District (NPID). This stage includes full construction of the
Stoneridge Drive/I-680 interchange and auxiliary lanes, $14.1 million on
the Hacienda Drive/I-580 interchange, and $6.9 million on the Santa Rita
Road/I-580 interchange provoding full freeway service at the completion
of Stage 1, as required by FHWA and Caltrans. Additional funds for the
remaining stages would be raised from other sources including assessment
and benefit districts.
The proposed project is included in the 1987 State Transportation
Improvement Plan (STIP). Construction is planned to begin in the summer
of 1988. Currently, it is expected that construction of the Stoneridge
Drive/I-680 interchange would begin first. Immediately after
construction of this interchange, the other two interchanges will
undergo construction at the same time."
2) There is reference to the extension of Dublin Boulevard in the report
(Page 2-5 - excerpt below); however, the improvement drawing exhibits and text
assume that a temporary frontage road following generally along the existing
private road adjacent to and just north of I-580 from Tassajara Road to
Scarlett Court would be built.
"It is expected that Dublin Boulevard Extension and other arterial
roadways in the Dublin area north of I-580 gill be constructed prior to
the Hacienda Interchange design year of 201C, and very likely earlier.
In the event that the Dublin Boulevard Exter.sion is not constructed at
the same time that the. Hacienda Interchange is to be built, improvements
to the existing frontage road north of I-58C will be constructed
concurrent with the Hacienda Interchange. This will provide a
continuous roadway between Dougherty Road and Tassajara Road on an
interim basis until the Dublin Boulevard Extension is complete. The
improvements will include new roadway segments on both sides of Hacienda
Drive near the interchange and connection of the frontage road across
the old Southern Pacific Railroad Right-of-Vay. Modifications to
Dublin's City Corporation Yard may also be necessary to accommodate the
frontage road."
The Federal Highway Administration is requiring that an arterial road parallel
to I-580 be under construction before the NPID can proceed with the
construction of the Hacienda interchange. NPID and Caltrans have assumed that
the development of a plan line for extending Dubl;.n Boulevard to Tassajara
Road cannot be accomplished to accommodate the tine frame associated with the
construction of the Hacienda interchange (early 1990). Based on this
assumption, they are proposing to develop the existing frontage road along
I-580 which would connect with Scarlett Court. The development of this
frontage road would require the relocation of the City's Corporation Yard,
impact the full utilization of those properties north of I-580 in the
immediate vicinity of the interchanges, and require the expenditure of funds
for roadway improvements which may be abandoned in the future.
Staff feels that to build this temporary frontage road would be a waste of
money if the Dublin Boulevard Extension can be constructed in the same time
frame as the two interchanges. The authorization to develop an alignment for
the Dublin Boulevard Extension between the Southern Pacific Railroad Right-
of-Way and Tassajara Road is on this City Council agenda, and it is
anticipated that the Dublin Boulevard Extension read alignment between
Dougherty Road and the Southern Pacific Right-of-Way will be scheduled for a
Planning Commission hearing in early March.

t? Staff's comment to this report is to have Caltrans take into account and aid
.? the development of the Dublin Boulevard Extension to negate the construction
of the temporary frontage road. This aid could b-? in the form of transferring
the cost of the temporary frontage road to the Dublin Boulevard Extension
and/or lending Dublin money against future develo,.)ment assessments or
contributions for the improvement.
It should be noted that. Staff has been having dis?2ussions with the Army and
with Alameda County Staff regarding alignment and acquisition of the right-
of-way for Dublin Boulevard.

- portation demands. Caltrans proposes to coistruct
a new interchange at Stoneridge / 1-580 at he site
of the existing interchange, constructs a ne•v inter-
change at Hacienda Drive/1.580, modify thr Santa
Rita / 1.580 interchange, and construct aux liary
tones on 1$80 between Santa Rita Road an3 Hopyard
Road and on 1.680 between Stoneridge Ro+d and
the 1.580 / 1.680 interchange.
WHY THIS Caltrans has studied the effects this project might

not significantly affect the quality of the environ-
ment. The report that explains why is collet a
Negative Declaration and Its companion, an Envi-

Subject: Comments to Environmental Assessment Report for New and
Improvements to Interchanges Near the I-580/1-680
Interchange
Dear Mr. Bachtold,
The Dublin City Council has reviewed and discussed the
subject Draft Environmental Assessment Report and makes the
following cozmnents :
1) Whereas there is mention of the staging of
improvements by cost on Page 2-8 of the report, there is no
detailing of actual phasing of the physical improvements. We feel
this should be addressed.
2) There is reference to the future construction of
the Dublin Boulevard Extension, which could serve as a frontage
link between interchanges along I-580; however, the report assumes
that a temporary frontage road be built: as part of the
improvements. The City of Dublin is actively pursuing an alignment
for the extension of Dublin Boulevard East of Dougherty Road, and
it is hoped that this extension could be built (if only as a two-
lane phase of the project) concurrently with the`i=Ris.truction of the
interchange :improvements. The City of Dublin would request that
Caltrans aid the development of the Dublin Boulevard Extension by
committing the monies to be used for the temporary frontage road to
the Dublin Boulevard Extension project and/or lend money for this
Extension against the future assessments or contributions from
proposed developments in the eastern Dublin planning area.
'It is the Dublin City Council's position to support
these needed freeway improvements and to see that they are
constructed as expeditiously as possible.
