RECOMMENDATIO~ FINANCIAL STATEMENT: Authorize Staff to advertise for bids. The project costs are budgeted in the Capital Improvement budget and in the Street Maintenance Operating Budget. Funding is derived from the General Fund, Gas Tax, Measure B, and SB 300 funds. The total project budget is $ 371,019. A breakdown of project costs and funding sources is shown on Exhibit 1. The final allowable percentage for SB 300 funding is 5.88% instead of the 10% budgeted. Based on actual bids received, a budget adjustment will be needed to increase the General Fund contribution to make up for the SB 300 shortfall. DESCRIPTION: This contract consists of the overlay Capital Improvement Project, as well as the repair for the overlay streets and for the Annual Slurry Seal program. The 1995-96 Annual Overlay consists of removing and replacing failed asphalt concrete to a depth of 4" and resurfacing the street with a l~l/2-inch overlay of asphalt concrete. Reinforcing fabric will be used prior to the overlay in order to prevent cracks from reflecting through the new overlay. Streets to be repaired and overlaid under the 1995-96 program are: Cedar Lane Spruce Lane Eden Street King Way Village Parkway - (between Dublin Blvd and AVB) Hemlock Street Poplar Way Hickory Lane Prince Drive Post Road Hyde Court Dougherty Road (from Southern Pacific right-of-way to Amador Valley Blvd COPIES TO: ITEM NO. g:\overlay\overlay\agsta uth The Dougherty Road overlay is proposed to be constructed with the ISTEA project to widen Dougherty Road and is not a part of this contract. This contract includes provisions to raise the median curb height along Village Parkway. This construction is necessary to keep frompaving to the top of the curbs which allows motorists to drive up onto the medians. It will also help facilitate this and future overlay projects. Notices will be sent out prior to the beginning of work in order to advise business owners and residents of the work to be performed. It is recommended that the City Council authorize Staff to advertise for bids. The Dougherty Road overlay is estimated at $70,000. ** Actual SB300 funding has been set at 5.88% instead of the 10% budgeted. The eligible project cost for SB300 matching is $330,269 (excludes the slurry project and engineering). The allowable SB300 money is now therefore ,$330,269 x 5.88% = $19,420
