FINANCIAL STATEMENT: The total estimated cost for banner fabrication is $ 20,890.00. Sufficient funds are available for this project in the 2002-2003 Budget. DESCRIPTION: A 2001 - 2002 City Council high priority goal was "to develop new banner art working with Dublin youth". This project was to consist of the creation of five different banner designs produced by collaboration between artists and participants in the Parks and Community Services Department "Recreation on Campus" program at Wells Middle School. The goal of the Banner Art Project was to create banner designs that would promote a sense of community pride and uniqueness for the City of Dublin. Art Consultant Lynne Baer was contracted to coordinate the Street Banner Art Project on behalf ofthe City. Artist Ray Beldner was engaged to conduct the nine-week course. Beldner, who is a well-known San Francisco artist, worked with the middle school teens to develop themes, images and an understanding of the process involved in translating small drawings and digital images into large-scale public images. A variety of techniques were used in producing ideas and images from brainstorming and drawings to use of text and digital imaging. Beldner took the images created by the teens and working with Susan Sharman, a graphic designer, created two distinct sets of banner designs. The first treatment (Attachment 1) consists of five double banners designed by artist Ray Beldner and graphic artist Susan Sharman using images, photographs and text produced by the teenaged participants. The second treatment (Attachment 2) consists of five single designs developed by class participants. ------------------------------------------------------------------------------------------------------------- COPIES TO: Heritage and Cultural Arts Commission ROC Participants/Lynne Baer/Ray Beldner G:\Hrtg Cult Art Comm\street banners\9-17 -02ccstreetbannerart.doc ITEMNO.~ /ti ~ The Heritage and Cultural Arts Commission reviewed the banner designs and recommends the second treatment consisting of the five single designs (Attachment 2). However, the Commission recommends that the wording on the "We Have Soccer" banner be changed to "We Have Sports" and "We Have History" be changed to "We Have Location". The Commission further recommends that a sixth banner be created with a graphic of Old St. Raymond's Church and the wording, "We Have History". The cost to fabricate the banners as recommended by the Commission for display on 40 banner poles throughout the City is $20,890. Sufficient funds are available in the Fiscal Year 2002-2003 budget for this option. It is the recommendation of Staff that City Council receive the presentation from Staff and the Project Art Consultant Lynne Baer. It is further recommended that the Council confirm the recommendation of the Heritage and Cultural Arts Commission and authorize Staff to obtain bids for banner fabrication or provide alternate direction. -2- z6 r- LI DUB LI N SP ""-.
