Accept improvements constructed under Contract 92-01
and authorize payment of retention in the amount of
$59,391.51 to Les McDonald Construction, once existing
stop notices have been cleared and less $211.95 for
City-provided traffic control.
From fund reserves, appropriate $29,425 from Fund
220 and $13,041 from Fund 315 to the 1993-94 Capital
Improvement Budget for the Dublin Boulevard Extension.
Appropriate $71,945 from new revenues to Fund 221.

Although this project is under the total budget, more expenditures carried over to
the 1993-94 fiscal year than were anticipated. Therefore, it is necessary to
appropriate $114,411 to this project from appropriate fund reserves.
DESCRIPTION: On February 24, 1992, the City Council awarded Contract
92-01, the Dublin Boulevard Extension from Dougherty Road to the Southern Pacific
Railroad Right-of-Way, to Les McDonald Construction. The project included roadway
construction, street lighting, landscaping, and improvements to the traffic signal
at the Dublin Boulevard/Dougherty Road intersection. This portion of the Dublin
Boulevard Extension was the first of two phases to connect the existing developed
coramunity to the proposed Eastern Dublin expansion and to access the proposed East
Dublin BART Station.

Funding for the project was provided by the Dublin Boulevard Extension Assessment
District, a loan from BART which will be repaid from future assessments to eastern
Dublin property owners, State-Local Partnership Funds (SB300), and Traffic Impact
Fees.
Right-of-way for the project was all obtained for the project in last fiscal year,
except for the small corner piece at the Miracle Auto Paint parcel. It appears that
it will be necessary to go to court on this last parcel to settle the final value of
the right-of-way take.
The contract work on the project has been completed satisfactorily by Les McDonald
Construction, and it is now appropriate to accept the contract and release the
retention monies, subject to the contractor clearing any subcontractor Stop Notices.
