DESCRIPTION: At the August 4, 1998 meeting of the Dublin City Council, the
Council authorized Staff to advertise the Heritage Center Improvements project for bids. The project
includes improvements to the grounds including walkways, landscaping, plaza and gathering areas, picnic
areas, fencing, signage, and wedding court.
Bid specifications were prepared for the improvements and the project was put out to bid. One late bid
was received for the project from S.R.P. Company for $239,230. The bid amount exceeds the engineer's
estimate for the project by $129,957 and the project budget by $170,160. The bidder indicated that due to
the timing of the project and the number of other construction projects that are currently underway, it is
extremely difficult to secure the needed labor for the project; thus the reason for the inflated price.
Staff also believes that because of the number of specialty trades involved in the project and the relatively
small size of the project the City did not receive a good response.
Staff recommends that the City Council reject the bid and that the project be rebid in the spring. In the
meantime, Staff will reevaluate the components of the project to determine whether the different
components could be bid separately to obtain a more favorable bid.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
REJECTING ALL B/DS FOR CONTRACT NO. 98-11
HERITAGE CENTER IMPROVEMENTS
WHEREAS, the City of Dublin did, on September 9, 1998, publicly open, examine, and declare all
seaied bids for doing the work described in the approved Plans and Specifications for Contract No. 98-11,
which Plans and Specifications are hereby expressly referred to for a description of said work and for all
particulars relative to the proceedings under the request for bids; and
WHEREAS, the lowest bid received, $239,230.00, is significantly higher than the $69,070.00
available construction funds for the project; and
WHERE,8, said bids were submitted to the City Engineer, who has recommended that the bids be
rejected on the basis of insufficient funds;
NOW, I~!EREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby reject ail bids received on September 9, 1998, for City of Dublin Contract 98-11.
