DESCRIPTION:
In 1990, the California State Legislature enacted legislation allowing for the creation of county-based
vehicle abatement authorities, pursuant to the provisions of Section 22710 of the Vehicle Code. In 1993,
the Alameda County Abandoned Vehicle Abatement Authority (AVA) was formed and imposed a one
dollar ($1.00) annual vehicle registration fee on vehicles registered in Alameda County. All cities and the
unincorporated areas of Alameda County are participating members of the AVA.
Vehicle registration fees are collected by the Department of Motor Vehicles and allocated by the State
Controller to the AVA on a quarterly basis pursuant to Section 9250.7 of the Vehicle Code. Fees are then
allocated to AVA participating members according to an agreed-upon formula that accounts for vehicles
abated, population, and land area, each as a proportion of the County totals. Since the inception of the
program the City of Dublin has received approximately $157,000, which has allowed city staff to abate
approximately 2,400 vehicles.
The current program is set to expire in May 2003. New legislation allows the local abatement authorities
to extend the programs every ten (10) years with the approval of the County (by 4/5's vote) and a majority
of the cities comprising a majority of the population of the incorporated areas (by simple majority vote).
Adoption of the attached resolution is the first step toward the extension of this important program.

EXTENSION OF THE
ABANDONED VEHICLE ABATEMENT PROGRAM
UNTIL MAY 2013
WHEREAS; the Alameda County Abandoned Vehicle Abatement Authority (AVA) was formed in
1993, and the City of Dublin is an active member; and
WHEREAS; the AVA program has contributed approximately $157,000, and allowed for the
abatement of approximately 2,400 abandoned vehicles in the City of Dublin; and
WHEREAS; the AVA program is set to expire in May 2003; and
WHEREAS; new legislation allows for an extension of the AVA program with the approval of the
County and a majority of the cities comprising a majority of the population of the incorporated
areas; and
WHEREAS; it is beneficial to the City of Dublin to have the AVA program continue.
NOW, THEREFORE BE IT RESOLVED that the City of Dublin supports the extension of the
AVA program until May 2013.
