Neighborhood Park FINANCIAL STATEMENT: Cost to the City should not exceed $5,000; a request for funding will be submitted as part of the Fiscal Year 2003-2004 Budget DESCRIPTION: In September of 1993 the City Council gave conceptual approval to the Dublin Fine Arts Foundation's proposed "Art in the Parks" program. The goal of the "Art in the Parks" program is to enhance City parks through the placement of artworks appropriate to each park's history, location, size and use. Since that time, the Dublin Fine Arts Foundation has completed commissions in Alamo Creek,. Stagecoach, Mape Memorial, Kolb and Ted Fairfield Parks. Additionally, the sculpture "Sirius" was relocated to Shannon Park as part of the program. The commission for Emerald Glen Park has been approved and is estimated to be complete in fall of 2003. Correspondence has been received from Martin W. Inderbitzen, President of the Dublin Fine Arts Foundation, requesting approval from the City Council to proceed with a commission for art at Dublin Ranch Area G Neighborhood Park (Attachment 1). As proposed, the Dublin Fine Arts Foundation would like to begin a dialogue with the City's park design consultant during the preliminary stages of the design of the park. In these discussions, the role of art can be determined. Then a neighborhood selection committee would be assembled to select an artist to work with the City's design consultant to integrate art during the design phase of the park. As in the previous Art in the Park projects, the final design would be presented to the Heritage and Cultural Arts Commission, the Parks and Community Services Commission and City Council for final approval. G:~DFAF~ARTPARK\9-17-02cc Area G Park.doc The preliminary budget for the project as proposed by the Dublin Fine Arts Foundation is $20,000. For past Art in the Park projects, the City has funded approximately 25% of each project. Using this formula, the cost to the City would be $5,000. The Dublin Fine Arts Foundation proposes submitting a separate funding request as part of the Fiscal Year 2003-2004 Budget. It is the recommendation of Staff that the City Council approve the request of the Dublin Fine Arts Foundation to pursue the Art in the Park project for Dublin Ranch Area G Neighborhood Park. September 6, 2002 Diane Lowart City of Dubl/n 100 Civic Plaza Dublin, CA 94568 Re: Dublin gine Arts Foundation Dear Diane: The Dublin Fine Arts Foundation would like the opportunity of working with the City to place artwork in the new park in East Dublin as part of our "Art in the Parks" program. We understand that plans for the park are in the beginning stages and a landscape architect has not been selected. This creates a wonderfu/opportunity to integrate art into the design of the park. While the selection of an artist does not need to be made at this time, the Foundation would like to begin a dialogue during the preliminary stages of the design of the park with the landscape architect. In these discussions, the roll of art can be determinexl. For example, the artwork can be designated as functional elements such as seating areas, water fountains, fencing or play equipment or specific sites can be identified and d~igned for artwork such as creating an entranceway or decorative elements in the park. In addition to the above, the proposed budget for the art project is $20,000 and as in previous years the Fine Arts Foundation will be asking the City to contribute 25%; which would be $5,000. In this regard, we will be submitting a separate funding request for the fiscal year 2003-2004. As part of the neighborhood selection comrrdttee the Dublin Fine Arts Foandation will be in contact with the developer and make sure the homeowners are aware of the Art in the Parks program.
