The City will maintain the landscaping as part of the Dougherty Hills Park maintenance. It is estimated that the annual maintenance and utilities costs will be $2,500. There is no money budgeted for this fiscal year; however, the improvements will not be installed until near the end of this fiscal year. DESCRIPTION: As part of the 1992-93 budget hearings in June of 1992, the homeowners of the Topaz Circle area made an appeal to the City Council for money to help them landscape some of the open space hills facing their properties. The homeowners had requested $17,000 for materials and had committed their labor for installation of plantings and irrigation. The homeowners also requested funds from DSRSD and Zone 7, as those two agencies had budgeted funds to landscape the access road and the water storage tank on the hill. City Staff has been working with the residents and DSRSD in the design of a landscape plan. This contract for the extension of water services from the water main to a point behind the curb is the first step in the construction process.
