Description of Project: The Project is a request for a Site Development Review for 149 single-family residences on approximately 34 acres. A Tentative Map and Stage 2 PD for the property were approved in December 2005. The project lies within the approved Braddock and Logan at Fallon Village Positano planned development north of Positano Parkway. To the north and northwest of the site lie Dublin Ranch Golf Course and Dublin Ranch Area A and due north lies land approved for single family residential uses. Land slated for single-family residential uses also is found to the east and south. Several open space parcels are included in this neighborhood for grading and buffering. Please refer to the other SDR application documents (project description, site photos) following for greater detail. 7. Discussion of Applicable Items 2. Change in view or vistas from existing residential areas, public lands or roads Views into the site from existing residential areas, public lands, and roads will change as the land use transforms from undeveloped land into urban uses. 3. Change in pattern, scale or character of general area of project As the existing mass graded and terraced building pads are transformed into urban development, the scale, character, and pattern of development at the site will increase and change. 4. Change in dust, ash, smoke, fumes or odors in the vicinity During construction, an increase in the amount of dust and fumes at the site is anticipated, though all required measures to minimize the production of dust will be implemented at that time. This period of a potential increase in dust will only be temporary. Upon completion of construction, the level of dust may be equal or lesser than the existing conditions where plowing and reaping take place. 7. Substantial change in existing noise or vibration levels in the vicinity The proposal may change existing noise or vibration levels. It is anticipated that the proposed project may, on a temporary basis, create new noises or vibrations that would affect the general vicinity during the demolition of existing structures and the construction of the project. Once constructed, the project will create noise and possibly vibration greater than currently found on the site. 8. Site on filled land or on slope of 10 percent (10%) or more The site is characterized by hillsides; thus, there are slopes of 10% or greater. Additionally, the grading that has occurred has created situations where development is on filled land. 10. Substantial change in demand for municipal services (police, fire, water, sewage, etc.) The EDSP contains financing programs and policies that address the provision of services. The Project proponents have entered into a Development Agreement with the City and other service providers, which would reflect these policies and help to ensure the rate of service provision in relation to development. Fire, police, school, and utility services were previously evaluated, and are continually evaluated by the City and affected agencies as development within the area continues. The developer has installed joint trench and main line sewer, water and storm drainpipes for the project. 11. Substantial increase in fossil fuel consumption (electricity, oil, natural gas, etc.) The construction of 149 residential units will increase the demand for electricity and natural gas over that demanded by the current vacant condition. 12. Relationship to larger projector series of projects The project represents one of the first neighborhoods to move forward within the overall Positano project. This SDR covers architecture and site plan review for Salerno 11 at Positano, as well as front yard landscaping and walls/fencing details. Other landscape related SDR items were approved as part of PA 04-040 (Braddock and Logan at Fallon Village). For more information on the area and items covered here, refer to the SDR drawing reductions in this section. A. What type of business, activity or use are you proposing? The Development Plan for the Project Area covered by this Site Development Review, hereinafter referred to as the SDR Area, proposes 149 single-family residences on approximately 34 acres and associated landscape features. The lots are a minimum 50' x 100' (Neighborhood B or Salerno). . Open space parcels are included in the neighborhoods for aesthetic and grading purposes. B. How many employees will you have or propose to have? E. Describe how the design of the project including site layout, structures, vehicular access, circulation and parking, etc. will provide a desirable environment for the future development. The Development Plan for this project proposes 149 units of Low Density Residential homes on a site sensitively graded to mimic the historical topography of the property. The lots are a minimum 50' x 100' (Neighborhood B or Salerno). The homes in Salerno II are of high-quality architecture with architectural theming elements integrated into the front fagades and wrapping around all the sides of the buildings. The massing of the buildings offers strong one story elements to the street and stepping at the sides to avoid "boxy" homes and to provide an interesting and pedestrian friendly streetscape. Landscaping within the community is generous, with street trees lining the neighborhood streets in landscape strips. All project streets and paths paralleling the street are shaded and enhanced by trees and plantings in the median, landscape strips and the areas between the paths and the community walls/units. Plantings and hndscape elements are used to create attractive community and neighborhood entries. The community walls visually unify the neighborhoods along Positano Parkway. The project lies within the southwesternmost area in the approved Braddock and Logan at Fallon Village planned development and is west of the property's open space corridor and north of the Jordan property boundary. The borders of Salerno roughly extend from Positano Parkway to Forino Drive and Montiano Lane (Streets F and G as shown on the approved Tentative Map) and from Dublin Ranch's eastern boundary to La Strada Drive (Street V), the major street for the neighborhoods north of Positano Parkway. Primary access to the neighborhoods will be via Positano Parkway. The layout of the streets will permit easy access to the future parks and school adjacent to Neighborhood A either by car or on foot. This development includes no uses with employees. C. What are the proposed hours and days of operation? This neighborhood has no uses with hours or days of operations-_ F. Is the site physically suitable for the type and intensity of development proposed? The Project Area is physically suitable for the type of residential use proposed. The hillsides of the site are best suited to lower density residential uses and few trees exist in the area. The residential neighborhoods will be sheltered from noise generated by traffic on the freeway. D. Are there any ways in which your business, activity or use have a negative effect on the health or safety of persons residing or working in the vicinity, or be detrimental to the public health, safety or general welfare. No uses that produce noxious odors, hazardous materials, or excessive noise are permitted. Any landslide areas that may potentially impact development would be avoided, stabilized or removed as required to allow for safe development. According to the Flood Insurance Rate Map, panel 115 of 325 (community-panel number 060001-0115C) for Alameda County, California, dated revised September 17, 1997, no portions of the Project Area are within the 100-year flood plain. This project's proposed land use plan is consistent with that indicated in the General Plan and Eastern Dublin Specific Plan. The project will mitigate impacts on the environment, including wildlife and its habitat. All applicable local, state and federal regulations concerning the protection of these elements will be adhered to. All traffic impacts of the Project that might affect the public, health, safety or welfare have been analyzed and mitigated for, as needed. Describe how the proposed development may impact views. The site has been mass graded. The disturbed areas transition smoothly and conform to existing slopes and required areas have been hydroseeded with native grasses and other landscaping to quickly vegetate the hillsides so no long-term visual impacts will occur. Grading has been designed to be sensitive to views from the Dublin Ranch neighborhoods, and to avoid deep gullies and razorback ridges. Views from Fallon Road along the Jordan Property will be altered by this project, as the southernmost proposed homes and slope banks will be visible to motorists as an interim condition before the development of the Jordan property obstructs views of the lower portion of the site. The site is more than 700 feet from Fallon Road, outside of the City's scenic corridor area for Fallon Road, and will not block views of the protected primary ridgeline to the north and east. Describe the physical characteristics of the site including existing slopes and topographic features. The topography of the Project Area was originally comprised of gentle to steeply rolling hills, with slopes exceeding 30% in some places. The site has now been mass graded, with infrastructure and homes beginning to be placed. The lowest elevation of the Project Area is at approximately 470 feet above sea level, while the highest elevation is at approximately 660 feet. No trees meeting the City's definition of a heritage tree exists on the properties. Non-native vegetation has been removed, as currently the site is being mass graded. I. Describe the architectural design/theme of the development including character, scale and quality of the design, and explain how the project will relate to and be compatible with the existing site and the character of adjacent buildings, neighborhoods and uses. Salerno II at Positano is envisioned as an upscale hillside residential community with four floor plans ranging in size from approximately 2,003 s.f. to 3,467 s.f. with options. Each home has been designed for distinct buyer profiles and to create varied massing to the street for a diverse streetscene. The Plan One is a one-story designed for the young or mature family, and offering a low profile to the street with a tower element to mark the entry on two of the elevations. The Plan Two maintains a low profile to the street with a strong porch element on all elevations. The Plan Three has a mid-recessed garage with down stairs front bedroom, and one level massing on the non-garage side for most of the plan depth. The Plan Four has a two-story profile, stepped at the side, with a notch in the rear yard that relates to the Great Room and Nook. Most of the plans have been designed to create usable private open space opportunities in front, as well as large rear yards. The garages have been deemphasized with architecture-forward plans, varied setbacks, 6" recesses and garage doors with varied configurations and optional glass panels. Each floor plan will have three distinct exterior elevations chosen based on appropriate massing from a palette of compatible themes found in Dublin. The styles include Cottage, French County, Italianate, Spanish and Tuscan. The use of multiple styles will increase the custom feel and diversity of the streetscene with varied roof forms, pitches and overhangs; window shapes and break-ups; shutter configurations; trim profiles; gable treatments; exterior materials; and style specific details. Each style will have two to three different color palettes for a total of 12, which will provide an additional layer of diversity to the exteriors. The quality of the architecture will be carried to the sides and rears. The quality of the forms and details and the compatibility of the styles will create a cohesive, upscale neighborhood. The homes in Salerno and Dublin Ranch Neighborhoods A6 and A7 are similar in style and size and will be visually compatible. The homes work with the grading plan, which has been designed to step and be sensitive to and mimic the pre-existing topography. The undeveloped areas around Salerno are zoned for similar housing types and will mesh well with the homes propose as part of this project. J. Describe how the landscape features have been designed so as to insure visual relief and an attractive environment for the public. Salerno will be an oasis in the rolling grasslands as it is designed to be reminiscent of rural villages of the Mediterranean. The design character for the landscape system builds upon this agrarian Mediterranean theme, emphasizing the contrast between the verdant, tree-lined streets and the surrounding dry natural grasslands. The proposed development physically and visually connects to the surrounding hills and provides pedestrian and open space linkages into these areas with open space corridors and trails. As with the architecturai styles, landscape elements have been selected to enhance and continue the Mediterranean character. Two installations of public art are associated with this project. The first art piece is located at the southeast corner of the intersection of Fallon Road and Positano Parkway at the southern end of the community entry feature. The second piece is located along Positano Parkway, where the street first enters the neighborhoods. The piece is located on the south side of the Parkway, directly south of the Semi-public parcel. The City and the project applicant have agreed upon these locations and the future art design process will follow the City's Public Art Ordinance. K. Is the proposed project located on a hazardous waste and substances site? (A list is of these sites is available in the Planning Department). An Environmental Site Assessment has been conducted on the property. According to the Assessment, there are no registered hazardous waste or substance sites known to exist on the Project Area. Copies of this report have been submitted to the City. Site reconnaissance and records review of the Environmental Site Assessment performed for the property yielded no evidence of contamination or nearby leaking underground storage tanks.
