G:\TRANSPORTATION~Regional\LAVTA BRT~agst_BRT_Followup.doc DESCRIPTION: On August 19, 2008, Staff introduced to the City Council the concept of Livermore Amador Valley Transit Authority's (LAVTA's) Bus Rapid Transit Project. Attachments 1 and 2 include the Staff Report (excluding attachments) and meeting minutes from the August 19, 2008, City Council meeting. The Project, referred to as RAPID, would run a similar route to LAVTA's existing Route 10 but would offer more direct and efficient service between Livermore, the East Dublin/Pleasanton BART station -and the Stoneridge Mall. Efficiencies would be achieved by following a shorter route, using transit signal priority (TSP), and increasing spacing between stops. The buses would run more frequently, thus reducing passenger waiting times. New buses would be purchased and used for the service, offering a more comfortable ride, and real-time information signs displaying the arrival time of the next bus would further enhance the passenger experience. Staff also presented to the City Council the proposed bus stop locations and the proposed bus stop amenities for Basic and Standard stops, as well as introduced several issues that would require further coordination between LAVTA and the City. Those issues included a maintenance agreement, bus stop layouts, relocations of the existing ART Bus Shelters, and public outreach. The purpose of this report is to reintroduce the RAPID project to the City Council and to follow up on unresolved issues. Following a brief overview of RAPID, each issue is discussed below. RAPID Overview On August 4, 2008, the Livermore Amador Valley Transit Authority (LAVTA) Board, including then Mayor Lockhart and then Councilmember Hildenbrand, approved the Draft Operations and Capital Plan Report for the Route 10 Rapid Bus Program Deployment (dated July 15, 2008). Planning efforts for the project began in 2005 based on the concept that such a service could help mitigate the impacts of the I-580 Widening Project. With an initial plan to run the service between Lawrence Livermore National Laboratory, Downtown Livermore, Downtown Pleasanton, and the East Dublin/Pleasanton BART station, the route was modified earlier this year to exclude Downtown Pleasanton. The modified route would enter the City of Dublin via Fallon Road, travel westerly via Dublin Boulevard to San Ramon Road with a diversion to the East Dublin/Pleasanton BART station, and continue into Pleasanton via San Ramon Road to the Stoneridge Mall and the West Dublin/Pleasanton BART station. The bus would then return to Livermore via the same but reversed route. Attachment 3 includes the RAPID route map within Dublin. LAVTA's existing Route 10 travels between Lawrence Livermore National Laboratory, Downtown Livermore and the Livermore Transit Center, Downtown Pleasanton, and the East Dublin/Pleasanton BART station, and then continues via Dublin Boulevard to San Ramon Road and into Pleasanton to the Stoneridge Mall. The existing headways within Dublin are 15 minutes during the peak periods and 30 minutes during the non-peak periods. Elements of the RAPID service that improve efficiency over existing Route 10 service include: • Faster and more reliable service with a reduced route length, use of transit signal priority (TSP) and queue jumping technology, and increased stop spacing, resulting in a 20% reduction in the end-to-end travel time; Page 2 of 7 • More frequent service with buses operating every 10 minutes during peak hours reducing passenger waiting time. Off-peak headways would be limited to every 15 minutes; • More enjoyable service with new buses that are smoother, quieter and with more comfortable seats; and • Better information through the use of real-time information signs displaying the arrival time of the next bus. The total length of the RAPID route is 17 miles and includes 49 stops. In total, there are 20 RAPID stops within Dublin (10 westbound and 10 eastbound), including the East Dublin/Pleasanton BART station. The Map in Attachment 3 also illustrates the locations of five (5) non-RAPID bus stops for informational purposes. Of the 20 RAPID stops, 15 are existing stops to remain in the same location, 2 are existing stops to be relocated slightly, and 3 are new stops. Table 1 provides a summary of the 20 stops. This will cover the full capital cost of the project. Page 3 of 7 The initial implementation of RAPID service will include two tiers of bus stop types, including Basic Stops and Standard Stops. Basic stops will provide minimal amenities such as a shelter, trash and recycling receptacles, wayfinding signage, and a flag sign. Within Dublin, the stops on eastbound Dublin Boulevard at Regional Street and at the East Dublin/Pleasanton BART station will be Basic stops. Standard stops will provide the full range of amenities, including those provided at a basic stop plus additional benches outside of the shelter, bike parking, and a decorative lighting fixture outside the shelter. Aside from the basic stops listed above, all other stops within Dublin will be designed as standard stops. Attachment 4 includes illustrations of typical Basic and Standard stop layouts, as well as the bus shelter and amenities to be used. LAVTA has agreed to use the bus shelters, benches and trash receptacles identified in the City's Streetscape Master Plan for the RAPID stops. Maintenance Agreement There is currently no formal maintenance agreement between LAVTA and the City of Dublin. For existing bus stops, LAVTA maintains all shelters and amenities. LAVTA has agreed to cover all maintenance, including utility costs associated with the decorative lights, for the RAPID stops. Staff plans to pursue development of a general maintenance agreement with LAVTA for existing and future bus stops City-wide. Bus Stoa Layouts Public Works Staff has reviewed the conceptual design plans for each bus stop and met in the field at each proposed location with LAVTA representatives to discuss the design of each. Details regarding the exact placement of the shelters and amenities will be finalized through the design process. Since the August 19, 2008, meeting it has been determined that Tolar, the manufacturer of the shelters identified in the Streetscape Master Plan, offers a modified, longer version. This modified shelter will be used at the Standard stops so that consistency can be maintained between the style of shelter identified in the Streetscape Master Plan and the longer shelter style used at the RAPID Standard stops outside of Dublin. As stated previously, of the 20 RAPID stops in Dublin, 15 are existing stops to remain in the same location, 2 are existing stops to be relocated slightly, and 3 are new stops. The two relocated stops are both on westbound Dublin Boulevard. One would move the existing stop from the east side of Sierra Court to the west side of Sierra Court, as bus stops located on the far side of an intersection are more desirable for safe and efficient passenger pick up and drop off. The second relocation would move the existing stop located west of Glynnis Rose Street easterly approximately 250 feet (closer to Glynnis Rose Street). Moving the stop closer to the intersection would provide for more efficient access for the commercial developments near Glynnis Rose Street. The three new locations are eastbound east of Grafton Street, eastbound east of Keegan Street and eastbound east of Hacienda Drive. The first two would be constructed as temporary stops until adjacent development occurs. The third location is proposed so that improved service could be provided for passengers visiting Hacienda Crossings. Bus Shelter CIP Proiect # 94252 Prior to the LAVTA RAPID deployment, the City Council, in March 2008, directed Staff to proceed with the Downtown Public ArtBus Shelter Project CIP #94252. The City Council authorized a Contract Services Agreement to hire an Art Consultant to coordinate the project under Staff direction, at a cost of $8,000. An initial sum of $800 was paid to the Consultant to begin recruitment of student artists, creating Page 4 of 7 design elements for the murals and coordinating activities with the Livermore LAVTA. At this time, no additional funds have been expended. The Art/Bus Shelter project had identified eight bus shelters for replacement and enhancements with student art murals with funding coming from three separate CIP projects. Replacement of seven shelters on Dublin Boulevard was to be funded through a Housing Incentives Program (HIP) Grant and the funds are included in CIP #96011 (West Dublin BART Station Corridor Enhancement -Dublin Boulevard- Hansen Drive to Clark Avenue) and #96012 (East Dublin BART Station Corridor Enhancement -Dublin Boulevard-Tassajara Road to Clark Avenue). Replacement of an eighth shelter on Amador Valley Boulevard as well as the art murals for all eight shelters were to be funded by the General Fund and is included in CIP #94252 (Bus Shelters). The Fiscal Year 2008-2009 Budget allocates $35,250 from the General Fund for the project. Deployment of the RAPID project with RAPID branded shelters and amenities will essentially dismantle the original intent of the Bus Shelter CII' Project which was to enhance the downtown corridor with student inspired bus shelter art murals. The only three shelter locations that are not part of RAPID on Dublin Boulevard are on the east part of town (near Scarlett Court, Hibernia Drive and Myrtle Drive). Additionally, if Staff attempts to relocate the Bus Shelter CIP Project to another part of town, the City will not be able to take advantage of the HIP grant funding which is paying for seven of the eight shelters as the grant is specific to Dublin Boulevard; consequently, Staff would need to allocate additional money from the General Fund to the Bus Shelter CIP to pay for new shelters. Therefore Staff recommends that the City Council either discontinue or defer the Bus Shelter CIP Project. This would save general fund dollars at a time when they are sorely needed. Relocation of Art Bus Shelters by Dan Dykes As part of the RAPID project, the three existing Art Bus Shelters created and installed by artist Dan Dykes in 2004 at Dublin Boulevard and Village Parkway (one shelter) and Dublin Boulevard and Golden Gate Drive (two shelters) will need to be relocated to other locations within the City (see Attachment 5 for a photograph of these shelters). The artist has been contacted and is not opposed to relocating the shelters or the relocation options as outlined below. LAVTA has agreed to pay for the removal and re-installation of the three shelters. Staff has investigated possible locations for the shelters with LAVTA and suggests the following preferred option (See map on Attachment 6): Village Parkway Corridor (Preferred Option) Any three of four locations, all along the northbound side: • Village Parkway north of Amador Valley Boulevard northbound • Village Parkway at Tamarack Drive northbound (existing LAVTA shelter) • Village Parkway at Brighton Drive (DHS) northbound • Village Parkway at Davona Drive northbound A second option is as follows: Amador Valley Boulevard/Re~ional Street (Downtown Dublin) Any three of four locations: Page 5 of 7 • Regional Street north of Dublin Boulevard northbound • Regional Street north of Dublin Boulevard southbound • Amador Valley Boulevard east of Regional Street westbound • Amador Valley Boulevard east of Regional Street eastbound Staff had considered a third option near the new Shannon Community Center, but service to Shannon Park is limited, ridership is light, and service may be cut further in the coming months according to LAVTA. Additionally, there are only two shelter locations on Shannon Avenue with no third location within the vicinity. Public Outreach The August 19, 2008, City Council Staff Report also identified "Public Outreach " as a topic to be discussed at a future City Council meeting. Two public meetings have since been held. LAVTA held a public meeting on January 7, 2009, as required by the environmental review process. They held a second meeting on April 2, 2009, as requested by the City of Dublin, to inform the Dublin community about the project. Adjacent residents, property owners and business owners were notified (see Attachment 7). A special notification was provided for residents and property/business owners immediately adjacent to the relocated bus stops. There were no attendees at this meeting. As such, there is no community feedback to provide to the City Council at this time. LAVTA Request to Change Streetscape Color One of the key features of recently implemented Bus Rapid Transit (BRT) bus systems around the country is the development of a consistent "look" for the .system's buses and for the bus stops at which the BRT service is available. The successful "Rapid" service in Los Angeles is a good example of this approach. Creating such a consistent look for a BRT service is often referred to as "branding" and intended to create a clear distinction between a service provider's common, slower routes and its premium, faster services (BRT). The branded look of a stop communicates to transit riders where the premium service is available. In order to provide such a consistent look for LAVTA's RAPID service, all RAPID buses will have the same exterior design. In addition, all bus stops along the RAPID route are proposed to have the same physical appearance, including bus stop design elements, such as bus stop signage, shelters, trash receptacles, benches, and lighting. Painting these bus stop elements the same silver color is an integral component of LAVTA's approach to the branding of its RAPID service. However, LAVTA recognizes that its desire for a consistent appearance of its RAPID stops requires coordination with the City of Dublin's vision for the "look" of Dublin Boulevard as expressed in the City's Streetscape Master Plan for Dublin Boulevard. This document includes specifications for Streetscape furnishings, such as trash receptacles and benches as well as bus stop shelters. For the length of Dublin Boulevard, LAVTA has therefore decided to modify its branding for Standard RAPID stop design to include the specific bus shelter, trash receptacle, and bench models identified in the Master Plan. The only variance from these specifications requested by LAVTA is with regard to the color of two of these design elements. LAVTA is requesting permission to change the color of trash receptacles and benches at its RAPID stops from the Master Plan's green to silver. Modifying the color of these elements to fit with LAVTA's color scheme for all remaining Standard RAPID stops will help to maintain the minimum level of design consistency needed to create a generally Page 6 of 7 coherent look of all RAPID stops across the communities of Dublin, Livermore, and Pleasanton. LAVTA has expressed their hope that the members of the City Council agree that this request is reasonable and that it represents a compromise that meets both the City's goals for Dublin Boulevard as a special corridor within Dublin as well as LAVTA's goal to bring a new kind of bus service to Dublin that can be readily recognized through the consistent appearance of its stops. RECOMMENDATION: Staff recommends that the City Council receive the presentation from Staff and LAVTA's consultant (see Attachment 8) and direct Staff to (1) coordinate with LAVTA to relocate the Art Bus Shelters from Dublin Boulevard to Village Parkway (Preferred Option) or Amador Valley Boulevard/Regional Street (Second Option); (2) discontinue or defer the Downtown Public Art/Bus Shelter Project CIP #94252; and (3) grant LAVTA a variance for the bench and receptacle color from the green identified in the Streetscape Master Plan to silver to maintain consistency with the RAPID branding. Project Overview LAVTA's existing Route 10 travels between Lawrence Livermore National Laboratory, Downtown Livermore and the Livermore Transit Center, Downtown .Pleasanton, and the East Dublin/Pleasanton BART station, and then continues via Dublin Boulevard to San Ramon Road and into Pleasanton to the Stoneridge Mall. The existing headways within Dublin are 15 minutes during the peak periods and 30 minutes during the non-peak periods. The project will split the existing route into two distinct services: Route 10 Rapid Bus Deployment, referred to as RAPID, will provide more direct and efficient service between Livermore, the East Dublin/Pleasanton BART station and Stoneridge Mall; and 2. Pleasanton Route 10 Speed and Efficiency Improvements will be implemented as a means of continuing service into downtown Pleasanton. While the Operations and Capital Plan Report discusses the operations and costs associated with the Pleasanton Route 10 Improvements, this presentation focuses on the first component, the deployment of the RAPID service. Elements of the RAPID service that improve efficiency over existing Route 10 service include: • Faster and more reliable service with a reduced route length, use of transit signal priority (TSP) and queue jumping technology, and increased stop spacing, resulting in a 20% reduction in the end-to-end travel time; • More frequent service with buses operating every 10 minutes during peak hours reducing passenger waiting time. The total length of the RAPID route is 17 miles and includes 49 stops. The route within Dublin is illustrated on the Route Map (Attachment 2). In total, there are 20 RAPID stops within Dublin (10 westbound and 10 eastbound), including the East Dublin/Pleasanton BART station. The Map also illustrates the location of 5 non-RAPID bus stops for informational purposes. Of the 20 RAPID stops, 15 are existing stops to remain in the same location, 2 are existing stops to be relocated slightly, and 3 are new stops. Table 1 provides a summary of the 20 stops. ~~ LAVTA has secured over $15 million for capital improvements from Alameda County Tran~ortahon Improvement Authority's (ACTIA)'s Measure B funds and a federal earmark. This will cover the full cost of the project. Bus Stop Amenities The RAPID service will include three tiers of bus stop types, which include: Basic Stops (less than 100 hoardings per day), which will provide minimal amenities such as a shelter, trash and recycling receptacles, wayfinding signage, and a flag sign. Within Dublin, the stops on westbound Dublin Boulevard at Village Parkway and at Golden Gate Drive, and the stops on eastbound Dublin Boulevard at Regional Street and at Golden Gate Drive would be designed as basic stops. Standard Stops (more than 100 hoardings per day), which will provide the full range of amenities, including those provided at a basic stop plus additional benches outside of the shelter, bike parking, and a ~ ~ J decorative lighting fixture outside the shelter. within Dublin will be designed as standard stops. ~ ~~j a~~ Aside from the basic stops listed above, all oth`~r stops Signature Stops, which are reserved for the downtown areas and are intended to have a tailored style to match the downtown environment. These locations would have the highest level of amenities. With project deployment, there will only be one signature stop located in Downtown Livermore. At some point in the future when Phase 2 of this project is implemented, it is LAVTA's intent to modify the Golden Gate Drive stops in Dublin (eastbound and westbound) from basic stops to signature stops. The design of the Dublin signature stops will be addressed upon the commencement of Phase 2. While LAVTA has selected a bus shelter to install at each BRT stop within Livermore and Pleasanton, LAVTA has agreed to install within Dublin the Tolar shelter that was approved in the Dublin Streetscape Master Plan. While the two shelter types are reasonably similar in style, the primary difference is that the Tolar shelter is about 13 feet long, whereas the BRT shelter that would be installed at the standard stops is 23 feet long. LAVTA's consultant is working with Tolar to determine whether a longer version of the shelter is available so that consistency along the RAPID route can be maintained and to allow for additional passenger capacity while waiting. Two City CIP projects (96011 and 96012), the West Dublin BART Station and East Dublin BART Station Corridor Enhancement Projects, are underway to construct streetscape enhancements, widen sections of sidewalk and bikeways, and install bus shelters along Dublin Boulevard. Depending on the final design of the bus stops, some or all of the shelters may not need to be purchased through the City CIP projects if purchased by LAVTA for the RAPID project. Alternatively, a cost sharing plan may be established if the total cost exceeds the RAPID budget. There are three art-inspired shelters within downtown Dublin, located westbound near Village Parkway and Golden Gate Drive and eastbound near Golden Gate Drive. These shelters do not include pedestrian- level lighting and have limited seating capacity compared to the demand expected for a RAPID stop. Also, each location presents ADA accessibility limitations. In reviewing the agreement between the City and the artist who designed this shelter, it was determined that the City shall not substantially relocate the shelter without first confemng with the artist and gaining written approval. If written approval of the relocation cannot be obtained, then the City may at its sole discretion remove the shelter. The artist has been initially contacted to assess support of the possible relocation of these shelters, and has indicated general agreement to relocating the shelters and would like to review the new locations prior to providing written approval. The westbound stop at Village Parkway (adjacent to McDonalds) currently has ADA accessibility issues. If these issues cannot be resolved, LAVTA may propose removing the stop. Phase II of the City's Bus Shelters Project (CIP No. 94252) includes the design, fabrication and installation of student art murals on seven shelters along Dublin Boulevard between Dougherty Road and Regional Street. It will be necessary to prepare a maintenance agreement with LAVTA regarding the upkeep of the murals. It is also important to note that if a longer version of the Tolar shelter is installed or if two shelters are installed side-by-side as discussed above, then it will be necessary to assess the need for additional or larger murals and the budget implications of such a change. Table I above indicates the seven shelters on which murals are planned. Next Steps ~ ~ A significant amount of the design has been com leted for the ortion of the RAPID within t"he Ci p P ty of Livermore. Because the route was modified only this year to pass through Dublin, the design stage is just now commencing and will have an accelerated schedule. Design is slated to be complete in early 2009, with construction to begin shortly thereafter. The goal is to deploy the RAPID project in Fall 2009 (or January 2010 at the latest) following or commensurate with the opening of the improved Fallon Road interchange and Dublin Boulevard extension, as well as the Western Dublin/Pleasanton BART Station. Unless an interim alternate route is identified, the RAPID cannot begin service until after the completion of the interchange improvements and the opening of Dublin Boulevard. Unresolved Issues In an effort to assist with the design of the project within Dublin, City Staff will review and comment on the plans. The City Council will be addressed at a future meeting to resolve the following issues: ^ Finalize maintenance agreement: It will be determined which agency will pay for utility costs associated with the decorative lights and which agency will maintain the art murals. LAVTA's consultant is currently researching how Pacific Gas & Electric will bill for the power supply for the lights and will provide a cost estimate to the City. ^ Finalize bus stop layouts: It will be decided whether one Tolar shelter, two Tolar shelters side-by- side, or a modified, longer Tolar shelter, if available, will be installed at each stop. LAVTA's consultant is researching the last option directly with Tolar. The scope of work and cost implication of the shelter size on the proposed art murals to be installed under Phase II of the City's Bus Shelters Project (CIP No. 94252) will be included in the discussion. The design will also address the proposed relocation of two existing bus stops (westbound to be moved from east of Sierra Court to west of Sierra Court and westbound west of Glynnis Rose to be moved easterly 150 feet). ^ Identify shelters to be relocated: It will be determined whether the three existing art-inspired bus shelters on Dublin Boulevard within the downtown area will be relocated and replaced by Tolar shelters to maintain consistency along Dublin Boulevard. ^ Public Outreach: Adjacent residents, property owners or business owners will be notified of any relocated bus stops or new bus stops. A community meeting will be held to share information about the RAPID project and to solicit feedback. Feedback from the residents and business community will be shared with the Council. Recommendation No formal action is required at this time. Discussions will follow at a subsequent meeting regarding a maintenance agreement, fmal design of the Dublin bus stops, the relocation of existing bus shelters, and the relocation of existing bus stops. Staff therefore recommends that the City Council receive the presentation and provide comments as appropriate. 6 ~, a.~ On motion of Cm. Scholz, seconded by Vm. Sbranti and by unanimous vote, the City Council adopted RESOLUTION NO. 158 - 08 APPROVING AN AGREEMENT WITH CHANDRA CERRITO FOR ART CONSULTANT SERVICES FOR THE DUBLIN TRANSIT CENTER PUBLIC ART PROJECT and approved formation of an Art Selection Committee and authorized Staff to solicit representatives. Presentation of the Livermore Amador Valley Transit Authority's Bus Rauid Transit BRT) Project 8:28 p.m. 8.3 (1060-20) Public Works Director Melissa Morton presented the Staff Report and advised that this presentation would introduce the City Council to the concept of a Bus Rapid Transit (BRT} project and provide an overview of the BRT project that was slated to commence service within the Tri-Valley in late 2009. Cm. Oravetz asked if anything would have to be done to the lanes on Dublin Boulevard in order to accommodate the bus queuing. Ms. Morton stated the City's methodology already used by the City to build signals would incorporate queuing very comfortably. Cm. Oravetz asked how long it would take to get from the Livermore Lab to the Dublin BART Station, and from the Livermore Main Station to the Dublin BART station using the BRT system. Mr. Joseph Rye, LAVTA, stated it would take 40 minutes to get from the Livermore Lab to the Dublin BART station and 25 Minutes to get from the Livermore Main Station to the BART station. DUBLIN CITY COUNCIL MINUTES , , VOLUME 27 REGULAR MEETING AITACIIYIENT August 19, 2008 ~~a~ Vm. Sbranti asked how the queue for the buses would work. Would other vehicles still be able to use the right most lane? Ms. Morton stated, typically, the right turn lane would be clear when the bus entered, and then the rest of the traffic would get the green light and then go through. The signage would be very clear that the signal was for buses only. LAVTA would pay for all infrastructure relative to those signals. She did not know if the queue jump was immediately planned as part of the project. There would be additional pedestrian safety lighting in and around individual stops. Vm. Sbranti asked where the information boards would be placed at the stops. Dan Lindquist, Kimley Horn and Associates, stated they were presently working with the vendors to see if the boards could be mounted in the shelters or pole mounted, and they would be at every stop. Ms. Morton stated at this point LAVTA was only asking the City accept the safety lighting maintenance. Mayor Lockhart asked if student art panels would be all the way down Dublin Boulevard, at all BRT stops. Would they not all look the same? Was it not the goal to have the shelters recognized as for a special bus service? Ms. Morton stated there were only seven shelters planned to have the art incorporated. City Manager Ambrose stated that the bus shelters had started in downtown and then were expanded to a couple of other shelters near Dougherty Road. The Council might want Staff to reconsider the item in terms of placing the art in different locations other than the BRT stops. Mayor Lockhart stated she thought the intent was to have it look seamless for people that were traveling that route; to know exactly when they were going to a BRT shelter as opposed to a just regular stop along the route or any other bus that was coming through. She did like the artist's design of putting them at different locations, maybe near a park, so they would stand out more. She wanted it to be a unifying effect. She asked if LAVTA had looked at solar lighting. DUBLIN CITY COUNCIL MINUTES ~2 VOLUME 27 REGULAR MEETING `~ ~ ~ nib y August 19, 2008 19 ~s~~a~ `~ C~../r { '~~~ °~ Mr. Rye stated they had looked at several solar lighting options and found that there was no available solar lighting that could provide enough light at the stop. Mayor Lockhart asked if the lighting would cause any issues as night to nearby residences. Ms. Morton stated this had been discussed and a directional shield could be placed on the lights so that the lighting was downward as to not bother the nearby residents. Mayor Lockhart asked would there be enough room at the stops for wheelchairs or strollers. Ms. Morton stated there had been complaints about the stop at McDonald's on Dublin Boulevard not having enough room and that stop might have to be moved. Vm. Sbranti asked how critical the lighting was. What value did it add? Mr. Rye stated that the lights enhanced the sense of security. Vm. Sbranti clarified that he meant the boards that would give the real time arrival of the buses. Mr. Rye stated it was similar to the BART signs that allowed riders to see when the next bus would arrive. The cost, installed, was $30,000 per sign. Mayor Lockhart stated the cost of the signs was part of the grant. Would the buses used be the clean diesel buses or hybrids? Mr. Rye stated he would be giving LAVTA an update on the type of bus, but they might have to get smaller hybrids and build up ridership. The City Council received the presentation.
