In order to maintain a 5% contingency ($103,487) and cover the bid shortfall, an additional appropriation
to the Capital Project Fund in the amount of $173,226 would be required. BART mitigation funds would
be the source of funding from the Capital Project Fund.
DESCRIPTION: This project will widen Dublin Boulevard from four to six lanes
between Donlon Way and approximately 500 feet east of Village Parkway. Much of the widening will be
accomplished by eliminating on-street parking and restriping Dublin Boulevard. Physical widening is
proposed to take place near intersections, where left- and right-turn lanes will be added, and in front of
some existing businesses where right-of-way was not previously obtained through new development. In
addition, the project will reconstruct and update five traffic signals, move the existing median in some
locations, and replace some of the existing landscaping. The intent of the project is to improve traffic
flow on Dublin Boulevard to provide for the intensification of business in the downtown area, as well as
to mitigate thc impacts from the future downtown BART station.
This project is financed primarily through an Intermodal Surface Transportation and Efficiency Act grant
(ISTEA) and developer contributions, including BART mitigation contributions.
The recommended additional appropriation from the Capital Project Fund would transfer future BART
mitigation revenues from the "Parallel Road" project (Amador Plaza to Regional Street) to this Dublin

Staff received one bid for this project. The bidder was Redgwick Construction, who submitted a bid of
$2,069,739.25. In checking with other prime contractors on the planholders list, Staff was advised that
contractors are very busy now because the wet winter held up projects, and many public and private
construction projects are currently out to bid or in progress, resulting in other potential bidders not being
able to submit bids. It is not felt that a re-bid of this project would result in more bidders or a lower price,
but would delay an already short construction time frame.
Disadvantaged Business Enterprise (DBE) information has been submitted by Redgwick Construction and
is in accordance with adopted goals. Redgwick Construction has successfully performed other work for
the City in the past, including the San Ramon Road Phase IV project.
Staff has notified all of the businesses in the project area that work will begin this smnmer and should be
completed in late fall. Project specifications require that access to businesses be kept open at all times. If
necessary, work will be performed outside of normal business hours in order to complete the project on
schedule and lessen the impact on the downtown area.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARDING CONTRACT 95-01 DUBLIN BOULEVARD WIDENING
TO REDGWICK CONSTRUCTION
WHEREAS, the City of Dublin did, on July 11, 1995, publicly open, examine, and declare
all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for
Contract 95-01 authorized by the City Council on June 13, 1995, which Plans, Specifications, and
Modifications are hereby expressly referred to for a description of said work and for all particulars relative
to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the City Engineer, who has recommended that
the bid hereinafter mentioned is the lowest and best bid for doing said work.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin
does hereby award City of Dublin Contract 95-01 to the lowest responsible bidder therefor, to wit
Redgwick Construction at a bid of $2,069,739.25 (Two Million Sixty-Nine Thousand Seven Hundred
Thirty Nine Dollars and Twenty-Five Cents), the particulars of which are on file in the office of'the City
Engineer.

REASON FOR BUDGET CHANGE ENTRY: The low bid for Dublin Boulevard Widening project plus 5%
contingency is $173,226.25 over funds budgeted for construction. This action will increase the total
appropriated construction expense for this project in Fiscal Year 1995/96. The source of funds for the
additional appropriation will be from BART Mitigation Funds.
