A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
RESOLUTION APPOINTMENT OF
CITY MANAGER
WHEREAS, the City Council has made an offer of employment
as City Manager to Richard C. Ambrose; and
WHEREAS, Mr. Ambrose has accepted the offer of employment;
NOW, THEREFORE, BE IT RESOLVED that Richard C. Ambrose is
appointed City Manager effective May 1, 1982, according to terms
of employment in a letter of agreement which is attached to and
made a part of this resolution.
PASSED, APPROVED AND ADOPTED this 5th day of April, 1982, by
the following vote:

Dear Mr. Ambrose:
Pursuant to our interview with you March 22, the City Council makes an
offer of employment as City Manager to you according to the following terms:
1. The starting salary will be $40,000.
2. The City will enter into an agreement with the Public Employees
Retirement System in order to provide a retirement program, the employer-
employee costs to be shared in the customary manner provided for by PERS.
3. The City will provide, at City cost, health and dental insurance
benefits for you, your wife and your children, on a reasonable basis, in
a plan to be approved by the City Council.
4. Annual leave of 22 days for vacation, illness or any other reason
will be provided to you without carryover of' unused leave from one year to
the next. ·
5. A monthly expense allowance of $250 will be provided for the use of
your car for City business and for membership dues in professional, civic or
service organizations. In addition, actual and necessary expenses for travel
or for attendance at meetings of professional organizations related to City
business will be reimbursed, including mileage at a rate per mile to be
fixed by the Council.
6. The City will reimburse you for the one time.cost of moving your
family and your possessions from La Canada Flintridge to Dublin.
7. After your appointment but before you assume your duties as City
Manager, the City will pay you for professional assistance at the rate of
$325 per day plus travel expenses for times when your assistance is requested
by the City.
8. In the event that the City Council terminates your employment for
reasons other than acts involving moral turpitude, the City shall pay a sum
equal to 30 days salary. Similarly, the City Council will require 30 days
notice if you resign.

9. There will be an evaluation of your performance by the City Council
at the end of the first six months of your employment and at least annually
thereafter.
10. Provided you accept this offer of employment so the City Council is
able to appoint you as City Manager at its regular meeting April 5, 1982,
the appointment shall be effective May l, 1982.
ll. The terms of this offer of employment shall be set for. th in an
a§reement prepared by the City Attorney and signed by you and the City Council.
If these terms of employment are satisfactory, please sign below and
return one copy of this letter as soon as possible.
