SUBJECT: Ceremony Commemorating One-Year Anniversary of 9/11/01

DESCRIPTION: On September 11, 2001, beginning at approximately 8:46 a.m. ET, the U.S.
watched in shock as four commercial aircraft--American Airlines Flights 11 and 77, and United Airlines
Flights 175 and 93--were hijacked and crashed by terrorists into the World Trade Center, the Pentagon,
and a Pennsylvania cornfield. More than 3,000 people were lost during this tragic event, leaving a Nation
devastated by loss, grief and fear.
After the September 11th attacks, communities all over the United States came together to mourn the loss
of the victims. In Dublin, a candlelight vigil was held at the Civic Center just one week after the attacks.
The event, organized by Dublin High School students Alicia Sanchez and Jaimee Marshall, along with
their sisters, Wells Middle School students Ashley Marshall and Morgan Sanchez, allowed the citizens of
Dublin to share their grief and find comfort in the inspirational words of our community leaders. At the
City Council meeting held the same evening, the Dublin City Council, on behalf of our entire community,
approved a donation of $10,000 to the American Red Cross toward the relief efforts.
On Tuesday, May 7, 2002, the City hosted a special flag ceremony, at which time the City of Dublin, with
the aid of the Alameda Country Fire Department's Color Guard, posted a U.S. Flag that was flown over
the World Trade Center since September 11, 2001, in honor of those who lost their lives during those
tragic events. The World Trade Center Flag was a gift to the City, presented to Mayor Lockhart from
visiting FDNY Firefighter Richard Dore. During the flag ceremony, Mayor Lockhart announced that this
special flag would fly over the Civic Center for several months before it was retired and prepared for
placement in our time capsule, which is scheduled to be buried in front of our new Library in the Fall of
2002.

With the one year anniversary of the terrorist attaCks On America approaching, it is appropriate to organize
and invite our community to attend an event commemorating the one year anniversary of September 11,
2001~ to remember and pay tribute to the innocent victims who lost their lives during the terrorist actions,
and renew our spirits as we still struggle to recover from these tragic events.
It is proposed that this event be held on September 11, 2002, at 6:00 p.m., in front of the Civic Center at
the Flag Poles. The program will be highlighted by a flag ceremony during which time the ACFD Color
Guard will retire the World Trade Center flag for placement in the time capsule. The program will also
feature songs, poetry and inspirational readings by several young people in our community. This event
will focus on our community's youth, who may be available to open the time capsule in 50 years and
remember, for others, these life-altering events. The four young girls who organized last year's
candlelight vigil have been invited to participate in this event, along with members of our Youth Adv/sory
Committee, soloist Michelle Buckhout, and poet Carling Jones. The program will also include
inspirational commentary by Mayor Lockhart on the importance of Community, ACFD Chief William
McCammon on lives lost and recovery, and Parks RFTA Commander DawnLee DeYoung on Homeland
Security.
Flyers of this event (see Attachment 1) have'been distributed to the City Council, Commission and
Committee Members, local volunteer organizations, community leaders, the newspapers and radio. The
flyer has also been posted on the City's website.
As a side note, all Fire Stations in Alameda and Contra Costa Counties will observe the one-year
anniversary of9/11 on September 11, 2002, from 7:05-7:29 a.m., during which time Fire Station crews
will stand at attention, salute and lower the flag to half~staff at the times (Pacific Standard) that the South
and North Towers of the World Trade Center collapsed. The Alameda County Fire Department
encourages the public to attend the observance at Fire Station No. 16, on Donohue Drive in Dublin. The
U.S. flag flying over the Civic Center will also be lowered to half-staff at 7:29 a.m., in preparation for the
City's evening event.
