PROJECT DETION:
The Promenade is the commercial component, or 22-acre VillE ge Center area, comprised of six
development parcels within Area G of the Eastern Dublin Specific Plan approved as a part of the Dublin
Ranch Master Plan. Area G covers approximately 86.9 acres and identifies 13 development sites,
including the six Village Center parcels. The Dublin Ranch Master Plan is located within the Eastern
Dublin Specific Plan and 'is subject to the goals, objectives, policies, procedures, and programs of that
plan. The proposed project is located on proposed Parcel 5 for Parcel Map 9717, a 3.72-acre site which
represents the first phase of the area commonly known as The Promenade.
Location
Generally Area G is bounded by Central
Parkway on the north, Keegan Street on the
east, Dublin Boulevard on the south, and
Brannigan Street on the west. The development
sites for Medium High and High Density
Residential uses along the easterly and westerly
segments of Area G have already been
developed. The Village Center, or The
Promenade, is proposed to be developed along
both sides of Grafton Street, the north-south
connection which bisects Area G between
Dublin Boulevard and Central Parkway and will
serve as the local Main Street for the
surrounding neighborhoods in Eastern Dublin.
The proposed project on Parcel 5 represents the
gateway to The Promenade at the northeast
corner of Grafton Street and Dublin Blvd.

Existing Use MAP 2: Project Site
The 3.72 acre project site is currently vacant and generally flat with a slight slope (1% average) from the
northwest to the southeast. There are no trees on site, and to date, some preliminary grading has occurred
to return the site to its original topographic condition. Recently Toll Brothers has used a portion of this
site for their Master Sales Facility, which has been removed. Much of the Village Center area, including
Parcel 5, was being used for the staging and storage of materials and equipment for the many construction
projects currently in progress. These uses have all been eliminated and the site is now vacant.
Surrounding Uses
The project site is bounded: a) to the north by Parcel 2 of the Promenade which currently is vacant
property approved for Neighborhood Commercial uses; b) to the east by a multi-use trail system
separating the project site from the high-density residential Site developed as The Terraces, a residential
townhouse project; c) to the south across Dublin Boulevard by vacant property designated for Campus
Office Development; and d) to the southwest (across Dublin Blvd. at Grafton Street) by the Grafton
Station development site, which is currently under construction.
Background/Previous Approvals
In March of 2000, Areas F, G and II were subject to Stage 1 and Stage 2 Planned Development Rezoning
approved by Ordinance 06-00 (approved March 21, 2000). The PD zoning district was adopted as PD-
Village Center for Parcels 1 through 6 with the intent and purpose of creating a pedestrian-oriented
service, retail, commercial, and entertainment center serving the daily needs of the surrounding residential
neighborhoods and intermittent shopping, service, and entertainment opportunities for a wider community
base.

Objectives of the Project
The Promenade is proposed to serve as the centerpiece for the commercial area of Dublin Ranch. The
concept of the Village Center land use and zoning is to create a Main Street within Dublin Ranch along
the north side of Dublin Boulevard. The objective is to create a pedestrian-friendly commercial area with
a small town character adjacent to high-density residential neighborhoods. The incorporation of retail,
office, and fitness/recreation uses will create opportunities for the residents, and enhance the balance of
jobs and housing, as well as reduce or even eliminate vehicle trips and traffic congestion due to the close
proximity of residential units.
PROPOSAL:
Proposed Uses
There are three structures proposed for the project including:
• C1ubSport Athletic Club and Spa - Two-story building c f approximately 47,669 square feet
anchoring the southwest corner of the site at the intersection of Dublin Boulevard and Grafton
Street. This full-service private fitness center, spa, and recreation facility would include a fitness
area (weight room and specialized workout areas) group exercise rooms, pool, spa, aerobics
rooms, spa treatment rooms, offices, locker rooms, and a caf;. Administrative offices and a child
care area are also included.

first floor. The fitness rooms and
associated facilities are located on
the second floor. The C1ubSport
Cafe will be located on the ground
floor of the building along the
paseo in the section closest to
Grafton Street. The cafe will serve
as the focal social area and will be
open to the public, as well as to
club members. An outdoor dining
area is proposed as a part of the
cafe. The pool and deck are
situated in an interior courtyard at
the southerly portion of the facility
closest to Dublin Boulevard, and will Man 3: Project Site
include a lap pool, Jacuzzi, and deck space.
C1ubSport would have up to 85 permanent staff members with a maximum of 35 individuals
working on the premises during any given shift. C1ubSport would be open from 5:00 am to 11:00
pm Monday through Friday and from 6:00 am to 10:00 pm on weekends.

• Mercantile Building - A three-story building of approximately 52,716 square feet would be
located at the northwest corner of the site facing Grafton Street south of Finnian Way. Retail and
restaurant uses are proposed for the ground floor totaling 18,000 square feet. The restaurant uses
are proposed at a maximum of 7,190 square feet of the 18,000 square feet near the corner of
Grafton Street and Finnian Way. Office space would occupy the second and third floors. The
hours and days of operation for the proposed retail uses cannot be determined at this time.
However, the office uses typically would be open from 8:00 am to 6:00 pm. The Applicant
anticipates that the hours and days of operation for The Promenade will be similar to uses in the
City of Dublin of comparable size and type.
• Parking Structure - The project provides for 477 spaces which includes on site spaces as well as
curbside parking along Grafton Street and Finnian Way. A four-level parking structure is located
in the northeast portion of the project site which includes 407 parking spaces and is accessed from
the surface parking lot area along the easterly side of the site. A 21-foot wide service alley
separates the parking structure from the Mercantile building. Access to this service corridor
would be through gates at each end and through the rear doors of the individual spaces in the
Mercantile building. There is no pedestrian access from the parking structure to the service yard
in addition to the parking structure. A surface parking lot of 55 spaces is located along the
easterly property. There are also 15 on-street spaces on Grafton Street along the Project frontage.
A Shared Parking study; dated September 3, 2008 was conducted by TJKM for ClubSport. The
study concluded that the parking provided would be sufficient to serve peak parking demand for
the proposed mix of uses.

Conditional Use Permits
• Fitness Center - Based on the PD-Village Center zoning adopted with permitted and conditional
uses, private recreational facilities (both indoor and outdoor) are classified as a conditional use
requiring a Conditional Use Permit (CUP). Therefore the ClubSport facility requires the
authorization of a CUP.
• Outdoor Seating - As part of the main street character, outdoor seating in the style of a sidewalk
cafe has been requested for the ClubSport Cafe along the paseo between the two buildings and for
the restaurant uses anticipated for the ground floor of the Mercantile Building along Grafton
Street. Dining areas are proposed to be partitioned with railings, hardscape, and potted plants that
will not interfere with pedestrian traffic.

• Shared Parking - Reductions for shared parking are allowed by CUP according to Chapter 8.76
F. of the Zoning Ordinance. The shared parking study for the proposed project by TJKM
concluded that the 477 spaces would satisfy sufficient peak hour parking demand for the proposed
mix of uses.
All 3 of these activities require authorization of a CUP. The CUP findings will be a part of the Staff
Report for the Public Hearing at a future date.
Design Standards
The proposed project is consistent with the Stage 1 and 2 PD afproved March 21, 2000. The Site
Development Review includes: site plan, architectural design, landscape plan, and streetscape
improvements. In accordance with the Design Standards, the buildings are sited; 1) close to the street,
and 2) include facades with architectural offsets. The circulation is pedestrian-friendly by featuring
paseos with the buildings oriented towards Grafton Street designed as the "main street." A mid-block
crossing and gateway entry plazas have also been incorporated in t le design. Parking is located at the
rear (easterly design of the site) so as not to disrupt the continuity of the streetscape. While the site is
currently visible from 1-580 the ultimate view will be blocked by Grafton Station (project to the south
currently under construction). The project is not within a scenic corridor or designated view zone.
Subject to approval of the requested Conditional Use Permits for the Fitness Center, outdoor seating and
shared parking, the proposed project is consistent and compatible with the zoning and designated land
use.
The description of architecture for the 3 proposed buildings is below:
Architecture
• C1ubSport Athletic Club and Spa - The two-story structure is designed to represent an old Main
Street developed over time, incorporating varied design details found in many of the older
communities in Central California. Detailing includes stone wainscot, decorative stone bands, and
decorative trim at the cornice level, as well as stone inset elements reminiscent of an older
structure. At the ground level, large retail display windows z.ddress pedestrians and articulate the
sidewalk. Awnings are set at: multiple levels to create a canopy and provide color and shade. The
corner of the building is set in a radial pattern to face the primary streets, frame the pedestrian
plaza, and create a possible location for public art.
The south building elevation adjacent to Dublin Boulevard, which conceals the pool area, has been
a concern to Staff. We have been working with the Applicant and his architect to create a more
dynamic elevation. Various proposals were made to revise the Dublin Boulevard elevation to
eliminate the wood product (See "Architecture" Tab, page A.1 of Attachment 1). A revised
elevation was presented which will meet the Planning Commission's objectives of high quality
sustainable materials. Unfortunately, there was not enough t.me to have the architect revise their
submittal documents. The revised elevation incorporates a glass store front motif which proposes
opaque glass for a portion of the glazing to provide privacy to the pool area and to screen an
interior access corridor. Shapes, shadows and movement will be visible creating interest and
activity. Production times did not allow the "revised" elevation to be incorporated into the
Applicant's submittal package; therefore, the revision will be presented to the Planning
Commission at the Study Session.
• Mercantile Building - The architecture of this 3-story building is typical of the older mercantile
buildings found in urban centers throughout the country an J in smaller California towns. The
detailing is similar to C1ubSport, utilizing stone wainscots at the building base, large expanses of
storefront glass, lower awnings to provide color and scale at the pedestrian level, and articulation

of cornice detailing and vertical stone insets. Signage is proposed as a combination of storefront
signage and wall hanging signage that evokes an older style :end quality. (See "Architecture" Tab,
page A.3 of Attachment 1).
• Parking Structure - The 4-level parking structure has been designed in the style of an old
warehouse that would be found adjacent to an urban core of older mercantile buildings. It has an
open style, but designed to minimize the visual impact of fie decks while still accentuating the
warehouse look and form. The structure is detailed to complement the C1ubSport and Mercantile
buildings with the inclusion of elements such as an upper trel is/blind, and vertical stone accents to
carry the contemporary Central California theme. An old packing crate graphic would be added to
the side of the building facing Finnian Way to further enhance the old warehouse look and feel.
The larger expanses of wall have been color blocked and detailed with reveals and stone insets to
create an interesting visual effect and reduce the mass of the structure.
Visual sight lines to the parking areas and lighting from the adjacent 4-story residential project to
the east and the proposed Mercantile Building to the west will be mitigated through the proposed
trellis details on the sides of the structure. (See "Architecture' Tab, page A.4 of Attachment 1).
Development Standards
The proposed project complies with the development standards as d,-fined in the Stage II PD, relating to
the building height, setbacks, and coverage.
Access and Circulation
Access to the project site is taken from a driveway off of Dublin Boulevard which leads into the surface
parking lot. This lot also has driveway access through to Finnian Way. Access to the parking structure is
from the surface parking lot. A pedestrian paseo traverses the site connecting Grafton Street to the
north/south multi-use trail. A systemwide multi-use trail runs along the easterly boundary of the project
site connecting Dublin Boulevard with the multi-use trail along Finnian Way along the northerly
boundary. All streets and traffic improvement adjacent to the site will be completed as part of the overall
project.
Landscape/Streetscape
The project site has been designed to complement the Grafton Station retail project located to the
southwest utilizing similar materials in various patterns while providing for an upscale, yet traditional,
street scene. Similar plant materials are proposed for continuity. Concrete pavers in varied patterns are
used to highlight the architecture and contribute towards the street :scene. Accent pavers in wide bands
across the sidewalk will link to accent pavers at the building edge. A 14-foot wide sidewalk, which is
wider than the 12 feet required by the Planned Development design ;tandards, helps to accommodate the
proposed outdoor dining.
The Design Guidelines establish the corners of Grafton Street at both Dublin Boulevard and Finnian Way
as main street plazas. A water feature is proposed at the corner of Grafton Street and Finnian Way in
front of the Mercantile Building which incorporates a seat wall/water basin, colored pavement, and accent
landscape materials. Pedestrian areas, paseos, and spaces adjacent to the multi-use trail will be equipped
with benches, bicycle racks, trash receptacles, lighting, bollards, and potted plant materials to allow for
resting, utility, and enhancement of the pedestrian scale. The pase.) connecting Grafton Street and the
multi-use trail to the east has a dramatic water fountain as its focal point which can be seen from Grafton
Street and the multi-use trail. The paseo extends as a mid-block crossing of Grafton Street. The street
improvements are consistent and comply with the adopted street sections and design standards for the
Village Center, as well continuity from block to block adjacent to the project site. Street trees are located
in grates at the curb line while specimen plants are placed in uniquel,T designed pots at columns along the
building edge.

Proposed Parking
The project provides for 477 spaces. This total includes 407 spaces in the proposed parking structure, 55
spaces on site in a surface lot along the easterly boundary of the projixt site, and 15 curbside spaces along
Grafton Street and Finnian Way. Based on the proposed occupancies and uses within each building, the
required parking would be 530 spaces. A Shared Parking study dated September 3, 2008 conducted by
TJKM for ClubSport concluded that peak parking demand at 6:00 pr1 would be 452 spaces, and therefore
concluded that 477 spaces would be sufficient. As described in a previous section of this Staff Report, a
CUP would be required for shared parking.
Public Art
The proposed project is subject to the public art requirements of the City's Zoning Ordinance. The
proposed public art compliance plan (See "Public Art" Tab, page C.8, Attachment 1) shows possible
locations for public art at the corner of Dublin Boulevard and Grafton Street and on Grafton Street just
north of the mid-block crossing and paseo.
Environmental
Based on previous environmental documents, no environmental review is required as the project does not
create additional environmental impact.
RECOMMENDATION:
Staff recommends the Planning Commission receive Staff presentaticn and provide direction.

A. What type of business, activity or use are you proposing?
On December 11, 1998, the City of Dublin approved a Planned Development Rezone for
the Grafton Station Project for Area G of Dublin Ranch, which included the proposed Project
Site. In conjunction with the PD approval, the Project Site was designated as PD-Village
Center. The intent of the Village Center was to create a "pedestrian-oriented service, retail,
commercial and entertainment center serving the daily needs of the residential
neighborhoods surrounding it and the more intermittent shopping, entertainment and service
needs of the larger community."

Ranch - Area G. The CUP is necessary for the ClubSport (Fitness Center) use, which is a conditional
use under the original Planned Development for Area G as well as the
shared parking provision.

The Development Plan for the Project Site, which is covered by this Site Development Review
and Conditional Use Permit, proposes approximately 52,716 square feet of retail and office

A definitive number of employees for the retail and office uses within the Project Site cannot
be determined at this time. ClubSport will have approximately 15-85 permanent staff
members with about 35 workinq at any one time.

The hours and days of operation for retail uses within the Project Site cannot be determined
at this time. It is anticipated that operations of The Promenade uses will be comparable to
other retail uses in Dublin Ranch as well as uses within the City of Dublin of similar type and
size. Hours of operation for the office uses will typically be from Sam to 6pm. The ClubSport
will be open from 5am to 11 pm Monday - Friday and from 6am to 10 pm on weekends.

The Promenade will be the centerpiece of the shopping district of East Dublin and provide
the residents of East Dublin a place to shop, work, recreate and enjoy community activities.
The office space will help facilitate a City-wide balance of jobs and housing. The retail will
provide an increase in sales tax revenue for the City of Dublin as well as offer convenient
accessible shopping to East Dublin residents. ClubSport will bring a high quality health club
and spa to the City, a use that will be unique to the City thus far.
The development of the site will assist in completing circulation routes in the vicinity of the
Project site.
All infrastructure required for this development and all capital facility costs will be paid for by
the project proponents as development proceeds. As is typical of development requirements

Along with this, normal expenditures for City services (fire, police, recreation, general
administration, etc.) would be compensated by the development through required fees and
property tax revenues. It is anticipated that property tax revenues, along with increased local
sales tax attributed to the Project, will cover the public service costs.

surrounding residents or businesses?
The businesses and activities of the project will not disrupt the peace of surrounding residents
or businesses. The business hours and activities will be conscientious of the surrounding
neighborhoods. Overnight parking will not be allowed within the parking garage.
G. Are there any ways in which your business, activity or use have a negative effect on the health
or safety of persons residing or working in the vicinity, or be detrimental to the public health,
safety or general welfare?
There are no planned activities or uses that will have a negative effect on the health or safety
of persons residing or working in the vicinity, or which are detrimental to the public health,
safety or general welfare. The design of the project and its improvements will comply with
all applicable City codes and ordinances pertaining to its design, construction and
operation. It is not anticipated that the development will create public health problems, as
no land uses or activities requiring the use or manufacturing of toxic materials are planned
to occur on the site.
H. Will your business, activity or use create any negative impacts on property, transportation
systems or existing improvements in the neighborhood?
The proposed project will not create any negative impacts on property, transportation
systems or existing improvements in the neighborhood. The proposed project will assist in
the development of the remaining lands in Dublin Ranch which will increase the value of the
surrounding neighborhoods. The transportation systems will be improved by the completion
of auto and pedestrian routes within the vicinity of the Project site.

circulation and parking, etc. will provide a desirable environment for the future development.
Site Layout/Structures:
The Project Site has been designed to provide a "Village Center/Downtown feel." Dublin
Boulevard is located to the south of the site, Grafton Street will be built to the west of the site,
and Finnian Way will be completed to the north of the site. The Multi-Use trail will begin at
the south east side of the site and connect with the existing multi-use trail on Finnian Way

pedestrian paseo through them connecting the Multi-use trail to Grafton Street. The
ClubSport building is located on the corner of Dublin Boulevard and Grafton Street. The
building entrance is located on the internal paseo. The ClubSport caf6 is located at the north
end of the building fronting Grafton Street. The pool and deck area are located to the south
of the building along Dublin Boulevard. The retail and office building fronts onto Grafton
Street with multiple entrances on Grafton Street as well as on the paseo between the
buildings. The building is set back at 14' off of Grafton Street. The entrance to the office
lobby is located on the paseo across from ClubSport. A 4 story parking garage is located in
the north east portion of the site. A 20' service alley separates the retail/office building and
the parking garage.
Pedestrian/Vehicular Circulation:
The Project Site has been designed for convenience and to encourage pedestrian
connectivity. The site is bordered by wide sidewalks on the south, north and west sides. The
multi-use trail that extends from Dublin Boulevard to Central Parkway is on the east side of
the site. These sidewalks and multi-use trail all have a minimum clear dimension of 8' with
the multi-use trail being 12' wide. Grafton Street, the "Main Street" of Dublin Ranch, has a
14' wide sidewalk. A wide paseo is provided in-between the retail building and ClubSport
and connects the parking lot, the parking garage and the Multi-Use trail to Grafton Street.
Access to the parking lot and parking garage is provided off Dublin Boulevard and Finnian
Way.
Parking:
A four level parking garage is being proposed in the northeast portion of the project site to
service the customers and clients of The Promenade-Parcel 5 businesses. The garage will
provide 408 parking spaces. In additions, there will be 55 on-site parking spaces provided

in the eastern portion of the site. A total of 15 street parallel

Please refer to the table on the following page to see the required spaces for each use as
well as the required spaces for the peak hours.
Handicap accessible parking spaces are provided in accordance with the current
requirements of the California Building Code, which requires the minimum number of
spaces to be 2% of the total required parking spaces. A total of 15 handicap accessible
parking spaces have been provided throughout the project, exceeding the number of spaces

J. Is the site physically suitable for the type and intensity of development proposed?
The Project Site for The Promenade - Parcel 5 is physically suitable for the type of
commercial development proposed. The site is generally level (1% average slope). The site
has been used as construction staging for the surrounding residential developments and has
been recently graded and cleaned. The site is clear of tree cover. This Project's proposed
land use plan is consistent with the land use designations found in the Dublin General Plan
and Eastern Dublin Specific Plan. No major faults are located under the Project Site.
Water, sewer, recycled water and joint trench infrastructure are currently
available from utilities constructed with surrounding residential developments and Dublin
Blvd and are able to be extended to the Project Site. Storm water runoff from roof and
ground surface areas will be collected and piped to a lineal bioswale along the parking lot.
Drainage will then be piped to the water quality treatment basin and eventually discharged

The site will be visible from 1-580 in the interim. In the future, at full development of Dublin
Ranch the site maybe partially visible from 1-580. The site is not within 700 ft of a scenic
corridor as defined by the City's Scenic Corridor Policies and Standards and is not within a
designated view zone.
L. Describe the physical characteristics of the site including existing slopes and topographic
features.
The Project Site for the Promenade - Parcel 5 is generally flat, has very little variation in
topography, and gently slopes downward from the north at Finnian Way to Dublin Blvd. The
lowest elevation within the Project Site is at approximately 347 feet above sea level, while the
highest elevation is at approximately 353 feet. Drainage flows generally in a north to south
direction. The site is without any existing tree cover and various non-native grasses cover the
majority of the area.
The property has been used as construction staging for various projects and has been
cleared and graded in anticipation of development.

General Project Information
The Promenade - Parcel 5 is the first portion of an overall development envisioned to create
a pedestrian oriented "main street" within Dublin Ranch on the north side of Dublin
Boulevard. The concept is to create a series of pedestrian friendly retail / office areas
adjacent to the existing high density residential development with an "older town" feeling
that will convey a strong sense of place for the residents and shoppers.
The incorporation of retail, office space, and fitness opportunities will encourage members of
the local residential community to work, live, and play within the Dublin Ranch
neighborhood. The goal is to create a living environment that will reduce and possibly even
eliminate auto trips and related congestion.
ClubSport
The anchor building at the public corner that enters onto Grafton Street from Dublin

designed with a contemporary, Central California vernacular. The detailing of the building
includes stone wainscot, stone bands, and decorative trim at the cornice level, as well as
stone inset elements to accentuate the detailing of an older architectural era. At the
pedestrian level, large retail display windows capture the shopper and articulate the
sidewalk. Awnings are set at multiple levels on the building to create a fine detailed canopy
for the pedestrian experience and to provide color and solar shading at the upper area. The
corner of the building is set in a radial pattern to face the intersection of the primary streets,
framing the pedestrian plaza and a possible public art location at this area.
The main entrance to the building is oriented toward the middle of the project development
and opens at multiple areas along Grafton Street and facing into the pedestrian paseo
developed between the three structures. Set between the entries is the indoor / outdoor caf6
at the club that is open to the public as well as the club members. This creates a focal social
area for the club and development. As you enter into the club you are allowed to access the
day spa or the members' entrance to the club. The club will feature cardio, free-weight, and
machine weight work out areas, along with multiple rooms for group exercise. The club is
outfitted with private locker rooms for men and women and provides the members with
access to an outdoor spa and lap pool for swimming.
The club is focused on an interior courtyard with a lap swimming pool and Jacuzzi, and soft
and hard deck lounge space.
The Mercantile Building
The "Mercantile Building" is a combination retail / office building. The building is a three
story structure with the retail on the first floor, and office space on floors two and three. The
building's architecture is reminiscent of the older urban mercantile buildings found in major
urban centers such as Chicago, San Francisco, New York and smaller Central California
towns such as Modesto. The building is detailed similar to the ClubSport building, utilizing
stone wainscots at the building base, large expanses of storefront glass, lower awnings to
provide color and scale to the pedestrian level, and articulation of cornice detailing and
vertical stone insets. Signage for the building will be a combination of storefront signage
and wall hanging signage that evokes this older style and quality.
It is envisioned that a portion of the retail space will be occupied by a community scale
restaurant, that will serve the immediate residential areas, and visitors who come to the shop
at this area. The remaining retail space will be filled with a mix of shops providing goods
and services for the Dublin community and will provide the additional life and interest to
make this retail area a success.
Parking Garage
The parking garage is a compact four-tier garage building that is reminiscent of an old

designed as an "open" parking garage, but the openings have been designed to minimize
the visual impact of the parking decks to the adjacent uses while still accentuating the look of
the warehouse style. The building is detailed to complement the ClubSport and Mercantile
building with the inclusion of elements such as an upper trellis / blind and vertical stone
accents to carry the contemporary Central California vernacular detailing through the
project. An old "packing crate" graphic has been added to the side of the building to further
enhance the "former warehouse" look and feel. The larger expanses of wall have been
detailed with reveals and stone insets, and color blocked to create an interesting visual
character that breaks down the mass of the structure.
The visual sight lines from the adjacent four-story residential buildings to the east and the
proposed parking line and office building have been studied and mitigated. The design of
the upper level trellis / blind at this location eliminates the direct line of sight that residents
and office patrons would have onto the upper deck where parked cars and pole lighting
would be exposed to view.
N. Describe how the landscape features have been designed so as to ensure visual relief and an
attractive environment for the public.
Parcel 5 (Dublin Promenade) comprises the streets of Dublin Boulevard to the South, Grafton
Street to the West, Finnian Way to the North and the limits of the Multi-Use Trail to the East.
The site includes pad sites for a parking garage, retail building, Club Sport building and
parking lot along with various landscape areas. The project has been designed to not only
complement the Grafton Station retail project to the south but further refine the retail core
utilizing similar materials in varied patterns while providing for an upscale yet traditional
street frontage.

Grafton Street north of Dublin Boulevard sets the tone for a unique retail experience by
utilizing concrete unit pavers in varied patterns to highlight the architecture and provide for a
unique street scene. Materials are located to enhance the pedestrian experience with the use
of accent pavers in wide bands crossing the sidewalk linked with accent pavers at the
building edge. All trees adjacent to the structures are planted with the same deciduous street
trees in grates as were planted along Grafton Street at Grafton Station. Potted evergreen
specimen plantings are used where sidewalks widths and building adjacencies prevent the
use of street trees. Pottery has been proposed adjacent to the building columns where
accent paver bands cross the sidewalks. It is intended to not only compliment the architecture
but provide pedestrian scale and softening of the architecture at the sidewalk building
interface. The use of benches, bike racks, waste receptacles, potted plant material and
public art opportunities highlight the street scene providing spaces to stroll, pause and
interact. The Corner of Grafton Street and Finnian Way having been established as the
"Main Street Plaza" in the Area G Design Guidelines lends itself as a primary focal point of
the project. A water feature has been proposed consistent with the Design Guidelines to

simple water fountain shall incorporate a seatwall/water basin with a fountain that shall
mimic the early 19`h century fountains found in New York's Central Park. The design of the
fountain is intended to emphasize historical significance and relevance to the site. Colored
concrete paver bands shall be aligned on the bias to contrast with the paver pattern along
Grafton Street and Finnian Way. Flowering accent trees in metal grates shall provide shade
and color in the hot months for the potential street side cafe on the corner. Dining partitions
and potted plant material provide key components for a comfortable and unique outdoor
dining experience.
Dublin Boulevard at Parcel 5 has been designed to complement the existing street scene at
the Grafton Station project by the utilization of similar paving and planting materials.
London Plane trees in 6'x6' metal grates and in planting areas shall be placed in a similar
arrangement to continue the streetscape on the north side of Dublin Boulevard. Plant
material at the back of sidewalk and adjacent to the proposed Club Sport building shall
compliment existing plant species along Dublin Boulevard and shall be terraced at the
building planting area interface. A 12' wide monolithic sidewalk consisting of matching
concrete unit pavers shall be orientated and placed consistent with the existing conditions at
Grafton Station.
Finnian Way improvements allow for the continuation of the Multi-use trail across the street
through Parcel 5 to Dublin Boulevard. A monolithic sidewalk consisting of concrete unit
pavers shall be proposed similar to the sidewalk at Dublin Boulevard and contain Scarlet
Oak street trees in 6'x6' tree grates adjacent to the back of the curb.
A planter area with low growing vertical shrubs adjacent to the parking garage provides
visual relief and is intended to soften the street-scene along Finnian Way at the parking
garage sidewalk interface. Four uniquely designed pots containing materials similar to the
Club Sport building shall be proposed in the planter area for continuity on all sides of the
project boundary. Each pot is adorned with a specimen plant architectural in nature,
interesting in contrast.
The parking lot on the east side of the project is planted with large canopy trees providing
seasonal interest and shade during the hot summer months. Low growing shrubs are
proposed along the parking lot consistent with the existing plants further to the south at
Grafton Station. The Multi-Use trail east of the parking lot will fulfill the next segment
through Dublin Ranch and shall be proposed using integral colored concrete with alternating
light and medium sand finish. Benches at the intersection of the Multi-Use Trail and the
crossing of the parking lot to the paseo offer resting opportunities. A bio-swale is proposed
in the planting area at the southeast corner of the parking lot adjacent to the Multi-Use Trail.
Plant material proposed for the bio-swale shall be of a species consistent with the unique
conditions and requirements necessary for the filtration of particulates from the parking lot

to the north and east of the project. Flowering, low growing, drought tolerant plant material
including flowering accent trees shall grace the east and west side of the trail providing
strong visual transition through the site while shading the pedestrian in the hot summer
months.
The Paseo between Club Sport, the Parking garage and the Retail building has been
designed to create a unique transitional space from the Multi-Use Trail to the east through
Parcel 5 and across Grafton Street to the west. Intended to be one of the primary focal
points of the project it has been designed to provide gathering areas and access to the
proposed Club Sport building while allowing transition from the street to the Multi-Use Trail.
The space is a uniquely designed urban plaza that is a departure from the surrounding
sidewalks along Grafton Street and Dublin Boulevard. A calming, yet dramatic water
fountain in the center of the paseo creates the focal point seen from Grafton Street and the
Multi-Use Trail. The fountain design and materials are intended to contrast with the
traditional materials along the street yet provide consistency with the adjacent architecture.
Additionally, it is designed to attract visitors through the paseo by the use of varied materials
including colored concrete, tile and metal. Specially designed seat-walls shall be proposed
with materials that match the Club Sport building including colored concrete and ipe wood
slats. Bicycle racks, waste receptacles and illuminated bollards shall be proposed as an
alternative to the street furniture emphasizing the urban space. Palm trees shall be located
in contrasting round grates as well as planting areas in the paseo only and orientated to
attract visitors into the space while providing a pedestrian scale to the adjacent architecture.
Decorative paving including integral colored concrete with varied finishes provide contrasting
materials to the concrete unit pavers along the streets and emphasize the change from one
space to another. Decorative urns containing a variety of flowering and evergreen plant
material shall be proposed adjacent to building edges and stark walls softening corners and

providing seasonal color. Combinations of shade loving plant material including non
invasive clumping bamboo and a variety of flowering evergreen shrubs and groundcover
shall grace the paseo. Plant material shall be drought tolerant and low maintenance.
0. Is the proposed project located on a hazardous waste and substances site? (A list is of these
sites is available in the Planning Department).
A Phase 1 and 2 Environmental Assessment of the Project Site and surrounding areas has
been conducted by Berlogar Geotechnical Consultants (dated 9/25/97) to determine the
presence of any hazardous waste and substance sites. The findings of this study indicated
that no problems were found. In addition, an environmental records search was conducted
by Berlogar Geotechnical Consultants for Dublin Ranch-Phase I to determine if the site was
included on a list of hazardous waste and substances areas. The results of this search
indicated that no properties within a two-mile radius of the Dublin Ranch-Phase I (which

Public Art Compliance Report
This report is submitted to fulfill the requirements of the City of Dublin Public Art

exhibit on this sheet illustrating potential public art installation sites.
Section 8.58.070 General Procedures for Implementing Public Art Program, Part B-
Public Art Program Submittal states "in conjunction with site development review of
any project subject to this Chapter, the applicant shall submit a Public Art Compliance
Report to the Community Development Director. The Public Art Compliance Report
shall specify:
1. Whether the applicant has elected to satisfy its public art contribution obligation
through a public art contribution or through the payment of a fee in lieu thereof;
The Project proponent will satisfy the Public Art obligation by providing public art for
installation on-site.
2. If the applicant elects to install public art on site pursuant to subsection
8.58.050A:
a. the total building valuation of the project, provided by the Building Official, and
the calculation of the value of the applicants required public art project; and
City Staff is to determine the total building valuation of the project, and the calculation
of the value of the project proponent's required public art project.
b. the location of the public art project site.
Refer to the plan on this sheet for the location of potential public art installation sites.
3. If the apolicant elects to contribute funds in-lieu of oublic art oursuant to
subsection 8.58.050B, 8.58.0500, or 8.58.050D: the location of the site reserved for
public art.
