HomeMy WebLinkAboutReso 042-83 Interstate$Rt17RESOLUTION NO. 42 - 83 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN RELATED TO THE USE OF 4R INTERSTATE FUNDS FOR STATE ROUTE 17 WHEREAS, State Route 17, the Nimitz Freeway, is a vital element of the transportation system on the easterly side of the San Francisco Bay; and WHEREAS, said freeway serves as the major freeway access for the delivery of goods to and from the U. S. Coast Guard Facility on Government Island, U. S. Naval Air Station at Alameda, the Naval Supply Center-Alameda Facility and Naval Supply Center-Oakland Facility, the Oakland Army Base and the Port of OaKland; and WHEREAS, access to the above named facilities is vital to the national defense~ and WHEREAS, that portion of State Route 17 from Route FAI-80 near the San Francisco Bay Bridge to Route FAI-280 in San Jose has been included in the Interstate System as "non-chargeable mileage" under Section 139(a) Title 23, U. S. Code; and WHEREAS, State Route 17 is in serious need of resurfacing, restoration, rehabilitation, and reconstruction; and WHEREAS, present law prohibits the use of Interstate Rehabilitation (IR) Funds for resurfacing, restoration, rehabilitation or reconstruction of sections of the Interstate System classified as "non-chargeable mileage'; and WHEREAS, California has 92.7 miles of "non-chargeable mileage"; and WHEREAS, there are 514 miles of "non-chargeable mileage" in the Interstate System in states which would Oenefit from being eligible for the use of IR Funds. NOW, THEREFORE, BT IT KESOLVED that the Dublin City Council does and it hereby approve requests the Congress of the United States to adopt legislation to allow for the use of IR Funds on "non-chargeable mileage" routes as designated in Section 139(a), Title 23, U. S. Code; and BE IT FURTHER RESOLVED that this City Council does and it hereby requests the California Legislature, the California Department of Transportation, the County of Santa Clara, the Metropolitan Transportation Commission, and the Cities in Alameda and Santa Clara Counties to encourage and support efforts and to take such action as may be necessary to achieve legislation whereby the Interstate Highway mileage designated under Section 139(a), Title 23, U. S. Code will qualify for IR Funds; and BE IT FURTHER RESOLVED that this City Council does and it hereby directs the City Manager to forward copies of this Resolution to the State Assemblymen and Senators representing Alameda and Santa Clara Counties, to the California Congressional contingent in Washington, D.C., to the Counties of Alameda and Santa Clara, to Caltrans and such other offices and agencies which may be interested.
