The base bid plas a 10% contingency is $67,287.33 which exceeds the.funds
budgeted for the improvements by $20,537.33. In order to award the bid, an
additional appropriation in this amount )~om the Park Dedication Fund Reserve
is required
DESCRIPTION: At the August 5, 1997 meeting of the Dublin City Council, the
Council authorized Staff to advertise the Heritage Center Parking Lot project for bids. The project
includes the construction of a paved parking lot with asphalt concrete, striping for 'parking space~,
irrigation and electrical conduit for future landscaping and fighting, concrete driveway, and removal of
existing asphalt sidewalk on DoBlan Way and replacement with a City standard concrete sidewalk.
The City received four bids for the project (see attached bid summary). The low bidder was Bay Cities
Paving with a base bid of $61,170.30. Staff recommends including a 10% contingency, which brings the
total funds needed to $67,287.33.
Also at the August 5, 1997 meeting, the Council directed Staff to investigate the feasibility of building a
bridge across the creek to provide aeeess fi.om the Heritage Center to the property that is owned by the
Dublin Historical Preservation Association and leased to E. Clampus Vitus. Due to the number of other
high priority projects, Slaff has not yet completed their evaluation of the feasibility of the proposed
bridge; it is anticipated that a report will be brought before the Council in October. It should be noted,
however, that installation of a bridge at a later date will most likely result in the loss of a minimum of
two parking spaces and require the reconfiguration of the southwest comer of the new parking lot.
Staff has reviewed the low bidder's proposal and checked with references, and recommends that the City
Council adopt the resolution awarding Contract 97-10 to Bay Cities Paving. Further, it is recommended
that the City Council approve the Budget Change Form attached in Exhibit B which will provide for an
additional appropriation from the Park Dedication Fund Reserve in the mount of $20,537.33.

A RESOLUTION OF TgiE CITY COUNCIL
OF THE CTrY OF DUBLIN
AWARDING CONTRACT NO. 97-10
HERITAGE CENTER PARKING LOT
TO
BAY CITIES PAVING
WHEREAS, the City of Dublin did, on September 8, 1997, publicly open, examine, and declare
all sealed bids for doing the work described in the approved Plan~ and Specifications for Contract No. 97-
10, which Plans and Specifications are hereby expressly referred to for a description of said work and for
all particulars relative to the procecAings under the request for bids; and
WHEREAS, said bids were submitted to the City F~ngincer, who has reviewed the bids to
dete~n~ine the lowest bid which was responsive to the requirements of the bid documents; and
NOW, TI:IEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award Contract No. 97-10 to the lowest responsible bidder therefor, to wit, Bay Cities Paving, at a
base bid of Sixty One Thousand, One Hundred Seventy Dollars and Thirty Cents ($61,170.30) the
particulars of which bid are on file in the office of the City Engineer.
PASSED, APPROVED, AND ADOPTED this 16th day of September, 1997.
