These neighborhoods are connected to Tassajara Road and the remainder of the City to the west by three east-west arterial streets: Dublin Boulevard, Central Parkway, and Gleason Drive. These street extensions were built in conjunction with the Dublin Ranch development. Since Dublin Ranch is separated from Tassajara Road by several properties owned by the Dublin Land Company, it was necessary for the City to obtain right-of--way for the extensions from the adjoining property owner. The City of Dublin acquired the necessary right-of--way through eminent domain. In order to minimize the take under eminent domain, the width of the right-of--way obtained was limited to the interior vehicle travel lanes, the median island, and a paved shoulder (with the right-of--way needed for the frontage improvements to be acquired or dedicated at a later time when development. occurs on those parcels). Since that time, however, the ultimate right-of--way needed for both Central Parkway and Dublin Boulevard has been dedicated, but the available pavement was influenced by the right-of--way acquired. The paved shoulder on Central Parkway is 8 feet wide and is capable of accommodating pedestrian traffic. The shoulder has served as a pedestrian path to Tassajara Road for a number of years, and provides access to the Waterford Shopping Center, Emerald Glen Park, and other destinations. More recently, as homes in the Dublin Ranch neighborhoods on the east side of Brannigan Drive have been completed and residents have moved in, parking demands within the area have increased. Although Central Parkway was not intended to be used in this manner, residents have begun to utilize the shoulder area for vehicle parking. The result is that a continuous shoulder is no longer available on this street to accommodate unimpeded pedestrian traffic to and from Tassajara Road. In addition, residents who park on the shoulder do not have a separate walkway for use in walking to and from residences. Staff recently received a letter from Mrs. L. Sherlock (Attachment 1), and phone calls and e-mails from Mr. John Zukoski and Mr. Jimmy Huang (Attachment 2) regarding concerns that adequate pedestrian access between Dublin Ranch and the Waterford Shopping Center does not currently exist. Several options have been investigated to ensure a continuous pedestrian path along Central Parkway. Prohibition of parking would restore the shoulder for pedestrian use (Attachment 3). However, for the City to formalize the shoulder as a pedestrian route, additional improvements are needed to provide a route that is compliant with the Americans with Disabilities Act (ADA). In order to evaluate the effect of prohibiting parking on the parking needs of neighboring residents, two parking surveys were conducted on Tuesday, October 7, 2008 (Attachment 4). The first was conducted in the afternoon at 1:15 p.m., and the second was conducted in the evening at 9:15 p.m., when most residents would be home and parking needs would be the greatest. In summary, adequate parking is available during the afternoon within the Area G neighborhoods to accommodate the vehicles parked on Dublin Boulevard and Central Parkway. In the evening, while there is not a large increase in the number of vehicles parked on these streets, there are far fewer spaces available on the interior streets, and transfer of the vehicles parked on Central Parkway to the interior streets could overload the few remaining parking spaces. The City is currently processing entitlements for three private developments in Dublin Ranch: Grafton Plaza, Club Sport at The Promenade, and the Regent property (Sorrento East). All three of these projects will likely be conditioned to provide some level of pedestrian improvements to Dublin Boulevard and/or Central Parkway. Given current economic conditions and the lead time needed for the design and construction of the projects, construction of safety improvements by any of these projects is uncertain, although the Promenade project may move forward in 2009. Page 2 of 3 The Dublin Land Company property will be required to construct full frontage improvements, including sidewalks, when the parcels are developed. There are currently no formal development application(s) for these properties, and the schedule for construction of frontage improvements is uncertain. In the interest of public safety, it is recommended that the City Council direct Staff to establish a new Capital Improvement Project (CIP) -Central Parkway Safety Improvements -Tassajara Road to Brannigan Street. The CIP would involve the following actions to provide pedestrian access on the south side of Central Parkway between Tassajara Road and Brannigan Street: 1) Eliminate parking on the north and south sides of Central Parkway between Tassajara Road and Brannigan Street; 2) Delineate the additional shoulder pavement on the south side of Central Parkway with the use of barricades; 3) Eliminate parking on the north and south sides of Dublin Boulevard between Tassajara Road and Brannigan Street; and 4) Add pedestrian barriers and signs to prevent the use of Dublin Boulevard by pedestrians and to redirect users to the walkway on Central Parkway. The cost estimate for these improvements is $19,600 (Attachment 5). If approved, "No Parking" signs will be installed on Central Parkway and Dublin Boulevard. Design of safety improvements to provide pedestrian access on Central Parkway would be completed in December 2008, and the project put out to public bid in January 2009. It is projected that the improvements would be completed in March 2009. The elimination of the parking on both Central Parkway and Dublin Boulevard would require the adoption of the Resolution entitled, "Approval of No Parking Zones on Central Parkway and Dublin Boulevard" (Attachment 6). It is proposed to fund the project using Gas Tax monies (Fund 206). The City Council is requested to approve the attached Budget Change to fund the improvements (Attachment 7). RECOMMENDATION: Staff recommends that the City Council 1) Receive the Staff Report; 2) Establish a new CIP Project -Central Parkway Safety Improvements -Tassajara Road to Brannigan Street; 3) Adopt the Resolution approving No Parking Zones on Dublin Boulevard and Central Parkway between Tassajara Road and Brannigan Street; and 4) Approve a Budget Change in the amount of $19,600 for completion of this project in Fiscal Year 2008-2009. Initially, although not ideal the lack of a sidewalk was not a big issue, as it was once possible to walk along the lay by's However, there has been a significant increase in the amount of obstacles pazking up in the lay- by's of recent months, ranging from cars, trucks and even occasionally construction type vehicles. Ultimately this leaves pedestrians with no other option, but to pass the vehicles by walking on the road. To date there have been many occasions where traffic has come far too close for comfort, to both my young son, in his stroller and myself. Whilst some motorists do slow down or move into different lanes, this is not always the case. The most recent incident prompted both this letter and several phone calls to the Dublin City Engineers Office. Unfortunately, I have no choice but to walk along these routes on a daily basis and I now feel very uncomfortable doing so. It quite literally feels like you are risking life and limb. The Engineering Dept did mention that potentially prohibiting parking along these roads was an option. However, in my opinion this may not be enough to prevent a very serious accident. In my opinion people will continue to park there even at the risk of receiving a ticket, particularly if they have no-where else to pazk. It certainly seems to me that more consideration needs to be given to pedestrians. At the moment there has been little d onmotion the onstruction of a ram~sed sidewalk for pedestrians,aat the very would urgently set m least down one of the aforementioned roads. I fear that if this situation is not addressed urgently, it leaves open the possibility of a serious and preventable accident from occurring. Thank you for reading this letter. We see-white lines on both sides of Central in that stretch of road. My understanding is that the white lines are marking where the pedestrians should walk, but cars are always parked inside those lines. Are the strips of land between the grass and the white lines owned by the city or DiMonto? If it's privately owned, we can understand if there is nothing the city can do; if it's publicly owned, is it possible to put a temporary easement? If no temporary easement can be done, we would like to see at least "No Parking "signs installed. The status quo is unacceptable because as soon as a car is parked, it forces anyone in wheelchairs in the same space as moving cars. I can resend those pictures I attached in the email titled "ADA Compliance and General Safety" back on July 7 if necessary. Thank you again for your help. My neighbors and I were wondering if the engineers have made their decision with respect to the 'No Parking' sign along the stretch of Central Parkway in question. Also, we are also wondering how much longer will Toll Brothers need their fences along Dublin Blvd. to be up. We now have a picture of an elderly man in wheelchairs trying to get through that very dangerous stretch of Dublin Blvd. I will forward you that picture when I get home.
