RECOMMENDATION: Accept improvements under Contract No. 08-13, 2008 Annual
Slurry Seal Program, and release of retention if there are no
subcontractor claims
FINANCIAL STATEMENT: Improvements are funded through Gas Tax monies (Fund 206) for
street resurfacing improvements and Measure B Bike & Pedestrian Funds (Fund 227) for bike lane
striping and signing. The following are the improvements costs for this capital project:

DESCRIPTION: On September 16, 2008, the City Council awarded Contract 08-13,
Annual Slurry Seal Program, to Graham Contractors, Inc.
Slurry seal is a preventative maintenance technique used to prolong the life of asphalt concrete surfacing.
As streets begin showing wear and stress cracking, it is important to seal the cracks to keep water from

getting into the roadway subgrade. Slurry consists of a sand/oil mixture which seals cracks and provides a
new uniform wearing surface.
The following streets were slurry sealed as part of the 2008 Program:

The total slurry seal area in the 2008 Program is approximately 1.6 million square feet. This project also
included bicycle lane striping on San Ramon Road, Dublin Boulevard and Tassajara Road as proposed by
the Citywide Bikeways Master Plan. The bicycle lane striping and signing is funded through Alameda
County Measure B Bicycle & Pedestrian funds.
RECOMMENDATION: Staff has inspected the work and recommends that the City Council
accept the improvements under Contract No. 08-13, Annual Slurry Seal Program, and release of retention
if there are no subcontractor claims.
