A special meeting of the Dublin City Council was held on Tuesday, December 2, 2008, in
the Council Chambers of the Dublin Civic Center. The meeting was called to order at
5:00 p.m., by Mayor Lockhart.
ROLL CALL
PRESENT: Councilmembers Hildenbrand, Oravetz, Sbranti and Scholz, and Mayor
Lockhart.
ABSENT: None
PLEDGE OF ALLEGIANCE
The pledge of allegiance to the flag was recited by the Council, Staff and those present.

Public Comments

Mr. White, Dublin resident, provided information regarding encounters with Mr. Kevin
Hart in regard to the Alameda County Sheriff's Office.
Morgan King, Dublin resident, stated that the government of the City of Dublin had
exhibited a culture of courtesy, open-mindedness, professionalism, and ethics. This was
as a result of the actions of the City Manager, Department Heads, Mayor and City
Council.

Certification of November 4, 2008 Election Results

City Clerk Caroline Soto presented the Staff Report and advised that the City Council
would certify the Election results for the Offices of Mayor and two Councilmembers,
which were received from the Alameda County Registrar of Voters.
On motion of Cm. Oravetz, seconded by Cm. Hildenbrand and by unanimous vote, the
City Council adopted

Presentation of Plaques to
Outgoing Mayor Janet Lockhart and Councilmember Tony Oravetz

Mayor Lockhart presented a plaque of recognition to outgoing Councilmember Tony
Oravetz for his years of dedicated service to the City of Dublin.
Cm. Oravetz congratulated Cm. Hildenbrand and Kevin Hart for being elected to the City
Council, and Vice Mayor Sbranti for being elected Mayor. He expressed his thanks to the
City Councilmembers he had worked with for the last eight years. He also thanked Staff
for their service to the City and the citizens of the City for voting him in as a
representative on the City Council.
Vm. Sbranti stated Cm. Oravetz was a local role model. Cm Oravetz had helped improve
the image of the City in his years on the City Council.
Vm. Sbranti presented a plaque of recognition for dedicated service to outgoing Mayor
Lockhart for her years of service as Mayor and Councilmember. She was a leader in the
City that helped with a balance growth plan, kept the City financially strong, maintained
public safety, and provided places to work and shop, and housing for people of all income
levels. She had successfully worked with other elected officials, staff from public
agencies, and the citizens of Dublin. She would be missed.
Mayor Lockhart thanked City Staff for their efforts, work ethic and care for the citizens of
Dublin. She thanked the Dublin Police Department, the neighbors at Camp Parks, and the
City Councilmembers with which she had worked. It had been a privilege and an honor to
work with them. She also thanked the staffs of the Chamber of Commerce and the Dublin
Unified School District. She congratulated Mr. Hart and Cm. Hildenbrand on their
election to the Dublin City Council. She thanked her family and husband for their support
throughout her years on the Dublin City Council.
Cm. Scholz thanked Cm. Oravetz for his assistance at the ~ City Council meetings and
wished him well in his future endeavors. She thanked Mayor Lockhart for the leadership

she provided the City. She stated Mayor Lockhart was always prepared and well
informed. She wished her success in the future.
Cm. Hildenbrand stated she had interaction with present and former City Councilmembers
in City matters and had been kept involved. She appreciated working with Mayor
Lockhart and Cm. Oravetz on the City Council. She would miss them both. She thanked
them for their leadership, guidance and support.
Vm. Sbranti thanked Mayor Lockhart and Cm. Oravetz for their years of service to the
City of Dublin and the City Council.
Mayor Lockhart and Cm. Oravetz left the dais.

City Clerk Caroline Soto administered the oath of office to incoming Cm. Hildenbrand
and Cm. Hart, and Mayor Sbranti.

Cm. Hildenbrand thanked the residents of Dublin that voted for her for re-election. She
was proud of the community, and she felt part of it. She thanked her daughter, Madison,
and daughter's grandmother, Karen, for their support and assistance. She was looking
forward to working with Cm. Hart and the rest of the City Council.

Cm. Hart stated he hoped to move forward. He loved the community in which he lived. He
thanked his family and friends. He was honored to be representing the community and
working with Staff.
Mayor Sbranti stated it was humbling to have the faith of the residents to serve as Mayor.
He was looking forward to working with the new City Council. He loved the community
and wanted the best for Dublin. He acknowledged his family for being at the meeting and
their support.
Cm. Scholz stated it had been a great two years and she welcomed the new City
Councilmembers.

There being no further business to come before the Council, the meeting was adjourned at
5:46 p.m. in memory of our fallen troops.
