~ At the August 13th meeting the City Council authorized Staff to proceed
with design modifications which would increase the construction budget
amount to $43,920; however, no funds were transferred at that time.
Allowing for a 5% contingency, a budget transfer in the amount of $19,486
would be necessary to construct the project without Alternates 1 and 2.
DESCRIPTION: This project was originally proposed by the
Principal and Parent Faculty Club members of the school and provides for
demolition of the present kindergarten tot lot and installation of new play
equipment, curbing and steps, and landscaping improvements.
At the August 13, 1990, City Council meeting, the City Council reviewed the
proposed design for the Frederiksen School kindergarten tot lot improvements
and authorized Staff to proceed with modifications which included providing
a Fibar system in lieu of sand for the play area and the inclusion of a seat
wall and planting strip. "Fibar" is a wood fiber material used as a cushion
under the play equipment. These modifications were estimated to increase
the construction cost as noted in the Financial Statement above; however, no
funds were transferred at that time pending the outcome of the bids.
At its meeting of November 13, 1990, the City Council authorized Staff to
advertise for bids for construction of the play area improvements under
Contract 90-11. The plans and specifications for the project include two

additive alternates. Additive Alternate No. 1 provides for a metal rail.
fence to replace the existing chain link fence. Additive Alternate No. 2
provides for a piece of "Saddle Mate" play equipment, which is a spring-type
animal for children to ride on.
The City received a total of six bids (see attached bid summary) for this
project. The low bidder was Munkdale Bros. with a base bid of $49,220.00.
Allowing for a 5% contingency, a budget transfer in the amount of $19,486
would be necessary in order to construct the base project. Staff recommends
transferring the funds from the San Ramon Road Phase IV project, which was
bid significantly under budget. Staff does not recommend including either
of the two alternate items since neither is essential to the play area and
can be added by the School District at a later date.
Staff has reviewed the low bidder's proposal and checked with references and
recommends that the City Council adopt the resolution awarding the bid to
the low bidder, authorize a budget transfer in the amount of $19,486 from
the San Ramon Road Phase IV project, and authorize the Mayor to execute the
agreement.

TO MUNKDALE BROS., INC.
WHERE~S, the City of Dub]in did, on December 3, 1990, publicly
open, examine, and dec]are ail sea]ed bids for doing the work described in
the approved Plans, Specifications, and Modifications for Contract 90-11
authorized by the City Council on November 13, 1990, which Plans,
Specifications, and Modifications are hereby expressly referred to for a
descriptio, of said work and for all particnlars relaLive to Lhe proceedlngs
under the request for bids; and
~tEREAS, said bids were submitted to the City Engineer, who has
recommended that the bid hereinafter mentioned is the lowest and best bid for
doing said work.
NOW, TfIEREFORE, BE IT RESOLVED that the City Council of the City
of Dublin does hereby award City of Dub]in Contract 90-11 to the lowest
responsible bidder therefor, to wit Munkdale Bros., Inc., at a bid of Forty-
Nine Thousand Two llundred Twenty Do]Jars ($49,220), the particulars of which
bid are on file in the office of the City Engineer.
