* On September 23, 1992, the City Council authorized an additional $28,850 for the
inclusion of the Phase II (Dublin Blvd. Widening) design work by Bissell & Karn.
DESCRIPTION: In November, 1990, the City Council directed Staff to
prepare a report regarding the estimated cost of engineering and construction for
modifying the Dublin Blvd./Silvergate Drive intersection to a normal "T"
configuration.
Currently, most of the traffic travels between Dublin Blvd. east of Silvergate Drive
and Silvergate Drive. This pattern will change in the future due to development in
the west, which will also require the widening of Dublin Blvd. from Hansen Drive to
400' west of Silvergate. The original construction estimate for the intersection
work was $230,000 to put in part of the ultimate improvements. The project has been
reduced during design to provide a much less expensive interim solution which will
provide the same result. The ultimate intersection configuration will then be done
with the widening of Dublin Blvd. at a future time. Most of the work in this
interim phase will be able to be incorporated into Phase II work. This work will be
paid for by developer contributions in the future; however, the interim work will be
done with City funds as a loan to the reimbursement account.
At the meeting of September 23, 1991, the Council approved the Agreement with
the engineering firm of Bissell and Karn to design both the Dublin/Silvergate
intersection modification and the Dublin Blvd. widening between Silvergate Drive
and Hansen Drive. The intersection design has been completed and the project can
now go out to bid.
The design modifications include removal of the existing island and striping, and
the installation of new asphalt berms, signing, and striping to reconfigure the
intersection. It would require westbound Dublin Blvd. traffic to stop at Silver-
gate Drive prior to turning north on Silvergate Drive, thus slowing this traffic
movement.
It is, therefore, recommended that the City Council authorize Staff to advertise for
bids for Contract 92-04, Dublin Blvd./Silvergate Drive Modifications, Phase I.
