HomeMy WebLinkAboutReso 062-00 Save Agri Open Spac RESOLUTION NO. 62 - 00 A RESOLUTION OF THE CITY COUNCIL O~ THE CITY OF DUBLIN OPPOSITION TO THE PROPOSED "SAVE AGRICULTURE AND OPEN SPACE" INITIATIVE WHEREAS, a proposed Initiative entitled "Save Agriculture and Open Space" regarding the establishment of an Alameda County Urban Growth Boundary (UGB) is being circulated for signatures to place the initiative on the Alameda County ballot in the near future; and WHEREAS, this initiative, if passed by the voters of Alameda county may affect the City of Dublin's ability to plan for and annex properties within the present City of Dublin's adopted Sphere of Influence as designated by the Alameda County Local Agency Formation Commission; and WHEREAS, the City of Dublin has an adopted General Plan which clearly identifies areas of urban development potential where orderly and logical growth can occur without major impacts to visually sensitive ridgelands, and open space areas within these sphere of influence areas; and WHEREAS, the' City °fDublin has adopted an amendment to the General Plan committing the City to manage growth within the Eastern Extended Planning Area and has identified where development is expected to occur over the next 20 to 25 years; and WHEREAS, the voters of the City of Dublin in 1992, have supported the amendment to the Dublin General Plan for the Eastern Extended Planning area; and WHEREAS, the City supports an Alameda County UGB around the City of Dublin beyond the currently established sphere of influence boundaries for the City; and WHEREAS, the potential implementation of our General Plan designations and policies on some 2,972 acres of our adopted sphere of influence areas may be adversely impacted by the designation of these lands as agriculture or open space by the provisions of this proposed initiative; and WHEREAS, the more logical and reasonable approach to the establishment of UGB for areas around the City of Dublin should be based on the established sphere of influence area for the City; and WHEREAS, the City Council of the City of Dublin is in support of the direction now being completed by the Tri-Valley Vision Project and the efforts of the Tri-Valley Business Council to develop a UGB based on established City spheres of influence boundaries; and WHEREAS, the City Council carefully reviewed this issue at the April 18, 2000 Council meeting NOW, THEREFORE, BE IT RESOLVED THAT the Dublin City Council does hereby find that: 1. The City of Dublin is in Opposition to the proposed Alameda County's "Save Agriculture and Open Space" Initiative now being circulated for signatures. Any Alameda County Urban Growth Boundary definitions related to the City of Dublin should be based on areas outside the adopted Sphere of Influence areas for the City. BE IT FURTItER RESOLVED THAT TIlE Dublin City Council hereby authorizes the Mayor to sign the attached letter to the main proponent of the proposed initiative along with this resolution, and to forward copies to the cities and agencies noted.
