FINANCIAL STATEMENT: None at this time.
DESCRIPTION:
The Alameda County Surplus Property Authority, master developer of the Emerald Park property within
the City of Dublin, is requesting an amendment to the City's Eastem Dublin Specific Plan and General
Plan to re-designate Site 15A, consisting of 15.6 gross acres of vacant land. The project site is located in
the northeast quadrant of Arnold Road and Dublin Boulevard, from High Density Residential to Campus
Office.
The purpose of the proPosed amendment is to create a more cohesive land use pattern for the western
portion of. the Emerald Park development, between Hacienda Drive on the east and Arnold Road on the
west. Currently, all of the land within this area is either developed or entitled to be developed for
office/commercial uses, with the exception of Site 15A, which is designated for high-density residential.
By re-designating Site 15A to Campus Office, consistent with the approved uses on all of the adjacent
parcels, a more cohesive and logical land use pattern would be maintained that would reduce potential
future land use conflicts between residential and campus office uses. Furthermore, the proposed General
Plan/Specific Plan amendment will not exceed the total level of development contemplated in the original
Specific Plan EIR.

The General Plan Amendment/Specific Plan Amendment for Site 15A is necessary to finalize the
GPA/SPA for the Transit Center and will be processed concurrently. Little, if any Staff time is necessary
to process this amendment. Site 15A was formerly part of the Cisco application which included a
GPA/SPA to change the land use from High Density Residential to Campus Office land use and the
environmental analysis for this project has been completed. With the withdrawal of the Cisco application,
Site 15A continues to be designated for High Density Residential Land Uses.
The Eastern Dublin Specific Plan and the Park and Recreation Master Plan anticipated adequate park
facilities to meet the demand related to development within the City. However, The Eastern Dublin
Specific Plan and the Park and Recreation Master Plan were completed prior to the contemplation of the
Transit Center Project. Inadequate park acreage would result from the addition of the Transit Center and
its 1,500 additional residential units. In an attempt to maintain balance of the Specific Plan and General
Plan and to meet the additional park acreage demand resulting from the Transit Center, the County has
proposed two solutions (1) transfer the residential density from site 15A to the Transit Center; and (2)
utilize the 8-acre site known as Area F (triangular shaped property) for park land. The combinations of
these two solutions will alleviate the park acreage deficit and therefore, it is necessary to process the Site
15A GPA/SPA concurrently with the Transit Center application.
RECOMMENDATION:
Staff recommends that the City Council receive the Staff presentation and public testimony; question Staff
and the public, and adopt a Resolution either authorizing or denying the General Plan and Specific Plan
Amendment Study request.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING THE INTIATION OF A GENERAL PLAN AND EASTERN DUBLIN
SPECIFIC PLAN AMENDMENT STUDY FOR ALAMEDA COUNTY SURPLUS
PROPERTY AUTHORITY FOR APPROXIMATELY 15.6 ACRES OF LAND
LOCATED SOUTH OF CENTRAL PARKWAY, EAST OF ARNOLD DRIVE,
NORTH OF DUBLIN BOULEVARD AND WEST OF SYBASE
KNOWN AS SITE 15A OF THE SANTA RITA PROPERTY
WHEREAS, a General Plan and Specific Plan Amendment Study has been requested by the
representative of Alameda County Surplus Property Authority for the approximately 15.6 acres of
property located west of Sybase, east of Arnold Drive, South of Central Parkway and north of Dublin
Boulevard within the Santa Rita property; and
WHEREAS, a General Plan and Specific Plan Amendment to allow a change in land uses would
be required to allow the change from the approved land use designations to the proposed land use
designations; and
WHEREAS, additional entitlements including Stage 2 Planned Development Zoning, Site
Development Review and other associated permits would need to be processed before development
could occur; and
WHEREAS, Section 65358(a) of the State of California Government Code states that an
amendment to the General Plan shall be in a manner specified by the legislative body; and
WHEREAS, the initiation request has been reviewed in accordance with the provisions of the
California Environmental Quality Act (CEQA) and was found to be Categorically Exempt under
Section 15306, Class 6 of the State CEQA Guidelines; and
WHEREAS, the staff report submitted one recommendation that the City Council approve the
initiation of a General Plan and Eastern Dublin Specific Plan Amendment Study for the proposal; and
WHEREAS, the City Council did hear and consider all such reports, recommendations, and
testimony hereinabove set forth and supports the initiation of a General Plan and Specific Plan
Amendment Study for the 15.6 acre site.
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Dublin does
hereby approve the initiation request for a General Plan and Specific Plan Amendment Study for the
site located in the Santa Rita Property bounded on the west by Arnold Drive, on the east by Sybase, on
the north by Central Parkway and on the south by Dublin Boulevard.
PASSED, APPROVED, AND ADOPTED BY the City Council of the City of Dublin on this 17th
day of September 2002, by the following votes:
