Accept improvements under Contract 96-08; authorize
payment of $720.00 to Valley Crest Landscape, Inc. for their
final invoice and release retention in the amount of
$41,340.11 after 35 days if there are no subcontractor claims.

The total project costs exceeded the budget by $3,280.17, however the costs for this fiscal year exceeded
the fiscal budget by $6,672.90. Increase in costs for this year is due to the carry over costs from the 1996-
97 fiscal year. The previous year's costs were less than budgeted and that difference carried over to this
fiscal year. New appropriations from Park Land Dedication Funds are required to match the budget for
this fiscal year.
DESCRIPTION: On November 4, 1996, the City Council awarded the Mape
Memorial Park Renovation Contract to Valley Crest Landscape, Incorporated. This project renovated the
existing park landscaping and upgraded play facilities.

As approved for bid in September of 1996, this project implemented the following improvements: 1)
Separate younger and older play areas with handicapped accessible equipment and surfacing; 2) Installetl~
new park furniture including benches, trash receptacles and picnic tables; 3) Constructed two small picnic
areas; 4) Constructed a concrete walkway encircling'the park; 5) Upgraded park lighting; 6) Constructed
a sand volleyball court; 7) Constructed restroom building; 8) Enhanced shrub and tree planting. The
original contract included an optional pedestrian bridge as a part of the bid. This option was taken out due
to fmancial limitations of the project, however, bridge construction is slated for fiscal year '97/'98.
Ail work has been completed as per City plans and specifications. Staffrecommends Council accept
improvements under contract 96-08 and authorize payment to Valley Crest Landscape, Inc.

resulting in an equal amount of unbudgeted expenditures in 1997-98.
