%~~ ~_ f ~ ~ ~C~i ~~ CITY CLERK File # ^~©®-~® AGENDA STATEMENT CITY COUNCIL MEETING DATE: September 2, 2008 SUBJECT: ATTACHMENTS: RECOMMEND(~ATION W• FINANCIAL STATEMENT: 2008 Day on the Glen Update Report Prepared by Lorri Polon, Recreation Coordinator 1) Day on the Glen Poster 2) Evening Concert Poster 3) Site Map Receive Report None DESCRIPTION: The 8t" Annual Day on the Glen Festival will be held Saturday and Sunday, September 20 and 21, 2008. This year's theme, "A World of Fun", will incorporate a number of international activities which will allow attendees to learn and experience more about different cultures in our own community and from around the world. The event will be at Emerald Glen Park and feature the following components. Children's Activities: Carnival Rides /Jump Houses /Games /Clowns /Tot Play Area One additional enhancement for youth this year will be an "event passport" that children can pick up at the City Hall Booth. They can bring the passport with them to various culturally oriented locations throughout the park, get it stamped, and return it to the City Hall Booth for a souvenir flag. Animal Exhibits: A separate stage in the Pine Grove area will host two exhibits highlighting animals from around the world including a baboon, serval, and leopards. The Petting Zoo will also provide the opportunity for children to touch Vietnamese potbellied pigs, a Llama, Nigerian dwarf goats, a Welsh Pony, and an Iguana. ------------------------------------------------------------------------------------------------------------- COPY TO: G:\COUNCIL\Agenda Statements\2008\9-2 DOTG report.doc Page 1 of 3 ITEM NO. Main Stage: International entertainment ranging from Nigerian Music to an Indian Ensemble and dance performances from Poland, Ireland, Brazil and India. A special Army Community Covenant Signing Ceremony with local mayors, military officials and other dignitaries will take place on Saturday at 12:25pm to acknowledge and commemorate the on- going community partnership between the City of Dublin and Camp Parks. Sports Competitions: Volleyball Tournaments 3 on 3 Basketball Tournaments Skateboard Competition Ice Skating Food: Continuing with the international theme, there will be food vendors representing Thailand, Germany, Philippines, Italy, Africa and India, as well as traditional American fare. Concert: Saturday evening from 6pm to 8pm will feature the renowned sounds of Latin Jazz music artist, Pete Escovedo. Additionally, there will be a variety of booths including non-profit groups, commercial vendors, arts and crafts, event sponsors and government agencies including the City Hall Tent, Dublin Police Services, Alameda County Fire, United States Coast Guard, Dublin Unified School District and Dublin Library. The festival hours are from loam to Spm both days (the special evening concert will be held on Saturday from 6pm to 8pm). Event Parking: On both Saturday and Sunday, the 130 vehicle parking lot along Gleason Drive and the 200 vehicle parking lot along Central Parkway will be open and available to the public for attendee parking. Street parking is also available on Central Parkway. As in past years, No Parking Signs along the south side of Gleason Drive will be bagged over the weekend to provide an additional 170 parking spaces for the general public. All vendor, sponsor and entertainment parking will be available in the parking lot adjacent to the portable buildings. A site map with all parking availability and locations of event activities is included as Attachment 3. Shuttle Service: Over the past few years, a free shuttle service using the Black Tie Bus services or the Senior Center Van (14 seat capacity) has been available to festival attendees on Saturday and Sunday, from the Carrl Zeiss Meditec building at Hacienda and Gleason Drive to Emerald Glen Park. In 2004, the City used Black Tie services and there was very minimal ridership. In 2005, the City offered a free shuttle service using the Senior Center Van and several hundred riders used the service. In June 2006, the vehicle parking lot at Emerald Glen Park off of Central Parkway was completed, providing an additional 200 spaces. Over the past two years, the Senior Center Van has continued to be made available to the public at no cost, but with declining use. A summary of shuttle ridership over the past four years is shown on the following page. ?~ 3 • 2004 Shuttle Service Ridership (Black Tie) =less than 100 riders • 2005 Shuttle Service Ridership (Senior Center Van) =more than 250 riders • 2006 Shuttle Service Ridership (Senior Center Van) = 150 riders • 2007 Shuttle Service Ridership (Senior Center Van) = 50-70 riders It is Staff's assessment that ridership on the shuttles has been minimal, due to the addition of the parking lot off Central Parkway, as well as the perception that there is sufficient street parking within the surrounding area of Emerald Glen Park to accommodate festival attendees. Staff has also observed that a large number of attendees walk to the park from the adjacent neighborhoods. Based on this information, Staff does not recommend offering a shuttle service for this year's festival. RECOMMENDATION: Staff recommends that the City Council receive the report. .~ ~ 3 Hacienda Crossings ':.
