The first process, Remove and Replace, is used in instances where the offset is more significant or where tree roots are causing the problem. This procedure requires removal of the existing sidewalk, and in the case of root problems, removal of the tree roots, installation of a root barrier to mitigate future problems, and then replacement of the concrete sidewalk. The second process has been to grind the concrete for less severe offsets. This vear. our inspectors have identified a number of locations where the settlement of curbs and gutters is causing the ponding of runoff water. These curb and gutter problems are quite often adjacent to offset sidewalk areas and contribute to deterioration of the service life of the roadw:ay. Staffis proposing to COPIES TO: ITEM NO. ~ g:mnlcpro ,sidewalk\agstauth forego the grinding portion of the program and only let one contract, which will include the removal and replacement of offset sidewalks, as well as the repair of curbs and gutters. While maintenance of sidewalks and other frontage improvements is legally the responsibility of the prix'ate property ox~er, the City Council has adopted a City'-paid sidewalk repair program on a year-by- year basis since 1983. At the budget hearing for Fiscal Year 1996-97, the City Council agreed to extend the CiD--paid repair program for an additional year. In addition to the Sidewalk Safety Program work in this year's construction contract, it is proposed Io install sidewalks in the Civic Center parking lot planter strips and in an area of Stagecoach Park. Both of these locations have landscaped areas which are being used as walkways. Staff recon:trnends that the City Council adopt the resolution establishing the City-paid sidewalk repair policy for Fiscal Year 1996-97 and authorize Staffto advertise for bids for the Annual Sidewalk Safety Repair Program.
