lot will serve all the parking needs for Grafton Station Pads A - C2. The rear of Pad A (west side)
provides an area for truck deliveries and garbage collection as well as an area for services that the
tenants could perform such as stereo installation. A landscaped buffer area is provided between the
rear of the Pad A buildings, delivery areas and the Brannigan Street extension, Pad A has customer
entries only on the east side of the building, adjacent to the main parking lot.

Pad E is located at the southeastern corner of Grafton Station and directly south of the traffic circle on
Grafton Street. The building on this pad is planned for 16,600 SF total with 10,000 SF designated for a
restaurant and the remaining space as retail. The building layout is designed to include a plaza in front
of the restaurant (north side) with the parking lot located to the south between the building and
Northside Drive. The building has been designed to have four-sided architecture. A more complete
description of the architectural design concept is included under Item I. The Pad E has building entries
on both the parking lot (south) and Grafton Street (north) sides of the buildings.
Parking:
The main parking lot contains a total of 572 parking spaces and serves the customers and employees of
Pads A-C2. The required number of parking spaces for Grafton Station Pads A-C2 development is
492, based on the current Zoning Ordinance requirements. A total of 16 parking spaces will be
provided at the rear of Pad A for staging of "back of house" uses such as car stereo installation
services. Pad E will have its own parking lot to the south of its buildings. It will include 122 parking
spaces which is the required amount from the city.
A portion of the stormwater runoff from the site is required to be treated in accordance with the
Conditions of the current Water Quality Certification issued by the California Regional Water Quality
Control Board in 2003. Runoff from paved surfaces and roofs will be collected on-site and piped to an
existing linear bioswale south of Pad E adjacent to Northside Drive. After passing through the
bioswale, drainage will be piped to the regional water quality treatment basin to the east and then
discharged into the G-3 Channel.
Handicap accessible parking spaces are provided in accordance with the current requirements of the
California Building Code, which requires the minimum number of spaces to be 2% of the total
required parking spaces. A total of 6 handicap accessible parking spaces have been provided in front
of Pad A and 4 spaces have been provided for Pad E, along with 6 additional spaces fronting Pads A -
C2, meeting the required number,

The following table provides a specific breakdown of parking spaces by type proposed for this project:
Vehicular access to the Pad A by customers will be primarily via Grafton Street (a private street
extending south of Dublin Blvd.) located to the east of the Project Site. Visitors to the site will enter
the main parking lot via two driveway entrances off Grafton Street. Secondary access to the Project
Site will also be provided from two locations on Dublin Boulevard. One will be at the Brannigan
StreetlDublin Blvd, intersection, which will include a signalized, full entrylexit driveway and will be
utilized primarily by delivery trucks. The other location will be a right turn in/out driveway located
east of Pad A. All streets connecting to the Project Site are private streets. Primary truck and service
access to Pad A will be via the Brannigan Street intersection to access the rear of the tenant spaces.
Each tenant loading dock has been designed to serve their businesses needs. Pedestrians may utilize
the landscaped walkways through the center of the main parking lot and travel from Pads B-C2 to Pad
A.

Vehicular access to Pad E will be primarily via Grafton Street. Visitors and customers will most likely
enter the site at the southern driveway entrance off Grafton Street and proceed to the Pad E parking
lot. Primary truck access to Pad E will be encouraged near the current terminus of North side Drive. A
driveway connection and bridge crossing the bioswale area located north of North side Drive were built
in conjunction with the Lowe's project. Secondary truck access to Pad E will be encouraged via the
Brannigan Street extension and through a drive aisle located between Pad A and Lowes. Grafton Street
is restricted to passenger vehicles only. Pedestrians can access Pad E by utilizing the landscaped
walkways through the parking lot that connect the Lowes project to Pads D and E. Pedestrians will
also be encouraged to use Grafton Street and enter the site at the terminus of Grafton Street.

Street circulation systems have been designed with safety, convenience and visual quality in mind,
and, at the same time, address pedestrians' and bicyclists' needs. Pedestrian connections to adjacent
areas within Dublin Ranch and emergency vehicle access have been incorporated into the overall land
plan.

A portion of the handicap accessible parking spaces will be designated and designed for van accessible
parking in accordance with State and Federal requirements. More detailed representations of the
proposed locations and type of spaces are included on the Parking Plan in the Site Development
Review exhibit package.
F.
Is the site physically suitable for the type and intensity of development proposed?
The Project Site for Pads A and E is physically suitable for the type of commercial development
proposed, The site is generally level (1 % average slope) with two stockpiles located on Pad A and a
temporary construction trailer on Pad E. Both will be removed by the contractor prior to
commencement of initial finish grading operations. The site is clear of tree cover. This Project's
proposed land use plan is consistent with the land use designations found in the Dublin General Plan
and Eastern Dublin Specific Plan, The Army Corps of Engineers wetland fill permit (issued May 23,
2003) and the Water Quality Certification from the California Water Quality Control Board (issued
April 22, 2003) for the balance of the Dublin Ranch holdings and their associated mitigation
requirements cover the Project Site. The permits specifically address mitigation for all existing on-site

under the Project Site. Based on a letter from the Federal Emergency Management Agency (dated
August 27, 2004), the Projects building pads are no longer within the 100-year floodplain, as the site
has been raised to at least one foot above the 1 % Annual Chance Flood Elevation.
Water, sewer, recycled water and joint trench infrastructure are currently available from utilities
constructed with previous Grafton Station development (Lowes and Pad's B-D) and have adequate
capacity to serve the Project Site. Storm water runoff from roof and ground surface areas will be
collected and piped to a lineal bioswale along Northside Drive. Drainage will then be piped to the
water quality treatment basin and eventually discharged to the G3 channel south ofI-580. Additional
details regarding the proposed utility systems for this project are depicted on the preliminary utility
plan included in this submittal package.
G.
Describe how the proposed development may impact views.
The site will be visible from Interstate 580 to the south, and Tassajara Road to the west and is subject
to the requirements of the Eastern Dublin Scenic Corridor Policies and Standards. The views of the
site from the west will be diminished upon development of the lands of the Dublin Land Company
presently designated as General Commercial.
Because a portion of the Project Site falls within Zone 1 as defmed in the City's Scenic Corridor
Policies and Standards document, 50% of the frontage along 1-580 (extending 700' from the 1-580
right-of-way) must be left unobstructed to allow views of the scenic ridgelands to the north as
designated in the Specific Plan. The building on Pad E falls within the 700' scenic corridor zone and
has been sited so that when added with Lowe's frontage a maximum of50% of the applicable frontage
is obstructed as viewed from 1-580 and meets city requirements. The remainder of the frontage
viewshed contains a parking lot, walkways, and associated landscape areas, which will allow

unobstructed views across the site to the north. Other buildings within the Project Site are currently
proposed to be located beyond the limits ofthe 700' scenic corridor zone.
H.
Describe the physical characteristics of the site including existing slopes and topographic features.
The Project Site for Pads A and E is generally flat, has very little variation in topography, and gently
slopes upward from the south (adjacent to Northside Drive) to Dublin Blvd. The lowest elevation
within the Project Site is at approximately 348 feet above sea level, while the highest elevation is at
approximately 351 feet. Drainage flows generally in a north to south direction towards the freeway
and the G-3 channel. The site is without any existing tree cover and various non-native grasses cover
the majority of the area.
The property has been rough graded in anticipation of development and is generally vacant. Recent
uses have consisted of construction staging and dirt stockpiling,

Describe the architectural design/theme of the development including character, scale and quality
of the design, and explain how the project will relate to and be compatible with the existing site and
the character of adjacent buildings, neighborhoods and uses.
Pad A
Pad A provides large format retailers with approximately 107,000 sq. ft. of retail space. The Project
Site is adjacent to Dublin Blvd to the north and Brannigan Street extension to the west with parking on
the east. To the south is the existing Lowe's home improvement warehouse store,
As part of the story and imagined history of Grafton Station the Pad A site is thought to have once
been a collection of warehouses that had previously been a part ofthe imagined agricultural history of
Dublin Ranch. From this location the local growers processed and shipped their products by rail to
markets in the Bay Area and beyond. The warehouses and packinghouses of the time were very simple
buildings built for their utilitarian function. Over time these building forms ofthe past have often
become desirable for their simple character and their locations within a community that grew around
them.
To help achieve the imagery of this story this one building at Pad A is designed to appear as though it
had been developed and added onto over time and contains several building elements and design styles
to support this concept. In support of this are remnant detail elements suggesting uses from the original
building. The openings on the north elevation along Dublin Blvd, both real and simulated, have been
spaced to reflect the size of rail boxcars. What were once warehouse rail-dock door openings have
become windows; the planters that were seen as once being the rail-car docks with their sliding doors
and hardware track are still in place, Implied past openings where no longer in use, have been detailed
to look as if they had been filled-in at some locations reflecting changes in use over time.

In order to disguise the use of the tilt-up construction typically found in big box retail, traditional
materials of stone and brick veneers are used for portions of the building. Concrete where exposed in
some locations has been cast to show the board formwork to help create the image of a cast in place
concrete building that would have been more typical of the time period in which the warehouse was
thought to have been built.

PadE
Parapet heights have been varied to promote and support the appearance of individual buildings and
further break down the elements into smaller components to reduce the perceived scale of the building.
The use of pilasters helps to break down the flat wall planes into smaller surfaces and convey an
assumed structural bay organization within each store.
Pad E occurs at the south end and terminus roundabout of Grafton Street. It is a smaller retail building
consisting of approximately 16,600 sq. ft. and provides for a 10,000 sq. ft. restaurant and an additional
6,600 sq. ft, of retail space.
Storefronts have been developed for interest, creating opportunities for natural day lighting, while still
meeting the needs of interior store layouts and program functions. In order to meet some ofthe store
program requirements it is necessary that some of these glazing conditions will utilize spandrel glass
in lieu of view glass. The minimum glazing requirements of30% oflineal frontages are met across the
primary facades by a combination of storefront and clerestory glazing.
To the east of the building is the water quality treatment basin; to the south is the main parking area
for the Pad E and Northside Drive with the 1-580 Freeway beyond, On the west side is some adjacent
additional parking and across the drive is the major parking lot for the Lowe's store beyond.
Exterior lighting ftxtures are varied from store to store to reinforce the individual nature of the
buildings and are selected for their decorative nature as well as performance characteristics to meet
security and energy mandates.
This site, in keeping with the theme of the buildings along Grafton Street, is part of the "main street"
character and as such this building is seen as once having been a former ftre station. The portion of the
building with brick and stone veneer applications reflect what is seen as the original ftre station. To

of false windows providing what would have traditionally been the appearance of second floor living
quarters. The tower element was designed to give the appearance of having once been the hose-drying
tower often found as an element of a ftre station. The storefronts on the west elevation ftll openings
that would have once been the fire equipment bay doors,
The storefront main wall plane on the east elevation has been setback a minimum of 12' from the curb
line. Where parking occurs directly in front of stores this walk area was increased to 14' to allow for
the car overhang and the use of the curb as the wheel stop. The walkways in front of the stores are
developed to maintain a minimum clear walkway width of eight feet or greater. Architectural
encroachments, canopy structural supports, ramps, tree grates, street furniture, etc" have been
designed to maintain this requirement.
The one story element to the south side of the building was thought to have been a later addition to the
ftre station and contains a space intended for the use of a restaurant. The change in materials and
detailing was done to contrast with the "original" building, which helps to reinforce the idea of
development and changes in use over time.
Changes in material or design character are done in support of the concept of adding on to a building
to meet the needs of new uses over time. In keeping with this concept, the current "new" retail uses are
detailed in a manner as to not change or hide the "original" architecture, but rather have adapted it to
their new uses and needs by adding elements. This is done through the layering of fayade elements that
sometimes provide canopies at entrances and openings as well as opportunities for new retail signage
to occur.
Exterior decorative lighting is selected to reinforce the time periods in which the building is thought to
have originated. An outdoor court area on the northeast is provided for outdoor dining opportunities
and is visually a part of the plaza at the end of Grafton Street. An arcaded entry along the west side of
the building adjacent to the outdoor dining court provides access to stores while providing a controlled
separation from the diners, Landscaping elements at the terminus of Grafton Street will provide a
focus for pedestrians and drivers as well as provide screening for the dining patrons from traffic and
other pedestrian activity.
By using this contrast of the newer more contemporary store design elements with the older "original"
building forms the "history" of the retail center is added to and supports the idea of the buildings'
development over time, which is in keeping with the Grafton Station development concept.
Newer elements added and thought not to have been a part ofthe original building, such as canopies,
awnings and arcade elements, are designed to provide for additional sign opportunities for the retailers
while also providing solar and weather protection for their patrons.
The back of house design elements are very utilitarian. While this west fayade has some view exposure
to traffic on Dublin Blvd. it will in time be less exposed as development to the west occurs. In addition
landscape design elements and screen walls will help to conceal the more coarse elements, which is
the nature of service yards, Where building program permitted and provided opportunities to be

Describe how the landscape features have been designed so as to ensure visual relief and an
attractive environment for the public,
hazardous site, hazardous material generator or transporter, or known to have underground storage
tank leaks.
Grafton Station Retail Pads A and E comprise a continuation of the Grafton Station retail center.
These two pad buildings link Pads B, C-l, C-2 and D with the native landscaping and scenic walkways
of the Water Quality Basin, as well as fmalize the Dublin Blvd. frontage and parking lot landscape
elements. The project includes retail buildings with traditional street frontages on Dublin Blvd. and
Grafton Street as well as a plaza area at the end of the Grafton Street traffic circle and an entry to the
Water Quality Basin.
Grafton Street terminates at its southern end at a traffic circle with a raised landscape island and future
public art. The plaza adjacent to Pad E is just beyond this terminus and is envisioned as an orchard
that was carved into to create space for the traffic circle and adjacent building. Islands of landscaping
at each tree create smaller, more intimate gathering spaces, while also acting as a transition to the
Water Quality Basin. The orchard is pealed away even further as it nears Pad E, to allow for outdoor
dining, enclosed with a decorative fence and pilasters, and fronted with a fountain.
Grafton Station has been designed as a unique shopping destination, with visual and physical
continuity, relative to the larger Dublin Ranch community. It is important that the continuation of this
development take into account plant and tree palettes previously approved and installed as part of
earlier phases, All trees adjacent to structures are planted with the same deciduous or evergreen street
trees in grates as were planted at Pads B, C-l, C-2 and D. Potted specimen plantings are used where
sidewalk widths and building adjacencies prevent the use of street trees. Pad A frontage to Dublin
Blvd. has a unique character, in that perceived loading docks have been converted to planters, similar
to the raised planter utilized at Pad B, at the corner of Dublin Blvd. and Grafton Streets. To not detract
from the Dublin Blvd. frontage trees, all plantings will be kept to low shrubs adjacent to the building,
All parking lots serving the retail pad buildings are planted with large shade trees and pedestrian
pathways are lined with a double row of medium accent trees and mixed shrub plantings that will
provide seasonal interest and shade during hot summer months, similar to plantings already in place in
Lowe's and Pads B, C-l, C-2 and D parking lots. Other parking lot amenities include bike racks and
unit pavers in the areas serving handicapped patrons.
K. Is the proposed project located on a hazardous waste and substances site? (A list is of these sites is
available in the Planning Department).
A Phase 1 and 2 Environmental Assessment of the Project Site and surrounding areas has been
conducted by Berlogar Geotechnical Consultants (dated 9/25/97) to determine the presence of any
hazardous waste and substance sites. The findings of this study indicated that no problems were
found. In addition, an environmental records search was conducted by Berlogar Geotechnical
Consultants for Dublin Ranch-Phase I to determine if the site was included on a list of hazardous
waste and substances areas. The results of this search indicated that no properties within a two-mile
radius of the Dublin Ranch-Phase I (which includes lands within the Project Site) are listed as a

Public Art Compliance Report
This report is submitted to fulfill the requirements of the City of Dublin Public Art
Program, part of the City's Zoning Ordinance, Chapter 8.58. Please refer to the attached
exhibit illustrating potential public art installation sites.
Section 8.58.070 General Procedures for Implementing Public Art Program, Part B-
Public Art Program Submittal states "in conjunction with site development review of any
project subject to this Chapter, the applicant shall submit a Public Art Compliance Report
to the Community Development Director. The Public .AJ1 Compliance Report shall
specify:
1. Whether the applicant has elected to satisfY its publie art contribution obligation
through a public art contribution or through the payment of a fee in lieu thereof;
The project proponent will satisfy the Public Art obligation for this project through
payment of an in-lieu fee.
2. If the applicant elects to install public art on site pursuant to subsection 8.58.050A:
a. the total building valuation of the project, provided by the Building Official, and the
calculation of the value of the applicant's required public art p~oject; and
Value of the project proponent's public art contribution for development of Pads A-E has
been determined by City s((iffto be $65,132.82. Attached is an emailfrom Erica Fraser
dated 10/29/07 and backup data regarding the fee calculati01! prepared by staff.
b. the location of the public art project site.
Refer to the following exhibit for the location of potential public art installation site.
3. If the applicant elects to contribute funds in-lieu of public art pursuant to subsection
8.58.050B, 8.58.050C, or 8,58.050D: the location of the site reserved for public art.
