The total cost of the proposed improvements to the Senior Center is to be reimbursed
by Community Development Block Grant funds.
DESCRIPTION: At the October 28, 1991, meeting, the City Council
authorized Staff to solicit bids for Contract 91-08 Senior Center Vinyl Floor
Replacement.
Five bids were received. The low bidder, Pacific International Contract, Inc., did
not utilize the City's proposal forms in submitting its bid. Since the City's
proposal forms included required Federal paperwork, Staff determined Pacific
International's submittal to be incomplete. Additionally, Pacific International
qualified its bid, stating that demolition was not included. The bid documents
specifically identified that demolition is part of the scope of work. Staff
therefore recommends that Pacific International's bid be rejected as non-responsive
and that the contract be awarded to the second lowest bidder, Gene's Flooring.
Because the lowest responsive bid is significantly lower than the original estimate
for the vinyl floor replacement, it appears that the needed HVAC and roof work which
is part of the total Capital Improvement Project can be accomplished within the
available CDBG monies.
Staff recommends that the City Council (1) adopt the resolution rejecting the bid
from Pacific International and awarding the bid to Gene's Flooring and (2) authorize
the Mayor to execute the agreement.

RESOLUTION NO. -91
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
REJECTING LOW BID FROM PACIFIC INTERNATIONAL CONTRACT, INC.
AND AWARDING CONTRACT 91-08 SENIOR CENTER VINYL FLOOR REPLACEMENT
TO GENE'S FLOORING AND INTERIORS
WHEREAS, the City of Dublin did, on November 19, 1991, publicly open,
examine, and declare all sealed bids for doing the work described in the approved
specifications for Contract 91-08 authorized by the City Council on October 28,
1991, which specifications are hereby expressly referred to for a description of
said work and for all particulars relative to the proceedings under the request for
bids; and
WHEREAS, said bids were submitted to the City Engineer; and
WHEREAS, the lowest bid, which was submitted by Pacific International
Contract, Inc., omitted required paperwork and excluded a portion of the work which
was required by the bid documents to be included, and has therefore been determined
by the City Engineer to be non-responsive; and
~I~EREAS, the second lowest bid was complete and has been determined by
the City Engineer to be the best and lowest responsive bid for doing the work;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Dublin does hereby reject the bid submitted by Pacific International Contract, Inc.,
and does hereby award City of Dublin Contract 91-08 to the lowest responsible bidder
therefor, to wit, Gene's Flooring and Interiors, at a bid of Nine Thousand Seven
Hundred Seventy Nine Dollars and Ninety Cents ($9,779.90), the particulars of which
bid are on file in the office of the City Engineer.
PASSED, APPROVED AND ADOPTED this 25th day of November, 1991.
