INTRODUCTION
The Study Session is not a formal public hearing on the subject, no action by the Commission should be
taken. The format of the Session will include an informal presentation by staff, followed by an informal
discussion between Staff and the Planning Commission. It is the goal of Staff to obtain the consensus of
the Planning Commission on this subject and return to the City Council for final direction on any
ordinance changes.
BACKGROUND
Single-family developments are now characterized by narrower lots and narrower streets that allow
parking on only one side. This results in fewer on-street parking spaces than traditional single-family
developments in the past. The City has received complaints that condominium developments do not
provide sufficient resident and guest parking spaces. The City Council therefore has become concerned
that residential developments do not have sufficient numbers of parking spaces. As a result, the Council
has applied parking standards that require more parking than the existing parking regulations require. For
example, one bedroom condominiums are required by the Parking Regulations to have one
covered/garaged parking space plus one-half guest space. The City Council is requiring two parking
spaces and one full guest space per unit. Single family homes are required by the Parking Regulations to
provide two garaged parking spaces. The City Council has directed that the units also provide one guest
parking space within 150 feet of the unit. Examples of such projects are shown below.
Apartment projects
The City has approved three apartment projects, Archstone (Villas at Santa Rita), JPI and Park Sierra.
The Archstone project required 1.8 parking spaces (one covered space and .8 unreserved/guest space) per
unit and the JPI project required 2 parking spaces per unit and the Park Sierra project required 2 parking
spaces per unit.

Condominium projects
The California Brookside Condominiums provided two garaged spaces per unit plus one-half guest
parking space. The Toll Brothers Condominiums provided two garaged spaces per unit plus one guest
parking space.
Single-family projects
The SummerGlen, Toll Brothers, Dublin Ranch Phase I, and Starward Drive developments provided two
parking spaces per dwelling unit plus one guest on-street parking space within 150 feet of the dwelling
unit.
The charts below will show the existing regulations, the current direction of the City Council and an
alternative option the Planning Commission might wish to discuss (changes from the existing Parking
Regulations are bolded and italicized):
