HomeMy WebLinkAboutReso 071-84 GenPlanExt RESOLUTION NO. 71 - 84 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN Requesting General Plan Extension WHEREAS, the City of Dublin was incorporated effective February 1, 1982, and pursuant to State Law has 30 months until August 1, 1984 to adopt a General Plan, and WHEREAS, the City of Dublin elected to prepare its own first General Plan rather than adopt the Alameda County General Plan for the Livermore-Amador Valley Planning Unit; and WHEREAS, the City of Dublin has diligently pursued the following process in preparing its first General Plan: 1) March 1983 - Approved an agreement with Blayney - Dyett to act as General Plan Consultants 2 June 1983 - Conducted joint meeting with Planning Commission and approved Detailed Work Program 3 July 1983 - Conducted citizen Workshop 4 July 1983 - Conducted two meetings to discuss Working Paper #1 on Planning issues 5) September to October, 1983, Conducted two public meetings to discuss Working Paper #2 on Planning Options 6) November to December 1983 - Conducted two meetings to discuss Working Paper #3 on Alternative Sketch Plans 7) February 1984 - Released Draft General Plan and EIR 8) March 1984 - Conducted three Public Hearings before the Planning Commission 9) April 1984 - Conducted two Public Hearings before the City Council on the "primary" planning area 10) May 1984 - Conducted one Public Hearing on the "primary" planning area 11) June 1984 - Conducted two field trips to the 18 square mile "extended' planning area 12) July 17, 1984 - Conducted a Public Hearing on "extended" planning area and scheduled two additional public hearings for July 31 and August 21, 1984; and WHEREAS, on July 17, 1984 the City Council directed Staff to request a one-year extension to prepare the comprehensive Dublin General Plan; and WHEREAS, on July 17, 1984 the City Council made a commitment to complete the General Plan within 90 days if at all possible; and WHEREAS, if a supplement to the EIR is necessary or other unforeseen events occur more than a 90 day extension may be required. NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby request, a one year General Plan extension from August 1, 1984 to August 1, 1985 for the reasons mentioned above. BE IT FURTHER RESOLVED that the City of Dublin shall continue to utilize the Zoning Ordinance, Subdivision Ordinance, other adopted ordinances and the findings specified in the State Planning Laws for a newly incorporated city which has not adopted a General Plan; and BE IT FURTHER RESOLVED that Laurence L. Tong, Planning Director, is authorized to act as the City of Dublin's contact with the California Office of Planning and Research concerning the extension.
