Seat Walls by Fountain RECOMMENDATION: Approve public art modification for Shannon Community Center or provide alternate direction to Staff. FINANCIAL STATEMENT: None DESCRIPTION: In October 2006, the City Council approved the formation of an Art Selection Committee to work with Staff on selection of public art for the Shannon Community Center. The Art Selection Committee was to be formed as an ad-hoc committee for a limited period of time to recommend artists for the project. Afive-member voting Committee was appointed and met several times to review the works of numerous artists and eventually recommended three finalists for the project to the Heritage and Cultural Arts Commission and City Council. Once the recommendation for public art was approved in December 2007, the Art Selection Committee was disbanded. At the December meeting, the City Council approved public art for the Shannon Community Center which included: • A Monumental Bas Relief by artists Colin Lambert & Peter Adams for the lobby wall • Two Murals for the Preschool Area by artist Tricia George • Mosaic Tile Artwork for the outdoor fountain and bridge by artist Margarita Soyfertis The original public art project for artist Margarita Soyfertis was to install an approved design for mosaic tiles on the floor of the existing fountain (Attachment 1), which is located between the walkway leading from the parking lot to the bridge which leads into the new Shannon Community Center. As part of the Shannon Community Center project, the bridge is in the process of being re-constructed with new framing and slate tiles. In the past few months, Staff has been working with artist Margarita Soyfertis and the Shannon Community Center contractor to determine a way to install mosaic tiles on the bridge. After reviewing several alternatives, it has been determined that installing mosaic tiles on the bridge is not a viable option for the artist, due to technical difficulties and maintenance concerns. Staff has discussed other potential locations for mosaics with the artist, and it is recommended that, instead of the bridge project, the artist install mosaic tiles with the original design intended for the bridge on the three seat walls surrounding the fountain (Attachment 3-5). This can serve many purposes by complimenting the fountain floor mosaic design, enhancing the entry way to the bridge and Shannon Community Center as well as to create a more inviting seating area for visitors. Since the total square footage of mosaics for the bridge (346 square feet) and seat wall elements (333 square feet) are very similar, Staff recommends that the budget of $40,000 for the mosaic projects remain the same. Staff will be presenting the artwork modification proposal to the Heritage and Cultural Arts Commission at the September 11, 2008 meeting and will provide a verbal report to the City Council. As noted previously, the original Art Selection Committee has been disbanded so it is not feasible to obtain their input on the proposed modification.
