Dublin Civic Center City Council Chambers. Chairperson Hughes called the meeting to order at 7:00
p.m.

PA 99-062 Sybase Headquarters Complex, an Eastern Dublin Specific Plan/General
Plan Amendment to change the land use designation from "High Density Residential"
to "Campus Office," a Planned Development Rezone Stage 1 & 2 Development Plan,
Site Development Review, a Development Agreement and a Tentative Parcel Map to
allow the construction of 420,000 gross square feet of corporate and business office
and support uses, including parking, landscaping, utility connections and related
improvements on 34.6 acres of land. Located in the block bounded by Central
Parkway, Hacienda Drive, Dublin Boulevard and Arnold Road within the Santa Rita
area.

Regular Meeting May 9, 2000
Mr. Peabody stated the public hearing for the proposed Sybase Headquarters is for an Eastern Dublin
Specific Plan/General Plan Amendment, Planned Development Rezone Stage 1 and 2 Development Plan,
Site Development Review, a Development Agreement and a Tentative Parcel Map located at the corner of
Hacienda Drive and Dublin Boulevard. The Planning Consultant, Jerry Haag will give a brief
presentation of the staff report. The project contains a lot of special architectural characteristics that the
applicant will describe in his presentation. The application involves land owned by Alameda County
Surplus Property Authority. The Specific Plan/General Plan Amendment is for a 34.6-acre site that is
currently designated high density residential. The amendment would change the land use designation from
high density residential to campus office for 19-acres on the easterly side of the site, and allocate the
remaining high-density residential units to site 3 (Village Center) within the Specific Plan/General Plan
boundary. The 19 acres at site 15-a is the proposed Sybase site, and site 15-b will remain designated as
high-density residential. He introduced Jerry Haag, Project Planner.
Jerry Haag stated in addition to the General Plan/Specific Plan Amendment, the project would require a
Planned Development Rezone to implement the campus office designation on the eastern portion of site
15-a. The Planned Development Rezone is consistent with the proposed General Plan and Specific Plan.
A Site Development Review is required for the project per the Zoning Ordinance. The Sybase
Headquarters will have a maximum of 1600 employees at build out and will require a total of 1200
parking spaces per the Zoning Ordinance. A total of 1,191 surface parking spaces would be provided,
which would include compact and handicapped parking stalls as well as parking spaces for motorcycles.
The Dublin Zoning Ordinance requires one parking space per 350 square feet of gross floor area. For the
Sybase project, a total of 1,200 spaces would be needed. Therefore, the project would lack 9 spaces. The
applicant is required to prepare a Transportation Demand Management Plan to encourage employees to
car pool. The project would also create an urban plaza on the comer of Dublin Boulevard and Hacienda
Drive with an outdoor eating area for the employees. The applicant has also applied for a Development
Agreement and a Tentative Parcel Map. The Tentative Parcel Map will split the 19-acre Sybase site from
the site to the west. A program Environmental Impact Review was prepared in 1994 for the entire Eastern
Dublin Specific Plan area.
Mr. Haag stated the resolution approving the Site Development Review and Tentative Parcel Map was
missing a paragraph and would be amended. For the record the following paragraph was added to the Site
Development Review and Tentative Parcel Map resolution, WHEREAS, pursuant to the California
Environmental Quality Act (CEQA) and implementing Guidelines, an Initial Study has been prepared to
assess the impacts of the proposed project. Based on the Initial ,Study, a Mitigated Negative Declaration
has been prepared and recommended for adoption to the City Council. The Mitigated Negative
Declaration ia' herein incorporated by reference. The Initial Study is on file in the Dublin Planning
Department. The project, with mitigation measures incorporated into the project, will not have a
significant effect on the environment.
Mr. Haag stated the project is consistent with the Eastern Dublin Specific Plan as amended and
recommended Planning Commission approval of the resolutions attached to the staff report.
Mr. Peabody asked the Planning Commission to refer to page 9 of the staffreport. Staff recommends for
the Planning Commission to approve the Resolution recommending City Council adoption of a Mitigated
Negative Declaration and approval of an Amendment to the Eastern Dublin Specific Plan/General Plan.

Cm. Jennings asked if the land use change from residential to campus office will affect the total number
of homes built in the Eastern Dublin Specific Plan.
Mr. Peabody responded the units would be transferred to site 3 within the Eastern Dublin Specific Plan
Boundary.
Cm. Johnson asked the future plan for the area west of Arnold Road.
Mr. Peabody responded that west of Arnold Road is Camp Parks. The property south of Dublin
Boulevard is the proposed Transit Center project.
Cm. Johnson asked if there was a residential zone in addition to site 15-b within the Eastern Dublin
Specific Plan boundary area.
Mr. Peabody showed a overhead of the area. He stated that site 3 next to Tassajara Road will have a
combination of commercial and residential uses.
Cm. Johnson asked if the land use change for site 15-a from residential to campus office would have any
affect on the surrounding land uses.
Mr. Peabody said it might have an affect on the surrounding land uses in the future. It should be
addressed when the Planning Commission reviews the Transit Center project.
Cm. Hughes asked if anyone had any additional questions; hearing none he asked if the applicant was
available.
Terry Lowrey, Wilcox Development Services, stated that they are requesting the Planning Commission's
approval for the Sybase project. They are excited with the opportunity to work with the City and bring
this project to Dublin. The project meets the City's requirements and is compatible with the surrounding
uses. He concluded his presentation and introduced Hope Spadora, Vice President of Corporate Real
Estate for Sybase.
Hope Spadora, Vice President of Corporate Real Estate, stated that Sybase is excited about relocating
their headquarters to Dublin. Sybase is planning to move approximately 1000 employees. She concluded
her presentation and introduced David McAdams the project manager.
David McAdams, RMW Architects, stated he is the project manager for Sybase. His company has
worked with Sybase for 10 years and is excited about this project. They studied the Eastern Dublin
Specific Plan, which describes the Sybase site as the Hacienda Gateway area. There are a series of design
guidelines directed towards the development of the gateway into Dublin. The buildings will be brought
closer to the road to create a more urban environment. A pedestrian bridge that matches the design of the
main buildings would link the 2 buildings.
Mr. McAdams provided a model of the proposed project and described the architecture of the buildings.
He stated they were able to create a special amenity, which will provide an incredible backdrop for the

building and will reinforce the comer area. The position of their buildings will allow more frontage on
Dublin Boulevard and will allow for a pedestrian walkway. The architecture of the building was aimed at
Sybase's clientele, which are largely Wall Street companies. Sybase is a high tech company that wants to
portray an image that is cutting edge. The design team focused on image and the volume of the buildings.
They created a series of canopies and special elements that are slightly different on each building but will
provide a pedestrian friendly atmosphere. The administrative building left of Hacienda Drive is the main
entrance into the campus. The other building is for the engineering department and will include a
cafeteria, fitness center; company store and may accommodate a day care facility. The roof screen has
been used to create signage with Sybase's logo. He stated that he has enjoyed working with the City of
Dublin and concluded his presentation.
Jim Lee, SWA Architecture, stated they created an open space area for the project and are pleased with
the final plan. The arrangement of the buildings will provide a shelter for the open space area. He
explained the landscaping, grading and draining for the project. The employee outdoor seating area will
have a strong landscape filter between the outdoor use areas and the street. A bus stop will be installed at
the comer of Dublin Boulevard and Hacienda Drive. The Hacienda comer area will be designated for a
future art sculpture.
Cm. Oravetz asked if the comer designated for an art sculpture would be used for public art.
Mr. Lee responded that the comer is intended to receive public art.
Ms. Spadora stated Sybase would like to have a joint agreement with the City to define the public art
piece. The comer area is described as the Hacienda Gateway and Sybase has considered adding Dublin's
name on the art piece. To define it together with the City is the best approach.
Cm. Oravetz asked about Sybase's background.
Ms. Spadora stated their company is 15 years old. They do web computing, Intemet applications, mobile
imbedded computing and are an enterprise portal information company. Their company represents 73 of
the top 100 insurance companies of the Fortune 100 as well as 67 banks. The New York Stock Exchange
runs off Sybase's database system. They also have a heavy emphasis with the government sectors.
Cm. Oravetz asked the number of employees currently at the Emeryville site.
Ms. Spadora responded the 1600 employees will increase their total to 2007. Sybase will have
approximately 1000 employee's move to the Dublin location when completed.
Cm. Oravetz asked if Sybase supports or assists the Emeryville School District.
Ms. Spadora responded yes. Sybase does a lot of community relations. The 6-8th grade students are given
a tour of their company and allowed to play with their equipment. They also donate computers that aren't
used. They plan on becoming a heavy emphasis with the Dublin community as well.
Cm. Oravetz asked if Sybase provided on the job training with the high school kids.
Ms. Spadora stated they do not provide job training but is an interesting concept to consider.
Cm. Jennings asked the original size of the trees when installed on the site.
Mr. Lee stated the trees will range in size. The trees adjacent to the buildings are 24-inch boxes, and the
remaining trees are 15 gallons.
Cm. Jennings stated that Sybase should provide trash receptacles around the bus stop.
Mr. Peabody stated that Wheels has particular plans that will address the trash receptacles for the bus
stop. Wheels will be in contact with Wilcox as the project is developed.
Cm. Jennings thanked Mr. McAdams for his presentation and explaining it in layman's terms.
Cm. Jennings asked if the bus stop would have any safety provisions for the employees.
Mr. Lowrey stated the bus stop will not be visually blocked off: The intention is for the employees to feel
safe within the park to provide some boundaries for Sybase. The park is designed with two specific
entries. It is a controlled access to the public but a visual access that is continuous.
Cm. Jennings asked ifa person waiting at the bus stop could walk into the employee park area at anytime.
Mr. Lowrey stated the person would feel like an intruder. There is a feeling of exclusiveness with the
area.
Cm. Oravetz asked if Sybase would provide a shuttle bus to transport employees from the Bart Station.
Mr. Lowrey stated the Transportation Demand Management Plan would address that issue.
Ms. Spadora stated that they subsidize a program for the Emeryville employees traveling on Bart. Sybase
plans to provide the same program for the Dublin employees.
Cm. Hughes asked if anyone else would like to address the Planning Commission; hearing none he closed
the public hearing to deliberate. He commended the architectural team on a gorgeous building and happy
to have Sybase in Dublin.
Cm. Johnson stated he reviewed the parking plans and is confident they will not have any problems.
Cm. Musser commended Sybase, their architect team and City Staff on a project well done. He feels the
project will be an asset to the City of Dublin.
On motion by Cm. Musser, and seconded by Cm. Oravetz, with a vote of 5-0, the Planning Commission
unanimously adopted with an amendment to Resolution No. 00-23

NEW OR UNFINISHED BUSINESS
9.1 Mr. Peabody discussed the upcoming Planning Commission schedule. The May 23rd meeting, the
Planning Commission will hear the proposed Home Depot Expo project.
Cm. Oravetz asked the size of the proposed Home Depot Expo building.
Mr. Peabody stated 96,000 sq. feet. Home Depot Expo is a show room for bathroom and kitchen
equipment along with other items for the home. They sell and install the equipment for the home.
Cm. Oravetz asked why the City can't attract a Super Safeway or other large grocery store.
Mr. Peabody stated the City has received a proposal for a grocery store. There is a parcel next to
Tassajara Road that Shea Properties would like to build a neighborhood shopping center and a 4-story
apartment complex.
Cm. Hughes asked the status of the 7-11 project.
Mr. Peabody stated the City is waiting for the 7-11 property owners to move forward with the project.

Mr. Peabody stated that Staffhas been working on an open space study. The City has met with the
citizens of Dublin and the ranchers that own land in the West Dublin Sphere of Influence area. There is
an open space study meeting on May 10th with the property owners.
Cm. Oravetz asked if the open space meeting was open to the public.
Mr. Peabody stated yes. It will be held in Council Chambers at 7:00. He discussed proposed projects that
have not been scheduled for Planning Commission hearing.
