DESCRIPTION: During the month of October 2008, three (3) select elementary schools in the Tri-Valley Area promoted alternate methods of getting to and from school through participation in the "Walk `n' Roll to School" program. Dougherty Elementary School represented the City of Dublin in this pilot program, which was jointly sponsored by the Bay Area Air Quality Management District (BAAQMD) and Kaiser Permanente. The program encouraged walking and biking to school as opposed to being dropped off in a vehicle, leading to benefits such as an increase in youth health and exercise and a reduction in vehicular traffic at the schools. The program was promoted with a school assembly featuring Mayor Lockhart, Councilmember Hildenbrand, and members of Dublin Police Services, as well as two morning breakfast events organized by the Parent Faculty Club. Giveaways for Walk `n' Roll participants included reflective decal stickers and water bottles. The City of Dublin also created a "Safer Routes to School" map showing the safest ways to walk or roll to Dougherty Elementary, which was presented to the school. Approximately 37% of the student body (197 students out of 535) registered for the program; of those registered, 106 students also turned in their calendars (BAAQMD qualification for "fully participating" in the program). The participation quantities in Dublin were the highest of the three participating cities, and Dougherty Elementary saw an overall 6% increase in walkers and bikers in a survey conducted before and after the campaign. All students who participated in the Walk `n' Roll to School program were entered in a raffle for a variety of prizes. Members of the Tri-Valley Air Quality Resource Team will review the results of the program and determine if there is sufficient funding in the team's FY 2009-2010 budget to continue the program or possibly expand it to additional schools. . RECOMMENDATION: Staff recommends that the City Council recognize Dougherty Elementary School for its outstanding participation in the "Walk `n' Roll to School" program. Page 2 of 2
