the Dublin Civic Center City Council Chambers. Chairperson Hughes called the meeting to order at 7:00.

Present: Commissioners, Hughes, Oravetz, Jennings, Johnson, and Musser; Dennis Carrington, Senior
Planner/Acting Secretary; Michael Porto, Planning Consultant; and Maria Carrasco, Recording Secretary.
Absent: Eddie Peabody, Jr., Community Development Director
PLEDGE OF ALLEGIANCE TO THE FLAG
Cm. Hughes led the Commission, Staff, and those present in the pledge of allegiance to the flag.
The minutes from the April 11, 2000 were approved as submitted.

PUBLIC HEARING
8.1 PA 00-002 General Motors Planned Development Rezone and Site Development Review
to modify the Development Plan for the revision to the General Motors Automall. The
revision would increase Parcel A from 3.5 acres to 4.43 acres and increase the building
size on Parcel A from 26,145 square feet to 28,775 square feet. The revision would
decrease Parcel B from 3.0 acres to 2.07 acres and decrease the building size on Parcel B
from 22,000 square feet to 19,370 square feet. No changes are proposed to Parcel C at this
time. The General Motors Automall Planned Development Rezone was adopted by the
City Council on October 20, 1998.
Mr. Carrington presented the staff report. He stated that the purpose of the Planned Development Rezone
is to modify the parcel sizes and the sizes of buildings of the General Motors Automall Planned
Development Rezone approved by the City Council on October 20, 1998. The Site Development Review
will approve the redesign of the Tri-Valley Buick/Pontiac/GMC building and the revised parking layout.
The project is located on the West Side of John Monego Court south of Dublin Boulevard. The Applicant

desires to revise the project to increase Parcel A from 3.5 acres to 4.43 acres and increase the building
size on Parcel A from 26,145 square feet to 28,775 square feet. The revision would decrease Parcel B

Commission at a later date.
Cm. Hughes asked if the applicant was available.
Michael Goldsworthy, Applicant stated the proposed addition is to provide more parking for the
dealership. He stated that they are in agreement with the conditions of approval and plan to open in 6-8
weeks. He asked if anyone had any questions.
Cm. Musser asked if the architecture or colors changed for the buildings.
Mr. Lucas stated they have not changed the architecture or colors from the original design submitted in
1998.
Cm. Hughes asked if anyone had any comments. Hearing none he closed the public hearing.
On motion by Cm. Johnson, and seconded by Cm. Jennings, with a vote of 5-0, the Planning Commission
unanimously adopted

PA 00-001 Dublin Ranch Neighborhood L-1 Site Development Review. Neighborhood
L-I (Tract 6956) is located along the northerly border of Dublin Ranch Phase I and is
comprised of 18.1 acres of residential development including 0.5 acres of open
space/landscape parcels. The project has 91 detached, single family units on 55 x 100'
lots. Designated uses include single-family residential, open space landscape areas and
roads.
Michael Porto presented the staff report. The Applicant for Neighborhood L-1 is Brookfield Homes.
The proposed Site Development Review is for 91 units that will be located below the golf course. There
are three different architectural styles and plans that range from 3,500 to 3,859 square feet. The
architectural styles are the Early California or Spanish Colonial Architectural, Italian County, and
Monterey Version. The Early California will have hip roofs, stone accents, and shutters. The Italian

Country, will have exposed rafter ends, a combination of hip and gable roof forms, tile, and shed accent
roofs. The Monterey Version will have a porch on the second floor. He stated that Staff recommends
approval of the project and is available to answer questions from the Planning Commission.
Cm. Oravetz asked about the wall in the backyard, shown on the plans received in their packets.
Cm. Musser stated it is a 2 to 1 cut slope with a retaining wall.
Mr. Porto stated there is a retaining wall in the rear yard of the homes.
Cm. Oravetz stated that his backyard extends 15 feet with open space beyond that. He asked if he could
cut into the hill and build a retaining wall.
Mr. Porto responded yes. A retaining wall of 2-3 feet in height.
Cm. Hughes asked if applicant was present.
Steve Lucas, Applicant thanked Mr. Porto for his help and support on the project. He stated that they
have put together a good product and are very proud of it. He asked if anyone had any questions.
Cm. Jennings asked the Applicant for the location of the nearest subdivision built by Brookfield Homes.
Mr. Lucas responded there are subdivisions in San Jose, Brentwood, and Brisbane.
Cm. Jennings asked the name of the subdivision in Brentwood.
Mr. Lucas responded "The Lakes" subdivision.
Cm. Musser commended the Applicant on the architecture of the homes. He stated that the Applicant,
Architect and Mr. Porto did a fine job on the project.
Mr. Lucas stated they are very proud of project. They bought architecture from Shea Homes and made a
conscience effort to put the extra money into the lots. They are putting in retaining walls and giving the
homeowners usable yard space.
Cm. Oravetz asked the selling price of the homes.
Mr. Lucas responded the homes are the same as Neighborhood L-5.
Cm. Oravetz stated that the homes in Neighborhood L-5 are approximately $600,000.
Cm. Hughes asked if anyone had any additional questions or comments. Hearing none he closed the
public hearing.
On motion by Cm. Musser, and seconded by Cm. Jennings, with a vote of 5-0, the Planning Commission
unanimously adopted
