Adopt Resolution authorizing the City Manager to propose the
implementation of necessary General Fund expense reductions to
achieve a balanced Fiscal Year 2009-2010 Budget no later than June
30, 2009.

DESCRIPTION: On March 31, 2009, as part of the City Council's Budget Study
Session, the City Manager was given specific criteria to use towards presenting a Fiscal Year 2009-2010
balanced budget. This criterion included:
• Restructure the organization to meet current and future business needs as referenced in Dublin
Municipal Code 2.04.110 (Attachment 1).
• Defer 2009-2010 General Fund Capital projects to a later year.
• Look into additional revenue sources.
In order to prepare for the necessary general fund expense reductions on July 1, 2009, certain noticing
requirements must take place before the City Council Budget Workshop scheduled for June 23, 2009. In
order to afford the City Manager the authority to implement certain solutions to achieve a balanced budget
it is necessary to adopt the attached resolution (Attachment 2).
RECOMMENDATION: Staff recommends that the City Council adopt the Resolution authorizing the
City Manager to propose the implementation of necessary General Fund expense reductions to achieve a
balanced Fiscal Year 2009-2010 Budget no later than June 30, 2009.

2.04.110 Administrative reorganization.
It shall be the duty and responsibility of the City Manager to conduct studies and
effect such administrative reorganization of services, offices, positions or units
under the City Manager's direction as may be indicated in the interest of efficient,
effective and economical conduct of the city's business. (Ord. 45-87 § 6 (E): Ord.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AUTHORIZING THE CITY MANAGER TO PROPOSE THE IMPLEMENTATION OF
NECESSARY GENERAL FUND EXPENSE REDUCTIONS TO ACHIEVE A BALANCED
FISCAL YEAR 2009-2010 BUDGET NO LATER THAN JUNE 30, 2009
WHEREAS, the current economic crisis will cause the City of Dublin's General Fund to incur a
projected revenue shortfall of at least $3 million in Fiscal Year 2009-2010, as described in reports to the
City Council on March 17 and March 31, 2009; and
WHEREAS, the City has developed a solution to achieve a balanced budget that employs both the
use of budget cuts, Capital Improvement Program (CIP) budget deferrals, potential revenue increases, and
shifting eligible costs to other sources, while minimizing the number of jobs lost through layoffs.
NOW, THEREFORE, BE IT RESOLVED that the City Manager is hereby authorized to take any
and all actions necessary to implement this solution which shall be incorporated into the upcoming Fiscal
Year 2009-2010 Budget; including, without limitation, issuing notices to employees regarding layoffs; and
BE IT FURTHER RESOLVED that the City Manager is hereby directed to undertake such actions
as may be appropriate to mitigate the loss of jobs through layoffs, including transferring qualified
individuals to other City jobs, and providing job counseling and job search assistance to affected
employees.
