FINANCIAL STATEMENT: Adequate funds are included in the 2002-2003 Budget to fund this
project. Allowing fora 10% contingency, the total project cost,
including presentation upgrades is $132,500. The total cost of the
project can be reduced by $34,106 by eliminating the presentation
upgrades. The Budget for the cablecast system is approximately
$13550000
BACKGROUND:
At the November 20, 2001 City Council Meeting, the City Council authorized Staff to issue a Request for
Proposal (RFP) for the installation of a cablecast system to include wall mounted cameras and video
control equipment.

Since that time, the City Council has also authorized a related project that would install broadcast lighting
in the Council Chamber. At the September 3, 2002 Council Meeting, the City Council authorized Staff to
advertise for bids for the lighting project. It is anticipated that the contract will be awarded at the
November 5, 2002 City Council Meeting. Staffhas timed the projects so that the cablecast contractor can
be available to help coordinate the lighting and electrical work. Additionally, in order to accommodate the
new control room equipment, Staffhas hired N.V. Heathom to make minor modifications, including the
installation of a door and permanent wall in the alcove located behind Staff seating at the City Council
Chamber dais.
DESCRIPTION:
On August 2, 2002, Staff issued an RFP for the cablecast system. Staff worked closely with Tri-Valley
Community Television (CTV) Staff to develop the RFP, which included descriptions of the desired
functions and capabilities of the system. The intent of the RFP was to evaluate the experience and
expertise of the companies and determine which proposal best met the needs of the City at the lowest cost.
A formal sealed bid process was not required because of the technical nature of the project. Specifically,
the City's Purchasing Ordinance allows for an exception to the standard sealed bid process "When a
purchase involves goods of a technical nature, where it would be difficult for a vendor to bid on a standard
set of specifications, the Purchasing Agent shall undertake a thorough review of known products and a
comparison of features which would most closely meet the City's needs at the least cost." In Staff opinion,
the project falls in this category because of the unique technical nature of the project.
The RFP was issued to six companies with four responding. The following is a list of the respondents with
corresponding proposal costs:

As shown above, there was a considerable variance between the proposals. In order to better understand
the proposed systems and equipment, Staff invited all four companies to the Civic Center to explain their
proposals and equipment selections. City and CTV Staff conducted the interviews. Specifically, Staff
looked for a company that understood the City's needs and the specific requirements ora Council
Chamber broadcast system. After the interviews and subsequent follow-up with references, it became
apparent that VMI had the required experience and expertise, and had proposed a system that best met the
needs of the City at the lowest cost. Several of the other proposals included equipment not designed or
required for a Council Chamber setting and/or had a much greater portion of the project costs dedicated to
design and installation. VMI has designed and installed many City Council Chamber cablecast systems in
the Bay Area including the Cities of Pleasanton, Walnut Creek, Hayward and San Francisco. A complete
list is included in the proposal (Attachment 2).
Following the interviews, City and CTV Staff visited VMI offices in Sunnyvale to test the proposed
cameras and control equipment and discuss the project in more detail. After viewing the proposed system,
it was evident to City and CTV Staff that while the proposed system was adequate, upgrades to several of
the components would greatly enhance the quality of the system. Based largely upon the recommendations
of CTV, Staff requested that VMI modify their proposal to include upgraded cameras, lenses and pan/tilt
equipment. The upgrades are recommended to improve the quality of the broadcast and reduce the sound
associated with the camera movements. The new mOdified proposal increases the cost of the system by
approximately $19,642, resulting in a total system cost of $89,565.
Additionally, because the proposal was well below budget, Staff requested that VMI add additional items
to the proposal, based on a needs assessment of all City departments that would improve audio/visual
presentations made during Council Meetings. Specifically, Staff requested that VMI submit a proposal
that would enable Staff to operate the presentation equipment from the Staff lectern and eliminate all
visible cables and wiring. Another key element was that the system retain the ability for developers,
consultant and others to make presentations from the public lectern. The intent of the proposal is to
improve the functionality and quality of the City's presentation equipment, while enhancing the aesthetics
in the Council Chamber.
The revised proposal from VMI includes the following items related to the audio/visual presentation
upgrades:
1. Locate a dedicated computer inside the staff lectern with a pull out keyboard and a flat panel
display under a glass top. This will allow Staff to operate PowerPoint presentations without
moving from the Staff lectern.
2. Purchase a new projector with throw lens mounted permanently above the staff seating area with a
custom enclosure and matching trim. This will clear the cables and wires from the floor by
permanently mounting the projector Off the ground and concealing the wiring that runs from the
projector to the presentation equipment.
3. Purchase a document camera and accompanying portable cart. Document cameras are similar to
overhead projectors in that they project an image on the screen of a document placed beneath the
lens. Document cameras however do not require transparencies because a camera is used to view
the document and display it directly on the screen. In this sense, any document or 3-D object can
be shown on the presentation screen. A portable cart is recommended for the document camera so
that it can be removed when not in use. The document camera will connect to a connection plate
that will be mounted at the Staff lectern.
4. Add electrical and audio/visual connections at the Staff and public lecterns. This will allow laptops
to be connected at the public lectern for presentations and for the document camera to be
connected at the Staff lectern. Additionally, these connections will allow the images from the
presentation equipment to be sent to the projector, and also be fed directly to the control room for
broadcast. Currently the presentations are broadcast by aiming a camera at the projection screen.
This results in a very poor quality broadCast. The proposed improvements will retain the same high
quality images that can be seen on a computer screen.
5. Locate a touch panel LCD screen at the Assistant City Manager location at the dais, to control
functions such as "blanking" the projector, selecting which presentation (Staff or public) to show
on the presentation screen, and adjusting the volume and lighting. The LCD screen can be
programmed to automate these functions. For example, one icon could be pressed that would
reduce the lighting to optimal presentation levels.
6. Purchase handheld and lavaliere wireless microphones. These can be used when individuals,
including Council members move away from or are unable to reach the existing microphones.
Allowing for a 10% contingency, the total cost of the presentation upgrades is $34,106. Including the
presentatiOn upgrades, the total cost of the proposed cablecast system is $120,455, which is within the
Budget of the project. If the Council does not wish to include these upgrades in the contract, the total
could be reduced by $34,106. VMI has also submitted a proposal to provide annual maintenance and
technical support for the equipment for $2,400 per year. The first year is included in the cost of the
system. Maintenance costs for subsequent years will be included in the annual Budget.
It is estimated that the project will take approximately four months to complete, with a completion date by
the end of January 2003. Staff anticipates that the fiber optic connection to be installed by AT&T, will be
completed by the time the system is operational, allowing live broadcasts of City Council meetings.
RECOMMENDATION:
Staff recommends that the Council determine whether to include the public presentation upgrades in this
project at a total cost o£$34,106 and either; 1) Adopt the Resolution (Attachment 1) awarding the base
Contract to VMI Inc. and authorize the City Manager to execute the Agreement; or 2) adopt the
Resolution (Attachment 2) awarding the Contract to VMI Inc. including public presentation upgrades and
authorize the City Manager to execute the Agreement.

RE: Proposal for Council Chamber Broadcast System
VMI Inc. is pleased to offer the City of Dublin the following proposal for supply and installation
of a new broadcast system. VMI has been in the business of supplying broadcast and industrial video
systems for over 27 years in the bay area. We have turnkeyed systems of various kinds for many of the top
industry leaders as well as many of the City Councils Chambers throughout the area. A list of references for
City Council Chambers is attached. Throughout our extensive history in this area, we have always tried to
come up with new and better ways to supply our customers with technologies that are both solid and
reliable. We have also prided ourselves on our abilities to service and support our customers on an ongoing
basis. Many of our customers are those which have been with us for years and will be for years to come.
As outlined in your RFP, we have paid particular attention to those needs stated. We also observed
during our walkthrough on August 9~, that there should be consideration given to the fact that there may be
little space from which to operate this new system. With that in mind, it is our intent to offer the city a
tightly integrated, low profile, easy to use format. At the heart of this is the AIvlX system used for operation
over the cameras. It will give smooth operation over the Pan/Tilt head along with presets and full CCU
control over all aspects of the cameras. This system also includes a controller designed for other operations
other than just the cameras. Included would be control over any switchers or matrices and VCRs. This
means that entire system can operate form one interface. This does not however eliminate the ability to
manually override the control system to allow manual control over any of the components individually.
This system could also grow in the future to support other aspects of the council chambers to include such
thir~gs as lighting, in-house volume controls, presentation source selections, screen and projector to mention
a few. There is also the ability to link these controls via I.P. across your computer network if programmed
to do so.
· The system proposed is currently in use'at both the Capitola and Watsonville Council Chambers.
AMX systems have been in operation at other installs such as City of San Mateo, City of Hayward, city of
Walnut Creek and City of Milpitas. We would be happy to demonstrate the capabilities of such systems as
requested..
It would be our intention to supply a 70" vertical rock to be located in front of the cupboard at the
end of the halUarea proposed for the operators. All equipment will be rack mounted in this,unit, including '
the existing Amp and audio mixers. A custom counter work surface will be mounted off the rack to allow
for a much room as necessary to accommodate both the system controller touch panel and keyboard and
mouse for the character generator. LCD and CRT preview/program displays will be mounted directly in
front of the operator, at an appropriate height to insure best viewing angles. Other equipment (matrix, scan
converter) will be mounted within reach of the operator for manual operation ffnecessary. Ail other
equipment outlined for the functionality requested is itemized in the following equipment list.

All VMI systems come with a comprehensive one-year warranty (excluding nurmal wear or tear).
VMI is a warranty service station for many of the components/n the system and is an author/zed dealer
for all products listed. VMI will handle any warranty (either Manufacture's or VMI contract) issues in
house unless instructed by manufacture to do otherwise. Outside Service can generally be performed
within a 24 hour time period. Phone support is always available same day. In house service can generally
be done within 3 days, depending on parts availability from manufacture, if needed. In some cases, VMI at
its discretion, may loan equipment to the end user if unexpected or anticipated delays occur.
A 2nd year contract is offered as a quarterly visit plan. Site visits would be performed every 3
months to ensure proper calibration and alignment of components in the system along with functionally of
the system as a whole. Phone support would be available from 7:00am to 9:00pm Monday through Friday.
Next day emergency service would be available at the rate of $110. Per hour. Phone support is at no
charge during the contract period. The second year contract for this system is as follows:

Included below is a revision to our previous proposal to included or exclude those items we
discussed. The basic system philosophy is the same some items have been added to include those
capabilities we talked about. I have highlighted the changes in bold. I have the Sony DXC-990 cameras
and the newer AMX PT-15 Pan/Tilt heads quoted now. The cameras, lens and pan/tilt heads did come to,
about $1,000 increase on each of these items. I do believe that, although the newer PT-15 is quieter and
smoother the PT-10 is still an extremely quite and good unit as well. I found that SCALA is still offering
the low cost IC Designer software, so I have quoted you on that. You may upgrade to their Designer 3
(scheduling capabilities) at a later date for $1,200. You can go on ~,~wvw.scal.a.com, go to downloads, and
get a working 30-day trail for free, if you wish.
We have also included, under a separate total, additions to the current presentation system to allow
for more functionality and ease of use. A millwork estimate is listed to cover modifications to the existing
staff lectern and public's podium along with a custom enclosure for the new projector. It's our intent to
have minimal impact on the existing architecture and be in keeping with the current conditions and
aesthetics. Electrical will need to be added for the new projector, podium and staff lectern locations. We
would work along side the electrician or any other contractors you may employ to guarantee proper
placement and voltages reqUked for these additions. Please feel free to contact me with any questions or

All VMI systems come with a comprehensive one-year warranty (excluding normal wear or tear).
VMI is a warranty service station for many of the components in the system and is an authorized dealer
for all products listed. VMI will handle any warranty (either Manufacmre's or VMI contract) issues in
house unless instructed by manufacture to do otherwise. Outside Service can generally be performed
within a 24 hour time period. Phone support is always available same day. In house service can generally
be done within 3 days, depending on parts availability from manufacture, if needed. In some cases, VMI at
its discretion, may loan equipment to the end user if unexpected or anticipated delays occur.
A 2nd year contract is offered as a quarterly visit plan. Site visits would be performed every 3
months to ensure proper calibration and alignment of components in the system along with functionally of
the system as a whole. Phone support would be available from 7:00am to 9:00pm Monday through Friday.
Next day emergency service would be available at the rate of$110. Per hour. Phone support is at no
charge during the contract period. The second year contract for this system is as follows:
