RECOMMENDATION:
Continue the item until the next Planning Commission
meeting on July 27, 1999, at the request of the Applicant.
DESCRIPTION:
The Oakland SPCA of Alameda County is requesting approval for a new 21, 313 square
foot animal facility to serve the Tri-Valley area. The facility would provide a low cost
spay/neuter clinic, public education and animal placement services. The facility would
be located on the northwest comer of Gleason Drive and Barnet Boulevard.
The proposed project would be located within an 'A' Agricultural Zoning District within
the Eastern Dublin Specific Plan. The 'A' agricultural zoning regulations require that
establishments providing services related to animals obtain a Conditional Use Permit.
Site Development Review approval is required for the new building, site design,
landscaping, parking and signage.
The Development Agreement is required by the Eastern Dublin Specific Plan. Items
included in the Development Agreement include, but are not limited to, the financing and
timing of infrastructure; payment of traffic, noise and public facilities impact fees; and
general provisions.
