PROJECT DESCRIPTION: The Applicant, Rachelle Okmin, is requesting approval of a Conditional Use Permit to operate an indoor recreational facility, the Edge Gymnastics Training Center, at 6780 Sierra Court. In addition to operating a gymnastics training center, the Applicant is also proposing to host birthday celebrations and special 'I events related to the sport of gymnastics. The property has a General Plan land use designation of Business Park/Industrial and is located within an i M-1 Light Industrial zoning district. Aerial Photo COPIES TO: Applicant Property Owner Background On September 3, 2008, a complaint was filed with the City's Code Enforcement Officer regarding a gymnastics training center operating without the appropriate permits on Sierra Court. After conducting a site visit the Code Enforcement Officer confirmed that the Edge Gymnastics Training Center had been established and was in operation without the approval of a Conditional Use Permit (CUP). The operators of the gymnastics training center were notified that a CUP was required and on September 15, 2008 an application was submitted to the Plarming Division. The Applicant has been working with Staff since the original submittal in order to see their proposal come to fruition. The Dublin Zoning Ordinance regulates the establishment and operation of indoor recreational facilities by requiring approval of a Conditional Use Permit by the Zoning Administrator. As a result of the application being complaint driven, the Zoning Administrator has r(ferred decision making authority to the Planning Commission for review. ANALYSIS: The project has been reviewed with respect to operating characteristics, including the gymnastics training facility, birthday celebrations and special events; parking, access and circulation; land use compatibility; and General Plan conformity. Conditions of Approval have been proposed where appropriate to ensure compatibility with surrounding uses and the environment. Operating Characteristics The proposed indoor recreational facility would occupy 15,228 square feet within an existing industrial building for gymnastics training, birthday celebrations and special 4;vents. The floor plan includes the following areas: gymnastics training; area, exercise area, offices, locker room, viewing area, break room, Pro Shop, two waiting areas, restrooms, equipment storage room, and a reception area (Attachment 7, Sheet A-2). Gymnastics Training The Edge Gymnastics Training Center would provide gymnastics training to children from 12 months of age to 18 years of age. The facility would provide gymnastics clas;;es for students based upon age and level of expertise. Morning and early afternoon classes are generally reserved for non-school age children while late afternoon and early evening classes would be offered for school age children. A summary of the class schedule and description is provided in Attachment 4. Classes in gymnastics training are offered between the hours of 9:00 a.m. and 9:00 p.m. Monday through Friday and 9:00a.m. and 2:00 p.m. on Saturday. Class sizes vary depending upon the age group of the students and generally range between six and nine children per class. Based upon Staff's analysis of the class schedule and description prcvided by the Applicant (Attachment 4) a maximum of four classes comprised of a total of 30 students are proposed to take place Monday through Friday from 9:00 a.m. to 3:30 p.m. In addition, a maximum of 10 classes comprised of a total of 82 students are proposed to take place Monday through Friday from 3:30 p.m. to 9:00 p.m. In accordance with the aforementioned information Condition of Approval No. 18 has been prepared in order to limit the maximum number of students taking; class at a given time on Monday through Friday from 9:00 a.m. to 3:30 p.m. to 30 children and from 3:30 p.m. to 9:00 p.m. to a maximum of 82 students at a given time. This Condition of Approval also limits the maximum number of classes running concurrently on Monday through Friday to four classes from 9:00 a.m. to 3:30 p.m. and 10 -lasses from 3:30 p.m. to 9:00 p.m. Table 1 below summarizes the maximum number of students allowed to take class at a given time and the maximum number of classes allowed to take place at a given time. 2of8 Table 1: Maximum Number of Students and Classes at a given time Days of the Week Hours of Operation Maximum Number Maximum Number of Students at a of Classes at a Given Time Given Time Monday - Friday 9:00 a.m. to 3:30 p.m. 30 students 4 classes Monday - Friday 3:30 p.m. to 9 p.m. 82 students 10 classes Based on the days and hours of operation and the number of classes offered, the gymnastics training facility would be in operation concurrently with adjacent light industrial uses which occupy the same building. These adjacent uses consist primarily of warehousing/distribution activities with some light industrial activities and one other indoor recreational facility (Bintang Badminton). In order to reduce interface between the very young students and adjacent industrial users a maximum of 30 students are allowed to take class at a given time from 9:00 a.m. to 3:30 p.m. (Attachment 1, Condition No. 18). However, as older students arrive in the late afternoon after school and the industrial uses are coming to a close for the day a greater number of students would be allowed to take classes concurrently. As a precautionary measure to ensure the safety of children arriving to and departing from the gymnastics facility, a Condition of Approval has been incorporated into th,- draft Resolution (Attachment 1, Condition No. 17) requiring that children 13 and under be escorted b;7 an adult into and out of the facility and requiring that all children under the age of 18 be supervised when outside of the facility. Birthday Celebrations In addition to providing gymnastics training, the facility would also host birthday celebrations for the students and/or the general public on Saturdays and Sundays from 9:00 a.m. to 5:00 p.m. In a letter submitted by the Applicant on December 18, 2008, birthday celebrations are primarily for children ages 4 and above with the average age of the children being between 6 and 9 years of age. Each celebration would include up to 16 children. Parents of children ages 4 to 6 typically stay for birthday celebrations whereas parents of children older than 6 typically drop off and pick up. According to the Applicant's website, birthday parties typically last 1 hour and 45 minutes and begin with an hour of gymnastics time followed by a 45 minute birthday celebration. Birthday celebrations would be permitted year-round on Saturdays and Sundays only. Because the adjacent warehousing/distribution and light industrial uses are closed on Saturday and Sunday, no adverse impacts from the birthday celebrations would be anticipated. Birthday celebrations could occur concurrently on Saturdays with classes offered as part of the gymnastics training facility however, again because most of the adjacent uses are closed on Saturday no adverse impacts are anticipated. Special Events The Edge Gymnastics Training Center would also host up to 4 special events annually including gymnastics competitions, also called "meets". According to a letter provided by the Applicant, these competitions would be held on Saturdays and Sundays between the hours of 8:00 a.m. and 11:00 p.m. Event set-up would occur no earlier than 7:00 a.m. The competitions consist of three or four sessions each day and are comprised of approximately forty gymnasts and five coaches in each session. The Applicant anticipates that approximately two parents or family members would attend each event in support of the gymnast for a total of 125 participants and attendees. The California Building and Fire Codes allow for a maximum occupant load of 208 persons for the Edge Gymnastics Training Facility based upon the proposed floor plan (Attachment 7, Sheet A-2). However, in accordance with the Applicant's description of the proposed special, events a Condition of Approval has been incorporated into the draft Resolution (Attachment 1, Condition No. 14) limiting the number of special event attendees and participants to 125 at a given time. 3 of 8 Based upon limiting the number of special events to a maximum of 4 per year and the maximum anticipated attendees/participants being 125 at any given time, the existing 180 on-site parking spaces would be sufficient to accommodate the Applicant's special events as well as weekend business activities taking place at Bintang Badminton. Additionally, the Applicant would be required to notify the Planning Division in writing a minimum of 14 days in advance of a special event and provide, at a minimum, the following information regarding the event: 1) type of event and description of the event activities; 2) date and time of the event; 3) number of anticipated attendees; and 4) number and location of the additional seating (Attachment 1, Condition No. 15). The Planning Division would review the information for compliance with the Conditional Use Permit and notify any affected departments of the special event. Parking, Access and Circulation The multi-tenant industrial building; is centrally located on the praject site with parking and on-site circulation located around the periphery of the building (see Figure below and Attachment 7, Sheet A- 1). A total of 180 parking spaces are located on-site and can be accessed via two driveways located along Sierra Court. A two-way drive aisle is provided around the building allowing for both ingress and egress from the two points of access. Pedestrian access to the site is provided via a 5-foot walkway off of Sierra Court, however this walkway terminates along the front of the building and does not provide a defined path of travel to tenant spaces located to the rear of the building. As noted above in the section on Gymnastics Training, Condition of Approval No. 17 requires that children 13 years of age and under be escorted by an adult into and out of the facility and requires that all children under the age of 18 be supervised when outside of the facility. This condition was drafted in order to ensure that students safely enter and exit the gymnastics facility and do not intermingle with pass ing vehicular traffic. Figure 2. Based on the existing tenant mix a total of 119 parking spaces are rec uired in accordance with the Dublin Zoning Ordinance parking regulations. On December 18, 2008, a revised c [ass schedule was provided by tae Applicant to extend the hours of operation (Attachment 4). The Public Works Department prepared an updated parking analysis based upon the revised class schedule and determined that there are two peak periods of operation; Tuesdays at 5:00 p.m. and Fridays at 5:30 p.m. When analyzing the revised class schedule and class description the Public Works Department took into account the following: 1) number and age of the students; 2) the likelihood that the parents would remain on-site during each class; a1d 3) the number of coaches on-site 5 of 8 for each concurrently scheduled class. In addition, a fifteen minute t:meframe prior to and just after each class was evaluated in order to take into consideration any overlap in parking requirements that may be created by parents arriving early or picking up their children late. Th,,- revised parking analysis concluded that based upon the information provided and the aforementioned methodology employed that a total of 47 parking spaces would be necessary to support the proposed gymnastics training center during peak hours of operation (Attachment 5). Condition of Approval No. 24 has been prepared to require that a minimum of 47 parking spaces are provided in order to support the gymnastics training center. Saturday and Sunday parking requirements were not included in th-- parking analyses because existing warehousing and distribution and light industrial businesses are closed during this time. In addition to Edge Gymnastics, only one other tenant, Bintang Badminton, would be in operation on Saturday's and Sunday's. In accordance with the Conditional Use Permit granted for Bintang Badminton on February 5, 2008, that use requires 14 parking stalls. The 47 parking spaces required for the gymnastics training center combined with the 119 parking spaces required for existing and vacant` tenant spaces results in a total parking requirement of 166 spaces. With a total of 180 existing on-site parking spaces, a surplus of 14 parking spaces would exist on-site once the Edge Gymnastics Training Center is fully operational. Land Use Compatibility The proposed project is located within an industrial building comprised of warehousing/distribution and light industrial uses and one indoor recreational facility (Bintang Badminton). While the gymnastics training facility would be in operation during the business hours of adjacent warehousing/distribution and light industrial uses, the peak hours of operation for the gymnastics training facility occurs in the late afternoon when adjacent uses are closing, thereby minimizing conflicts during the gymnastic facilities busiest times. Conditions of Approval have been incorporated into the draft Resolution to ensure the safety of children arriving at and departing from the gymnastics training center particularly when adjacent uses are in operation (Attachment 1, Condition No. 17). All activities associated with the gymnastics training center are required to be conducted indoors at all times (Attachment 1, Condition No. 21) thereby further reducing any potential conflicts with vehicular traffic associated with adjacent uses. In accordance with the Non-Residential Security Ordinance requirements, Conditions of Approval have been incorporated into the draft Resolution to ensure that lighting levels provide a safe path of travel for students and staff of the gymnastics training facility (Attachment 1, Condition Nos. 26 and 34). General Plan Conformity The project site has a General Plan Land Use Designation of Business Park/Industrial which is consistent with the M-1 (Light Industrial) Zoning District. The proposed projec: meets the intent of this designation because Indoor Recreational Uses are permitted in the M-1 Zoning District with the approval of a Conditional Use Permit. CONDITIONAL USE PERMIT REQUIRED FINDINGS: To approve a Conditional Use Permit, the following findings must be made: the proposed use is compatible with other land uses, transportation and service facilities in the vicinity; will not adversely affect the health or safety of persons residing or working in the vicinity, or be detrimental to the public health, safety and welfare; will not be injurious to property or improvements in the neighborhood; will have adequate provisions for public access, water, sanitation, and p .iblic utilities and services to ensure that it would not be detrimental to the public health, safety and welfare; and the site is physically suitable for the type, density and intensity of the use and related structures being proposed. Staff believes that the 6of8 Project is consistent with these findings based on the discussion above and based on the findings as presented in the attached Resolution (Attachment 1). REVIEW BY CITY DEPARTMENTS: This project was reviewed by other City Departments and interested agencies. Any special requirements have been incorporated as Conditions of Approval of the Resolution (Attachment 1). The Applicant has reviewed the Conditions of Approval and agreed to comply with the City's requirements. NOTICING: In accordance with State law, a public notice regarding this hearing was mailed to all property owners and occupants within 300 feet of the proposed project. A public notice was also published in the Valley Times and posted at several locations throughout the City. To (late, the City has received several telephone calls in objection to the current proposal. ENVIRONMENTAL REVIEW: The project has been reviewed under the California Environmental Quality Act (CEQA), State CEQA Guidelines and the Dublin Environmental Guidelines, and has been found to be Categorically Exempt from the CEQA, according to the CEQA Guidelines Section 1")301 (Minor alteration of existing facilities). CONCLUSION: The proposed Edge Gymnastics Training Center will provide the Cit) with a recreational facility that will serve as a benefit to the community. The proposed project, as conditioned, is consistent with the Dublin General Plan and the Zoning District in which the project site is located and represents an appropriate project for the site. NOW, THEREFORE, BE IT RESOLVED THAT the Dublin Planning Commission does hereby find that: A. The proposed use and related structures is compatible with other land uses, transportation and service facilities in the vicinity because: 1) the proposed location of the Gymnastics Training Center is located in the Sierra Court Business Park area whict has a wide variety of industrial uses as well as several Indoor Recreational Uses; 2) Chapter 8.08. Definitions includes establishments that provide physical fitness services under the "Recreational Facility/Indoor" definition; 3) Section 8.12.050 states that a Recreational Facility/Indoor use is permitted in the M-1 (Light Industrial) Zoning District with a Conditional Use Permit; 4) the proposed location of the Gymnastics Training Center is in a 15,228 square foot tenant space located in an existing multi- tenant building and is compatible with the existing and allowed uses of the building; 5) Conditions of Approval are provided to ensure the safety of the gymnastics training center's staff and clients; 6) Condition of Approval No. 17 is provided that will require students 13 years of age and younger shall be escorted by an adult into and out of the facility and tY.at no child under the age of 18 shall be left unattended outside the facility at any time; and 7) Conditions of Approval numbers 26 and 34 are provided to ensure that adequate exterior lighting is provided on-site to guarantee a high level of visibility. B. The proposed use, as conditioned, will not adversely affect the health or safety of persons residing or working in the vicinity, or be detrimental to the public health, safety and welfare because: 1) the proposed use will be adequately conditioned to ensure that the operation has no recognizable negative impacts to the existing uses in the Light Industrial Business Park; and 2) the proposed gymnastics training center will comply with all of the City of Dublin regulations. C. The proposed use, under all circumstances and conditions oj'this permit, will not be injurious to property or improvements in the neighborhood because: 1) the proposed gymnastics training center will comply with all City of Dublin regulations; and 2) the gymnastics training center will 2 of 9 be located in an existing building and no exterior modifications will be required to the building. D. There are adequate provisions for public access, water, .sanitation, and public utilities and services to ensure that the proposed use and related structures would not be detrimental to the public health, safety, and welfare because: 1) the proposed use will be operated completely within an existing building that is serviced by all appropriate utilities and infrastructure; and 2) the area was designed to accommodate a variety of uses and the proposed use fits in with the intended uses of the area. E. The subject site is physically suitable ,for the type, density and intensity of the use and related structures being proposed because: 1) the existing roadway network leading to the site and the availability of existing on and off-site parking is adequate to serve the proposed use; 2) the Edge Gymnastics Training Center will be located in an existing Light Industrial Business Park which was designed to support a variety of uses; 3) the proposed g mnastics training center is 15,228 Ily square feet in size and is located in a portion of an existing multi-tenant building that is 107,727 square feet and therefore will not dominate the available square footage of the building; and 4) Conditions of Approval associated with on-site lighting and access are provided to ensure the safety of the gymnastics training center's staff and clients. The proposed use will not be contrary to the specific intent clauses, development regulations, or performance standards established for the zoning district in which it is located because: 1) Conditions of Approval have been applied to the project to ensure on-going compatibility with surrounding uses; 2) the proposed use is a Conditional Use _n the M-1 (Light Industrial) Zoning District and is permitted when the required findings as stated in Section 8.100.060 of the Dublin Zoning Ordinance can be made; 3) Section 8.76.080.D is silent on the parking requirements for a Gymnastics Training Center, therefore the City Senior Transportation Engineer prepared a parking analysis and determined that the total number of parking stills required in order to support the proposed Gymnastics Training Center is 25 parking spaces and based upon new information provided, the City Engineer reviewed the parking study and determined that 47 parking spaces would be required in order to support the Gymnastics Training Center; 4) Condition of Approval No. 12 is provided to allow four special events to take place on-site annually and shall be limited to Saturdays and Sundays only; 5) the special events shall be conducted solely within the interior of the building with the exception of the temporary establishment of portable restroom facilities; 6) the special events shall be limited to 125 participants and attendees at a given time; 7) the proposed Gymnastics Training Center is compatible with the existing uses found in the Sierra Court Light Industrial Business Park and therefore meets the requirements of the Dublin Zoning Ordinance; and 8) the proposed use is consistent with the intent of the M-1 (Light Industrial) Zoning District as defined by Chapter 8.28 because the proposed Gymnastics Training Center is small in size, meets the needs of residents in the City, is compatible with the surrounding land uses and is conducted entirely within an existing building. G. The approval of this Conditional Use Permit is consistent with the Dublin General Plan and with any applicable Specific Plans because: 1) the proposed use is permitted with a Conditional Use Permit and meets the intentions of the Zoning District in which it is located; and 2) the proposed project will result in improvements to the site which will provide a service to the community that is consistent with the intent of the Business Park/Industrial General Plan Land Use designation. As such, I have estimated the peak parking demand for the facility during normal weekday operation based on the information prcvided by the applicant. Based on my calculations, the center requires 25 parking spaces. While weekend operation or special events may require more parking, the surrounding businesses are typically closed at these times so an increased demand would not have a negative impact on the surroundings and, thus, was not the focus of this analysis. Based on the schedule of classes provided by the applicant and the characteristics of each class (i.e., number of students, age of students), I estimated th3 number of parking spaces used by the center each weekday between 8:00 a.m. and 5:00 p.m. in 5-minute increments. Based on the parking demand generated for each day and time increment, I identified Monday at 4:30 p.m. as the time when parking demand would be highest. This conclusion is based on the following assumptions. ¦ Most parents drop off their children and would not occupy. a parking space to do so. Between 2 and 3 parents would stay, however, for each non-pre-school class. ¦ For pre-school classes, all parents would stay. This is meant to be used along with the class and training schedules provided to paint a picture of the gymnastics training center's business model and the implications on the neighboring businesses. The gymnastics training center plans to provide several different categories of services for r-a range of customers/clients: 1.) The Pre-school school Program includes Gym Explorers, Kindergym, Mini-Mites, Mighty Mites, and Dynamites classes. These classes will b a held primarily in the morning and early afternoon for children aged twelve months to five years, with one or two afternoon or evening options for working parents. The maximum student to teacher ratio for these classes is six to one. Parents take class with their children in the Gym Explorers and Kindergym, so parents would definitely par]; and be present for these classes. When a child turns 3, he/she moves into Mmi-Mghty, where he/she takes class independently from parents. In general, parents do stay and watch these classes for young children. In the mornings and early afternoons, we would typically hold one class at a time, but potentially could hold up to three classes simultaneously, in order to accommodate siblings of different ages. With three classes at one time, the maximum number of students would be eighteen. In this case, the maximum number of parking spots necessary would be twenty-one, including one spot fbr each teacher. Since simultaneous classes attract siblings, the required parking :spaces would be reduced to approximately fifteen considering one parent/car would transport multiple children. The classes are usually scheduled with five minutes between classes. If needed, the classes could be staggered with greater time intervals to alleviate traffic or parking issues. The Pre-school program is scheduled nearly exclusively before 3:15 during the week. The remainder of our classes will take place after 3:30. These later programs for school-aged kids require less parking since the maiority of the kids will be dropped off for their classes or sessions. RECEIVED OCT 2 2 2008 DUBLIN PLANNING EXHIBIT A 2.) The Recreation Program is our primary program with classes for Students aged six to eighteen. These classes, including Beginner, Advanced Beginner, Intermediate, Advanced Intermediate, and Advanced will be held primarily in the afternoon hours between 3:30 and 8: are s do not staynand watch these classes, but rather drop off and eight to one. Most p pick up students at the start and finish of class. 3.) The Pre-competitive Program will include scheduled classes in the afternoons and evenings, from 3:30 to 8:00 p.m. This program includes all of the "Devo" (for development) levels and Pre-Team. The Devo classes are for gymnasts ranging in age from four to nine. Although these gymnasts are young, they attend class two to four times per week and are accustomed to being in the care of their coaches, so most parents do not park to stay and watch these classes. The Pre-Team audents are typically aged nine to twelve. The maximum student to teacher ratio for these classes is seven or eight students to one coach, depending on the level and age. The facility could support five classes of Pre-competitive/DevelopnrLent, Pre-school, and/or Recreation, classes at one time, although realistically we will offer rLo more than three classes at any one time in the afternoon or evening due to the equipment avail ability and demand. 4.) The Team Program consists of our competitive athletes who train seven to twenty-five hours per week. Their scheduled workouts are in the afternoons and evenings, between the hours of 3:30 and 9:00 p.m., and on Saturdays. This program includes all of the "Team" levels on the schedule. The maximum student to teacher ratio for these levels is nine athletes to one coach. Since team workouts last up to five hours, carpooling is common and parents rarely stay and park. The gym set-up would allow us to hold four team workout groups simultaneously, with one coach for each group of up to nine athletes, in addition to the four or five Recreation, Pre-school, and/or Pre-competitive classes. 5.) Our Birthday Parties will be available on Saturday afternoons, after classes and team workouts, and on Sundays. The facility could accommodate parties of up to sixteen children, although the panties typically consist of ten to twelve kids. Birthday parties would be offered for children aged four and above, but most parties are for children aged six to nine. The parents of the birthday child stay for the party, and parents of younger children also tend to stay. Parents of children aged six ane. above often drop off and pick up their children before and after the party. 6.) Special Events include gymnastics competitions hosted at the facility. These competitions would take place on the weekends only, from 3:00 a.m. (requiring set-up as early as 7:00 a.m.) to 11:00 p.m. The competitions, also called meets, consist of three or four competition sessions each day. Approximately forty g}mmasts and five coaches participate in each session. We anticipate two parents or family members to attend in support of each gymnast. There is typically a short break scheduled between sessions for coaches working multiple sessions. This break would also Aeviate any traffic congestion or parking issues. We have submitted a class and training schedule which we feel is realistic to attain in the next two to three years. I have also included, with this letter, class and workout schedules for the individual programs demonstrating the maximum we expect to schedule for each program in the long term. This is meant to be used along with the glass and training schedules provided to paint a picture of the gymnastics training center's business model and the implications on the neighboring businesses. The gymnastics training center plans to provide several different categories of services for a range of customers/clients: The Pre-school school Program includes Gym Explorers, Kindergym, Mini-Mites, Mighty Mites, and Dynamites classes. These classes wilt be held primarily in the morning and early afternoon for children aged twelve months to five years, with a few evening options for working parents. The student to teacher ratio for these classes is six to one. Parents take class with their children in the Gym Explorers and Kindergym, so parents would definitely be present for these classes. When a child turns 3, he/she moves into Mini-Mighty, where he/she takes class independently from parents. In general, parents do stay and watch these classes for young children. In the mornings and early afternoons, we would typically hold one class at a time, but potentially would hold three classes simultaneously. The classes are usually scheduled with five minutes between classes. If needed, the classes could be staggered with a greater interval to alleviate traffic or parking issues. 2.) The Recreation Program is our primary program with classes for Students aged six to eighteen. These classes, including Beginner, Advanced Beginner, Intermediate, Advanced Intermediate, and Advanced will be held primarily in the afternoon hours between 3:30 and 8:30 p.m. The student to teacher ratio ibr these classes is eight to one. The Pre-competitive Program will include scheduled cla:.ses in the afternoons and evenings, from 3:30 to 8:00 p.m. This program includes all of the "Devil" (for development) levels and. Pre-Team. The Devo classes ar,- for gymnasts ranging in age from four to nine. Although these gymnasts are young, t.iey attend class two to four times per week and are accustomed to being in the care of their coaches, so most parents do not stay and watch these classes. The Pre-Team students are typically aged nine to twelve. The student to teacher ratio for these classes is si;ven or eight students to one coach, depending on the level and age. We potentially could hold five classes simultaneously of Recreal ion, Pre-school, and/or Pre- competitive classes combined, although realistically will offer no more than three classes at any one time in the afternoon or evening due to the equipment availability. 4.) The Team Program consists of our competitive athletes who train seven to twenty-five hours per week. Their scheduled workouts are in the afternoons and evenings, between the hours of 3:30 and 9:00 p.m., and on Saturdays. This program includes all of the "Team" levels on the schedule. The student to teacher ratio for these levels is nine athletes to one coach. Since team workouts last four to five hours, carpooling is common and parents rarely stay and park. The gym set-up would allow us to hold four team workout groups simultaneously, with one coach for each group of up to nine athletes, in addition to the four or five Recreation, Pre-school, and/or Pre-competitive classes. 5.) Our Birthday Parties are available on Saturday afternoons, after classes and team workouts, and Sundays. The facility could accommodate parties of up to sixteen children, although the parties typically consist of ten to twelve kids. Birthday parties would be offered for children aged four and above, but most parties are for children aged six to nine. The parents of the birthday child stay for the party, and parents of younger children also tend to stay. Parents of children aged six ar d above often drop off and pick up their children before and after the party. 6.) Special Events include gymnastics competitions hosted at the facility. These competitions would take place on the weekends only, from 8:00 a.m. (requiring set-up as early as 7:00 a.m.) to 11:00 p.m. The competitions, also galled meets, consist of three or four competition sessions each day. Approximately forty gymnasts and five coaches participate in each session. We anticipate two parents or family members to attend in support of each gymnast. There is typically a short break scheduled between sessions for coaches working multiple sessions. This break would alsa alleviate any traffic congestion or parking issues. We have submitted a class and training schedule which we feel is realistic to attain in the next two to three years. I have also included, with this letter, class and workout schedules for the individual programs demonstrating the maximum we expect to schedule for each program in the long term. Because the facility is one of eleven businesses sharing parking on a single property, the site will be conditioned under the use permit to secure a minimum number of parking spaces from the property owner. Subsequently, the City's Senior Transportation Engineer conducted parking study, dated December 8, based on information included in the October 20 submittal. Based on the study, which looked at the arrival and departure of vehicles within 5-minute increments, the peak parking demand occurred at 430PM on Monday, with the peak demand being 25 spaces. The applicant provided a revised class schedule on December 18, 2008. The hours of operation are significantly different and somewhat longer than those included in the October 20 submittal. The parking study therefore no longer reflects actual hours of operation, and the peak parking demand could be larger than that concluded by the existing study. In order to meet the December 20 deadline for the January 13 Planning Commission meeting, Public Works has used a modified approach to determine parking needs for the revised schedule. The distribution of class schedules was plotted on a chart to determine the: time that the maximum number of classes would be starting, in session, or ending at a given time. Based on the distribution, there are two peak periods (Tuesday at 50OPM and Friday at 530PM) when there are a total of thirteen classes occurring at these times. In comparison, the peak demand determined in the original traffic study was at 430PM on Monday, when a total of seven classes were present. Prorating the number of spaces required for seven classes (25 spacers) to the new peak of thirteen classes results in a peak demand of 46.8 spaces, rounded upward to 47 spaces. The increase (3.6 spaces/ class) is comparable to the parking needs for one class used in the previous traffic study, which \vere three students and one teacher per class staying for the duration of the class.
